Biography

Konstantin Noskov was born on September 26, 1978 in the settlement. October Ustyansky district of the Arkhangelsk region, depressive regional center, typical for the region: in 2016 a little more than 9 thousand people, from the enterprises - logging and wood processing, from social and cultural life - two schools, Recreation center, museum of local lore and technical training college (nowadays industrial technical school) lived in the settlement. Blossoming October - in the late seventies, approximately then when Konstantin was born: the settlement received the status of the regional center. In 2014 the government entered the locality in the list of monotowns with risk of deterioration in economic and social situation.

Education

2000: MGAP

In 2000 graduated from the Moscow state academy of instrument making and information science (since 2016 - RTU of MIREA (The Russian technology university)) in "Automated information processing systems and managements".

2001: HSE

In 2001 ended a magistracy of the State university - Higher School of Economics in Strategic management.

2017: RANEPA

From 4/30/2017 to 5/5/2017 underwent advanced training on the subject "Studying of Best Practices of Public Administration in the Republic of Singapore", a RANEPA.

Career

2000: NTV television channel

From 2000 to 2001 worked as the economic analyst of the Big Money program at NTV television channel.

2001: Ministry of Economic Development of the Russian Federation

Konstantin Noskov came to the Ministry of Economic Development in 2001. The first three years held positions of the chief specialist, assistant department head, head of department of programs of economic development of Department of programs of development of economy and cooperation with international financial institutions.

In 2004 it was appointed the associate director of Department of strategy of social and economic reforms, and then - the associate director of Department of budgeting by results and a composite financial balance.

As the Minister of Economic Development from 2000 to 2007 German Gref worked.

2008: Government of the Russian Federation

In 2008 Konstantin Noskov passed to work into the Government of the Russian Federation to a position of the associate director of Department of public administration, regional development and local government.

In 2009 according to the order of the prime minister (then - Vladimir Putin) in structure of the Government the department of IT and communication was created, and Noskov - is appointed the department director.

Together with the Ministry of Telecom and Mass Communications which was directed then by Igor Shchegolev and other federal agencies Noskov's department was engaged in start of the Uniform portal of state services, the universal electronic map, GIS GMP, Management state automated system and electronic document management.

At the head of IT department Noskov worked till February, 2011 when this position was taken by the native of Treasury Alexey Popov.

2012: Head of the Russian Government Analytical Centre

At the end of 2012 Konstantin Noskov was appointed the head "Russian Government Analytical Centre" (ATs).

With the advent of a new command the idea to turn ATs into the modern consulting company which is thematically working on activities of the Government was implemented it is told on the website of the center. The state task - an organization activity basis was for this purpose modified, - and ATs passed from difficult scientific research and annual volume reports to a format of the analytical notes prepared both at the request of the Government and in an initiative order.

Respondents of TAdviser experts consider one of important merits of Noskov formation of strong team of IT experts among whom there is the former associate director of IT department of the Government of Moscow Andrey Belozerov and the ex-vice president of "UEC" Evgeny Kislyakov.

In August, 2017 ATs under the leadership of Konstantin Noskov was appointed by project office on program implementation "Digital economy of the Russian Federation".

Noskov's income for 2016 was 15.9 million rubles, his spouses - 2.4 million rubles.

In Konstantin Noskov's property as of 2016 there were two cars (Cadillac Escalade and Opel Astra) and two motorcycles (KTM1290 and the Honda cb60fa).

2018

Appointment of Ministry of Communications of the Russian Federation as the head

On May 14, 2018 TAdviser became the first MEDIA, which reported that Konstantin Noskov can become a head Ministries of Communications Russia, having released from this duty Nikolai Nikiforov.

On May 18, 2018 the President Vladimir Putin approved Noskov's candidacy for representation of the prime minister Dmitry Medvedev.

One of interlocutors of TAdviser said that Noskov consists in the friendly relations with Maxim Akimov whom the head of the government Dmitry Medvedev suggested to appoint the new Deputy Prime Minister supervising IT and communication. Another calls Noskov and Akimov adherents.

Sources of TAdviser so characterize Noskov: he is young, professional, has hardware experience, well knows the IT industry, but at the same time it has few friends among large businessmen, i.e. is not subject to influence.

