Biography
Andrei Badalov was born on August 17, 1962 in Krasnodar. He graduated from the Moscow experimental school No. 710 of the USSR Academy of Sciences.
In 1984 he graduated with honors from the Moscow Engineering Physics Institute, and in 2008 - advanced training courses of the Military Academy of the General Staff of the Armed Forces of the Russian Federation.
After graduation, he worked at defense industry enterprises.
Since 1994, he served as Deputy General Director of the Association of Users and Developers of CD-ROM Products.
In 1999-2001 worked as a consultant to the Information Center of the Scientific Park of Moscow State University.
2001-2007: "Atlantis Communities"
In 2001-2007 held a number of positions in the Atlantis Communications group of companies, in particular, he was the first deputy general director.
Atlantis was created in 1997 by CROC co-founder Evgeny Melnik. Dmitry Taraba and Maxim Ponomarenko, who later founded the system integrator NVision Group, worked in senior positions in the company.
2007-2019: "Russian Communications Corporation"
In 2007-2019 Andrei Badalov worked as First Deputy General Director, Vice President, General Designer of the Russian Communications Corporation, created as a joint venture between Atlantis Evgeny Melnik and the state-owned Rosoboronexport (which later became Rostec Group of Companies).
The main goal of the Russian Telecom Equipment Company is the production and development in Russia of trusted telecommunication equipment, communication systems and software, solutions in the field of information security.
At the Russian Telecom Equipment Company, Badalov headed a department engaged in the development of integrated automated security systems for transport, critical facilities, cities, etc.
In the preparation and holding of the 2014 Olympics, he was the general designer of the Power Supply Management Center (CUE) and the Integrated Automated Safety Management System (KASUB) of Sochi power facilities.
KASUB is one of the key solutions developed by the Russian Telecom Equipment Company. Among the main customers of this solution are government agencies implementing such programs of safe regions and cities, as well as critical infrastructure facilities.
2019: Appointment as Director of Voskhod Research Institute
On July 15, 2019, Andrei Badalov was appointed director of the Scientific Research Institute "Voskhod". The order of appointment was signed by the Minister of Digital Development, Communications and Mass Media of the Russian Federation Konstantin Noskov.
Since May 2019, Badalov worked as the acting director of the Federal State Budgetary Institution of Research Institute "Voskhod," and on June 1 he was presented to the staff of the institute. Read more here.

Proposals for determining the competence center should be prepared by the Ministry of Telecom and Mass Communications together with the Ministry of Economic Development and the Ministry of Finance by November 1, 2019 (more). Prime Minister Dmitry Medvedev gave instructions on this in May 2019 .
2021
Dismissal from the Research Institute "Sunrise"

Vice President of Transneft
On July 29, 2021, Andrei Badalov was appointed vice president of Transneft. He will oversee the issues of digital transformation, information technologies and automation of production and economic activities, Transneft said in a statement.
It also states that the appointment took place in order to ensure structural and functional continuity and sequence of work performed in the implementation of digital development measures, as well as in pursuance of government directives, according to which managers responsible for digital transformation should be appointed in state-owned companies.
2025: Passing Away
Andrei Badalov, 62, vice president of Transneft, who oversaw digital transformation and information technology, died after falling out of the window of his apartment on Rublevskoye Shosse.
