The article describes the principles of the transition to the provision of regional and municipal social support measures in the format of "Social Treasury."

Putin promised to provide social support services through "one window" on the principle of social treasury

On April 21, 2021, during his address to the Federal Assembly, Russian President Vladimir Putin spoke about the prospects for applying the principles of the "social treasury." According to him, they should be implemented in 2022.

This means that all federal benefits, pensions, other social allowances, services will be issued and paid in a "one window" mode, without running around the authorities, but simply upon the creation of a family, the birth of a child, retirement or other life situation.

After three years, the absolute majority of state and municipal services should be provided to Russian citizens remotely 24 hours a day, seven days a week, that is, on an ongoing basis, the president said.


Consider in more detail what the social treasury model is, how it should work and what benefits it has for citizens.

Social Treasury model

To ensure the transition to the provision of social support measures without collecting documents from citizens, providing measures social support in the shortest possible time and reducing material and labor costs in the constituent entities of the Russian Federation and municipalities for the provision of regional and municipal social support measures in March 2021, plans were announced to create an organizational and technological model for the use by all executive authorities of the constituent entities of the Russian Federation and local authorities of a single digital platform and the possibility of transferring functions for the purpose and provision of regional and municipal social support measures of a single authorized organization at the federal level.

Plans for the transition to the Social Treasury model were announced in the concept of digital transformation of the social sphere.

"Social Treasury" is a model for the provision of social support measures, the provision of state services in the field of social protection by federal executive bodies, executive authorities of the constituent entities of the Russian Federation and local self-government bodies through the use of a single digital platform that ensures the implementation of the principles of client-centric state, targeting and effectiveness of social support measures.

The implementation of the Social Treasury model will make it possible to provide social support measures based on identification life circumstances for citizens without submitting documents, except for the need to submit an application if it is impossible for objective reasons to provide social support measures in a proactive format (the "Social Treasury" format), for example, to dispose of parent capital with a choice of direction of disposal. Also, the provision of social support measures will be carried out with minimal labor costs and in a short time. At the same time, the executive authorities of the constituent entities of the Russian Federation and local self-government bodies will be able to more effectively exercise their powers to establish specific measures of social support, based on the socio-economic situation, due to the availability of the necessary data for making decisions on the establishment of categories of recipients and conditions of receipt.

To move to the provision of social support measures in the "Social Treasury" format, it is planned to implement the following mechanisms:

  • the possibility of using the unified state information system of social security [2] (EGISSO) as a component of a unified digital platform by executive authorities of the constituent entities of the Russian Federation and local authorities for the appointment of social support measures, from accepting a citizen's application for the provision of a social support measure to its actual provision;

  • the possibility of transferring certain functions to the Pension Fund of the Russian Federation to provide regional and municipal social support measures carried out by the executive authorities of the constituent entities of the Russian Federation and local self-government bodies.

In accordance with the processes implemented when using a unified state information system of social ensuring interaction with citizens will be carried out electronically through a single portal, as well as interdepartmental interaction with state bodies and organizations in electronic form, necessary to exclude the collection of documents on paper.

It provides for the possibility of use by executive authorities of the constituent entities of the Russian Federation and bodies local government own information resources that will meet the requirements to ensure interaction with citizens in electronic form.

Problems in the provision of social support measures in the regions

The organization of interdepartmental cooperation in the provision of social support measures is properly established not in all constituent entities of the Russian Federation, significant refinement and additional financing of information systems (resources) of the constituent entities of the Russian Federation is required, the agreement says.

In accordance with the Federal Law "On State Social Assistance" information on the appointment of measures to citizens social support is placed by the appointing bodies in their own information resources and subsequently transferred to the unified state information system of social security, which leads to partial duplication of information, including personal data of citizens.

A significant number of executive authorities of the constituent entities of the Russian Federation and local self-government bodies, providing social support measures, there are no information systems that ensure the fulfillment of functions for the purpose and provision of social support measures, there is a need for the constituent entities of the Russian Federation and municipalities not only for the transfer of information from information resources to the unified state information system of social security, but also for the appointment and provision of social measures support through this system.

Also, most executive authorities of the constituent entities of the Russian Federation and local self-government bodies do not have the opportunity to receive the necessary information within the framework of interdepartmental electronic interaction when providing social support measures. Thus, citizens submit paper documents that they need to receive from various government agencies through their visit.

As of March 2021, measures are provided at the regional level social support, the number of which reaches 20 thousand and which are provided by the executive authorities of the constituent entities of the Russian Federation and local self-government bodies, however, a significant number of social support measures are not available on a single portal, which does not allow citizens to interact with the executive authorities of the constituent entities of the Russian Federation and local self-government bodies in electronic form when receiving social support measures.

How the social treasury should work

It is proposed to introduce an approach in which the entire process from accepting a citizen's application for social support measures to actually providing it is carried out directly in the unified state social security information system as a component of a single digital platform.

The implementation of these measures is planned, among other things, through amendments to the Federal Law "On State Social Assistance" in terms of improving the unified state information system of social security.

In particular, it is planned that the unified state information system of social security as a component of a single digital platform will ensure the solution of the problem of ensuring the appointment process and providing social support measures.

