In April 2024, Prime Minister Mikhail Mishustin signed a decree approving an updated strategic direction in the field of digital transformation of the social sphere in Russia. The initiative is aimed at accelerating the processes of providing public services in the social sphere, using technologies for analyzing and processing big data for monitoring and forecasting in the labor market.

According to the press service of the government, the approved document involves the implementation of several projects. One of them is the Unified Digital Platform in the Social Sphere. It is assumed that it will include the project "Unified Contact Center for Interaction with Citizens," which provides mechanisms for feedback with people on issues of obtaining state and municipal social support measures. On the basis of the Unified Digital Platform in the social sphere, the Digital Social Assistant service is also planned to receive consultations by Russians around the clock.

Another draft strategy for the digital transformation of the social sphere of the Russian Federation is called the "Digital Labor Market." It will be created on the Work in Russia platform so that citizens can receive proactive support in finding work, make available tools for protecting labor rights, and will also provide authorities with the ability to analyze and predict the situation on the labor market.

In addition, it is reported about the creation of a digital platform in the field of comprehensive rehabilitation of disabled people and children with disabilities. This project, among other things, involves the development of mobile and web applications for the interaction of people with disabilities with specialists of medical and social expertise and employees of enterprises where technical rehabilitation tools are manufactured.

The Cabinet also stressed that the strategic directions of digital transformation of key sectors of the economy and social sphere are sectoral documents of strategic planning, which are developed by the government on behalf of the president. They are synchronized with current government programs and national projects and approved for the period up to 2030. To keep the documents relevant, once a year it is allowed to make changes to them.

The goals of the strategic direction, according to the document, are:

  • optimization of the processes of providing citizens with social support measures, the provision of public services in the social sphere, pension provision, social insurance, social protection and social services of the population, medical and social expertise, labor and employment, cumulative changes in the models of providing public services in the social sphere and the appointment of social support measures to citizens;
  • achievement of a high degree of digital maturity of the social sphere in the areas of comprehensive rehabilitation and habilitation of disabled people and children with disabilities for all categories of participants in the process by expanding the capabilities of existing and created information systems and platforms in the field of comprehensive rehabilitation of social protection of disabled people by implementing additional
  • components with artificial intelligence, routing of the rehabilitation program for a disabled person with real-time information of the disabled person and his/her representative;
  • the introduction of artificial intelligence technologies in the social sphere and the use of an automated system to assess operations for signs of fraud and prevent such actions committed in order to abuse social protection measures.

Mishustin made significant changes to the concept of digital transformation of the social sphere until 2025

The document disappeared from the mention of the experiment planned for 2021 on the transition to the implementation by the Pension Fund of certain functions for the appointment of regional social support measures on the territory of at least seven pilot subjects of the Russian Federation. In addition, the mention of indicators indicating the successful implementation of the planned measures by the end of 2025 is excluded.

The concept of digital transformation of the social sphere until 2025 also takes into account the reorganization of the Pension Fund and the Social Insurance Fund into a single Pension and Social Insurance Fund.[2]

Cabinet approves digital transformation program in social sphere

Prime Minister Mikhail Mishustin signed a decree approving projects for the digital transformation of the social sphere. The press service of the Government of the Russian Federation announced this on November 8, 2021.

The document, developed on behalf of the president, Russia Vladimir Putin is designed to speed up the processes of digitalization of the social sphere and create additional tools to solve socio-economic problems. Among other things, the document involves the active introduction of artificial intelligence, technologies for analyzing and processing big data. This will increase the targeting of social assistance and make it proactive, Mikhail Mishustin said at an operational meeting with deputy prime ministers on November 8, 2021.

Within the framework of the program, it is planned to implement four projects:

  • Unified centralized digital platform in the social sphere. It is expected that in 2024, about 80% of citizens will be able to receive federal assistance through it without unnecessary certificates and paper documents.
  • Unified contact center for interaction with citizens. Through it, it will be possible to get all the information of interest on social protection issues.
  • Electronic personnel document management. It will allow employers to simplify personnel issues and provide new opportunities for the development of remote forms of employment.
  • Modernization of the public employment service. It is designed to make the process of job search even faster and more convenient for citizens, as well as provide all participants in the labor market with high-quality analytical services.

The strategic direction is synchronized with state programs and national projects and approved for the period until 2030. To keep the document relevant, once a year it can be adjusted.[3]

Launch of a unified IT system of the social sphere in Ukraine

Speaking about the results of coordination activities, the representative of the Ministry of Labor noted that there is a single plan for the creation and development of state information systems. Also, uniform conditions have been developed for supporting users of the systems - both representatives of legal entities and citizens. SLA in different systems can be different, but the conditions for accepting, processing appeals must be unified in all departments controlled by the Ministry of Labor.

There was an understanding of what needs to be achieved in 2019-2021. These plans are correlated with the government's digital economy plans, the speaker stressed. We are talking, for example, about creating a single entry point and proactively providing services.

Alexey Sklyar outlined the prerequisites for solving the planned tasks. There is, for example, the EGISSO system. It consolidates information on social support measures provided by the relevant authorities, and its main users are suppliers of government agencies of those organizations that prescribe social support measures and provide information. There are questions about the completeness and relevance of the data in this system, since there are no business processes and interaction with citizens in this system yet.

In addition, it is a task in 2020-2021 to make EGISSO a system not from the point of view of information aggregation, but a system with functional processes of organizations controlled by the Ministry of Labor. The appointment of social support measures, accounting and other processes should take place in a single system.

Another block of prerequisites is interaction with citizens in the provision of state and social services. Often, citizens must provide information that already exists in information systems. The same category of citizens comes to two different extrabudgetary funds, often they use different approaches to identify the category to which the citizen belongs, the different requirement for the necessary for provision.

There are very few services that are provided electronically. This is also a prerequisite. And one more - a large number of personal accounts with access to different systems.

Based on all this, the Ministry of Labor sets the task that in 2019 it is necessary to abandon the requirement of citizens for information that is already contained in information systems. For example, from documents required to categorize citizens applying for social support.

Also in 2019, technological measures are planned to reduce the number of documents, to ensure the possibility of obtaining part of public services without a material medium of information. An example is the maternity capital service. Now for this you need to get paper extracts, bring them to the right place. The task is to make it possible to receive such services without paper documents.

Proactivity is also one of the tasks. Based on the life situation that arises in a citizen, a message should be sent to him that he has the right to receive social support measures and what measures he needs to take to receive them. The speaker noted that the events of 2019-2020. do not require a global technical restructuring. But by 2021, more global activities have to be worked out, such as the use of unified registers and directories, the unification of individual systems or data from them.
