Biography

Born in 1980.

Since August 2016 - adviser to the head at the Analytical Center under the Government of the Russian Federation.

In March 2017, he was appointed deputy head of the Analytical Center under the Government of the Russian Federation Konstantin Noskov. He headed the project office for the implementation of the Digital Economy of the Russian Federation program.

2018: Transfer to the Ministry of Digital Development of the Russian Federation

On July 19, Prime Minister Dmitry Medvedev signed a decree appointing Kislyakov as Deputy Minister of Digital Development, but without the prefix "first."

Recall that in 2012[1] Yevgeny Kislyakov has already been considered as a candidate for the post of deputy minister of communications, responsible for departmental informatization. Then the appointment did not take place.

2020

Maintaining a position when changing the head of the Ministry of Communications

2021

Information on the transition to the Pension Fund of the Russian Federation

In March 2021, two TAdviser sources announced the upcoming transfer of Yevgeny Kislyakov to the Pension Fund, probably to the position of deputy chairman of the board overseeing digital development. This position was vacated in January 2021 due to the dismissal of Vadim Akkuzin of his own free will.

The Pension Fund is one of the largest consumers of information technology among government customers. Its digital transformation budget for 2021-2023 is estimated at 39.6 billion rubles.

PFR IT leaders who worked in the fund in 2016-2019 (before Akkuzin) were arrested almost in full on charges of receiving bribes from IT companies, in particular, from Technoserv (details of this story are in a separate article).

Now the approaches to digitalization of the FIU are in the process of deep reform.

On March 1, 2021, Prime Minister Mikhail Mishustin approved the concept of a digital transformation of the social sphere, which, in particular, involves the creation of an appropriate unified centralized digital platform. This platform is designed to automate the work of the Ministry of Labor, the Pension Fund, the Social Insurance Fund and federal medical and social expertise institutions. In stages, all processes for the appointment and provision of social support measures will be transferred to it.

The press service of the Ministry of Digital Affairs of Russia told TAdviser that Yevgeny Kislyakov continues to work as deputy minister and on March 6, 2021 will take part in the retreat of Russian Deputy Prime Minister Dmitry Chernyshenko "Personnel for the Future," which will be held in Innopolis. Personnel appointments are published on the official portal of the Government of the Russian Federation, the ministry added.

Appointment as Deputy Chairman of the Pension Board

On May 31, 2021, Prime Minister Mikhail Mishustin signed a decree appointing Yevgeny Kislyakov as deputy chairman of the board of the Pension Fund of Russia. It was published on the official portal of legal information on June 2.

Two sources reported on the upcoming transfer of Yevgeny Kislyakov to the TAdviser Pension Fund in March 2021 (see the block above). Then they said that he would oversee digital development in the department. This position was vacated in January 2021 due to the dismissal of Vadim Akkuzin of his own free will.

Evgeny Kislyakov told TAdviser that one of the main areas of its activities will be the coordination of the implementation and achievement of the results of the global task that is currently assigned to the FIU - the creation of a single digital platform ("Social Treasury"). The main goal of the creation of the "Social Treasury" is primarily to ensure transparency and accessibility of the provision of social public services to citizens, Russia including:

  • provision of social public services in proactive mode;
  • Improving the targeting and effectiveness of social support measures;
  • improving the use of budgetary resources for the provision of social support measures;
  • optimization of interaction with citizens in the provision of public services, state functions, including the receipt of social support measures by them
  • reducing the administrative burden on insurers (legal entities) during their interaction with the FIU;
  • Lower budget costs for functions, public services and improved efficiency of substantive and support processes.

According to Yevgeny Kislyakov, he will also oversee issues related to the development of IT infrastructure in the department, including those aimed at implementing the state import substitution policy and ensuring the smooth functioning of the FIU's federal information resources.

2022

Upcoming dismissal from the FIU

In January 2022, three sources of TAdviser predicted the imminent dismissal of Yevgeny Kislyakov from the post of deputy chairman of the Pension Fund. "Didn't work," one source explained the reason that the dismissal occurs less than a year after the appointment.

Evgeny Kislyakov leaves the FIU without working for a year

Responsible for the digitalization of the FIU, Kislyakov, according to the interlocutor of TAdviser, was between two lights.

On the one hand, the Ministry of Labor treats the fund as a subordinate organization and seeks to direct its resources to create unified social support systems (a single digital platform for administering payments, a single window for applying for support measures, a single contact center). About the same in an interview with TAdviser in the summer of 2021 said Deputy Minister of Labor Alexei Sklyar.

On the other hand, the Pension Fund is an independent organization (only coordinated by the Ministry of Labor) with its own tasks and budget for digital transformation.

In addition, at the end of January 2022, the Ministry of Labor proposed to merge the FIU and the Social Insurance Fund into a single Social Fund of the Russian Federation. According to the ministry, the association is planned to be carried out from January 1, 2023.

The creation of the Social Fund, according to the Ministry of Labor, will increase the availability of services, which funds today provide, for citizens, to provide a single - higher - standard of service based on single client services, increase the transparency of the management of the extrabudgetary fund through the Supervisory Board, accelerate the implementation of the digital transformation of the social sphere and reduce the cost of maintaining extrabudgetary funds due to the refusal to maintain a disparate IT infrastructure and optimize the property complex.

The new deputy chairman of the FIU board, responsible for digitalization, according to TAdviser sources, has not yet been determined.

Evgeny Kislyakov and Alexey Sklyar did not answer TAdviser questions.

Transition to work in the IT company of ex-Minister of Digital Development Noskov

Evgeny Kislyakov, who served as deputy chairman of the Pension Fund board, goes to work at Ruskhaytekexport (RusHiTechExport), a company created in 2021 by former Minister of Digital Development Konstantin Noskov. TAdviser learned about this in March 2022 from a resolution of the chairman of the board of the Pension Fund, signed by Andrei Kigim (available to the editors).

The government's order to dismiss Kislyakov in connection with the transfer to a new place of work without mentioning the name of the company was published on March 22.

Kislyakov could not comment on TAdviser, what position at Rushaytekexport he takes, and what tasks he faces in his new place of work. Comments were also not received from Noskov.

According to the Kontur.Focus legal entity database, the former Minister of Digital Development is a 100 percent owner and CEO of Rushaytekexport, operating in the form of a microenterprise. On the company's website, where a description of the activity is available only in foreign languages, it is indicated that Rushaytekexport offers the most modern high-tech solutions that have proven themselves in a large number of customers in Russia and around the world.