Executive authorities of the constituent entities of the Russian Federation and local self-government bodies, state extra-budgetary funds, organizations under the jurisdiction of state bodies and local self-government bodies, when appointing and providing social support measures, have the right to use their own information systems.

The components of a single digital platform can be used by the constituent entities of the Russian Federation entirely as a replacement for their own information systems for the purpose and provision of social support measures or partially. In the latter case, the constituent entities of the Russian Federation are provided with the ability to connect to the necessary components of a single digital platform to implement the necessary processes in their own information systems.

In this case, the own information systems used shall provide:

  • mandatory transfer to the unified state information system of social security of information provided for by the Federal Law "On State Social Assistance";
  • obtaining from the unified state information system of social security the information necessary for the appointment of social support measures;
  • the use of directories, registries and classifiers used in the unified state social security information system;
  • interaction with information systems of bodies and organizations using a single system of interdepartmental electronic interaction.

Uniform requirements for such information systems to ensure information interaction with the unified state information system of social security are established by the Government of the Russian Federation.

Why the Pension Fund was chosen as the provider of the social treasury

The possibility of transferring certain functions to the Pension Fund of the Russian Federation to provide regional and municipal social support measures is also due to the fact that the Pension Fund of the Russian Federation already has experience in providing various social benefits (pensions, maternity (family) capital, monthly cash payments, payments to families with children) in an unsubstantiated manner or with a minimum number of documents (information), it is said in the concept of digital transformation of the social sphere.

The pension fund implements the principle of one window by ensuring interdepartmental interaction, which significantly reduces the burden on citizens.

The executive authorities of the constituent entities of the Russian Federation, along with the exercise of their own powers in the field of social protection (within the framework of the obligations of the constituent entity of the Russian Federation), bear additional costs related to the maintenance of the staff and financing of organizational measures when exercising the powers of the Russian Federation transferred to them in this area.

In addition, the executive authorities of the constituent entities of the Russian Federation carry an additional burden in collecting and summarizing reports on the use of federal budget funds provided for by it in the form of subventions, as well as in sending an application for the transfer of these funds.

The Pension Fund of the Russian Federation has its own territorial bodies in the constituent entities of the Russian Federation and independently, without the involvement of authorities, provides citizens with these social support measures and performs the functions of the chief manager of the federal budget allocated to it for these purposes.

The presence of territorial bodies allows the Pension Fund of the Russian Federation to synchronize the provision of pensions and other social benefits to citizens, avoid citizens from contacting various authorities (bodies and services), and exclude temporary and material costs for them.

In this regard, the transfer to the Pension Fund of the Russian Federation of certain functions for the provision of appropriate regional and municipal social support measures will simplify the procedure for citizens to apply for their provision, as well as ensure prompt informing of citizens, which will create conditions for the further appointment of a number of social support measures in a non-declarative manner and in a proactive mode.

Stages of transition to social treasury

Taking into account the organizational and technical readiness of the Pension Fund of the Russian Federation and executive authorities of the constituent entities of the Russian Federation, the readiness of information systems, as well as the peculiarities of providing some measures of social support and the contingent of their recipients, the transition to the Social Treasury format is planned in several stages.

The stage will allow you to prepare for appropriate work in a timely manner, including eliminating or minimizing existing risks, and most effectively organize work in the future.

In order to test these approaches to the implementation by the Pension Fund of the Russian Federation of certain functions for the appointment of social support measures provided by the executive authorities of the constituent entities of the Russian Federation, as well as in order to optimize the processes of interaction with citizens when providing social support measures in 2021, it is planned to conduct an experiment on the transition to the implementation by the Pension Fund of the Russian Federation of certain functions for the appointment of regional social support measures.

At least 7 pilot subjects are planned to participate in the experiment of the Russian Federation.

The experiment will make it possible to form measures to implement the possibility of switching to the implementation by the Pension Fund of the Russian Federation of the appointment of social support measures when creating the following conditions:

  • excluding the need for citizens to submit documents and information available to state bodies and organizations;
  • reducing the time spent by authorized bodies on the provision of social support measures;
  • ensuring interagency electronic interaction in order to provide social support measures.

The experiment will be carried out by concluding by the highest executive bodies of the constituent entities of the Russian Federation participating in the experiment an agreement with the Pension Fund of the Russian Federation on the transfer of certain functions for the purpose of social support measures by agreement with the Ministry of Labor and Social Protection of the Russian Federation.

The most important stage is the improvement of the legal framework in the field of social security, within the framework of which it is necessary to consolidate at the legislative level:

  • the transition to the appointment by the Pension Fund of the Russian Federation of certain social support measures currently carried out by the executive authorities of the constituent entities of the Russian Federation within the framework of the powers of the Russian Federation transferred to them, the financial support of which is carried out through subventions from the federal budget to the budgets of the constituent entities of the Russian Federation;
  • the right of the executive authorities of the constituent entities of the Russian Federation to transfer to the Pension Fund of the Russian Federation on the basis of concluded agreements the implementation of part of the powers to appoint certain measures of social support at the expense of the budgets of the constituent entities of the Russian Federation.