On May 15, next day after the message of TAdviser, that Konstantin Noskov can replace Nikiforov was also reported by the Kommersant newspaper, having added that the ministry can receive powers on development of digital economy and replace the name with the Ministry of digital development and communication[1].

In the evening on May 15 Vladimir Putin officially renamed the Ministry of Telecom and Mass Communications into the Ministry of digital development, communication and mass communications.

Dmitry Komissarov, the CEO of New cloud technologies also speaks about need to strengthen processes of coordination. In this direction it would be possible to make much more, he considers.

Shareholders of Rostelecom in December, 2018 at an extraordinary meeting approved the new part of Board of Directors which, in particular, the Minister of Telecom and Mass Communications of the Russian Federation Konstantin Noskov was. Income

The declared Konstantin Noskov's income for 2018 was 31.885 million rubles, follows from data on income and property of the members of the government of the Russian Federation published in April, 2019. This amount became for it record, judging by data on the income of employees of last years of the Russian Government Analytical Centre which Noskov headed before arrival to the ministry.

Noskov's income in a year increased by 7.9%: in 2017 the means earned by it made 29.351 million rubles.

For comparison, Maxim Akimov is the Deputy Prime Minister supervising digital development, transport and questions of the real estate, in 2018 declared income in 8.609 million rubles.

In property the minister has a land plot of 1581 sq.m., the apartment house of 268 sq.m. and a garage on 18.2 sq.m. The park of motor transport which is owned by Konstantin Noskov includes the Cadillac Escalade car and three motorcycles - KTM 1290, Honda CB 600 FA, Triumph Bonneville T100.

Earlier Noskov also had an Opel Astra car, but, judging by declarations, in 2017 he sold it and then got the Triumph motorcycle.

The minister's spouse in a year declared 1.658 million rubles of income. In property at it - the land plot of 1497 sq.m. and the Mercedes Benz GLC 250 car and also the apartment house in use. Its income in comparison with 2017 was reduced - then it made 2.411 million rubles.

One of Konstantin Noskov's daughters owns the apartment of 77.9 sq.m. Two other his daughters have no property, there is an apartment house in use.

2020

Resignation together with all members of the government of the Russian Federation

The prime minister Dmitry Medvedev announced on January 15, 2020 leaving of the government in resignation.

He reported about it during the meeting of the President of Russia Vladimir Putin with members of the government, RIA Novosti reports. The president thanked them for joint work, "though not everything turned out", and charged to fulfill duties before formation of the new cabinet.

Medvedev told that he considers correct to the government to resign against the background of the offers on change of the Constitution announced by the president.

Proposals of the president to Federal Assembly, according to Medvedev, "will make significant changes not only to a number of articles of the constitution, but also in general to balance of the power, executive power, legislature, judicial authority".

Medvedev, according to Putin, will hold a position of the vice-president of the Security council (the chairman of SB on a position is the president). He will be responsible for questions of defense capability and security.

Whether ministers, including Mintsifra Constantine Noskov's head will be reassigned, as of January 15, 2020 it was not known.

"Whether will reassign Noskov, will depend on the one who will become the new prime minister", - one of close acquaintances of Noskov the interlocutor of TAdviser argued. Other interlocutor, also from among Noskov's acquaintances, thought that you should not wait for him reassignment.

On January 21 Maksut Shadayev became the new minister of digital development.

Appointment as the head of Saint-Petersburg Currency Exchange

On September 19, 2020 Konstantin Noskov was appointed to the position of the managing director of Saint-Petersburg Currency Exchange (SPCE), is told in its official statement.

Based on the St.Petersburg Interbank Stock Exchange it is going to create the hi-tech universal exchange providing a possibility of trade in all main categories of assets and within five years to be among the largest stock exchanges of the world, told TAdviser Socks.

In process of the exchange Noskov's team was going to use financial technical-industry practices for creation of modern and convenient services for professional participants of the market and private investors.

Dismissal from Saint-Petersburg Currency Exchange

On January 11, 2021 Konstantin Noskov left a post of the managing director of Saint-Petersburg Currency Exchange at own will, is told in documents on the website of the exchange. In response to a question of TAdviser of reasons for leaving Noskov told that "divorced in vision of perspectives shareholders".
