AIS PFR-2 is a new generation information system developed in accordance with the concept of developing the automated information system of the Pension Fund of the Russian Federation for 2012-2016.
The system is designed to take into account citizens in the system of compulsory pension insurance, organization and maintenance of information about each insured person for the implementation of his pension rights. It will include a number of functional subsystems, such as personalized accounting, administration of insurance premiums, appointment, recalculation and payment of pensions and other social benefits, management of pension savings, analytics and reporting, external interaction and information exchange, as well as a complex of infrastructure and supporting subsystems.
With the help of the new AIS, the Pension Fund will register citizens and create individual personal accounts with a permanent insurance number at their initial registration in the compulsory pension insurance system, organize and maintain information about each insured person.
The latter includes accounting for information about the insurance experience of citizens, their salaries, insurance premiums received for insured persons and other means of pension savings, as well as the reflection of this information on individual personal accounts of citizens.
In addition, the system will make it possible to inform citizens about the state of their personal accounts and the results of investing pension savings, adjust data based on the results of verifying the reliability of information provided by insurers, keep individual personal accounts of insured persons throughout their lives, as well as after their death, etc.
AIS PFR-2 is a centralized system located at the federal level (server and user segments), regional level (server and user segments), as well as district level (user segment).
AIS is PFR-2 created by releases that include various subsystems/components/modules/services that provide part of the system functionality. By the end of 2017, it is planned to prepare 4 basic issues of AIS PFR-2.

To accommodate AIS subsystems, a fault-tolerant data center is PFR-2 created, consisting of two geographically remote sites. It is also planned to use the third technological site to accommodate the media of the AIS PFR-2 modeling stand and ensure the system's disaster tolerance in the event of a failure of the main data center.
Each data center is proposed to be built from two main loops: the IBM mainframe loop and the RISC and x86 server loop. The first data center technology platform designed for the development and prototyping of AIS PFR-2 includes, among other things, a computing complex based on the IBM zEnterprise mainframe and the IBM zEnterprise BladeCenter Extension system , IBM DSS, IBM Puredata System for Analytics analytical data processing systems, as well as the IBM HS23 and IBM HX5 blade server loop .
Financing
According to the official portal of public procurement, in 2014 the Pension Fund organized tenders for the performance of work, one way or another related to AIS PFR-2, for a total amount of over 2.3 billion rubles. The subject of the largest of them - worth 970 million rubles. - is the implementation of technology for the creation of AIS PFR-2. Within the framework of this project, in 2015-2017. it is planned to develop and put into trial operation all four issues of AIS PFR-2, as well as develop a methodology for managing system releases.
Among other major projects for which funds were allocated in 2014 are the development of the IT Infrastructure Management subsystem of AIS PFR-2 (474.5 million rubles) and the supply of technical funds to the territorial bodies of the Pension Fund to protect the corporate data transmission network in AIS PFR-2 (468 million rubles).

Pension fund buys Yadro DSS for $ ₽601 million
The Pension Fund of Russia has signed a contract for the purchase of the Yadro data storage system (DSS) for its automated information system AIS PFR-2. As follows from the tender published by the fund in September 2024, the transaction amount amounted to ₽601 million. Lanit-Integration, a large IT solution integrator, was selected as the contractor who offered the lowest price, which allowed the fund to reduce the initial contract value of ₽610 million. The agreement was concluded in October 2024.
According to CNews, almost the entire budget - about ₽596,3 million - is provided for the purchase of the equipment itself, while about ₽4,8 million have been allocated for its installation and development of design documentation. As specified, the purchase was made to support one of the subsystems of infrastructure support within the framework of the functioning of AIS PFR-2, designed to take into account and analyze data on pension savings of citizens, as well as to ensure the interaction of fund structures and state bodies.
According to the terms of reference of the tender, the DSS of system must meet strict technical characteristics. The device must be installed in a 19-inch mounting cabinet and be equipped with a minimum of 512 GB of RAM, with a total number of processor threads of at least 128 units. Also, the data storage system must contain at least 96 hard drives (HDD) and 32 solid state drives (SSD ) with a total memory capacity of at least 294 TB.
AIS PFR-2 is a complex system that includes 27 functional and infrastructure subsystems and more than 150 components operating on a single base. Individual tasks are provided for each subsystem: from maintaining personalized accounting to distributing social benefits, such as maternity capital. The supporting subsystem, to which the purchased equipment belongs, is responsible for managing telecommunications and IT infrastructure at all stages of the system life cycle, as well as ensuring that the requirements of security, reliability, and manageability are met.[1]
The Russian Pension Fund leases IBM mainframes for 153 million rubles to place automation tools there
On April 15, 2024, the Pension Fund of Russia announced a tender for the lease of computing equipment for technological sites of the automated information system (AIS) of the PFR-2. The initial contract price is 153.02 million rubles.
This, in particular, is about renting one mainframe IBM System z13s. As specified in the terms of reference, it must have at least four general-purpose processors with a frequency of at least 4.3 GHz, at least 600 GB of available RAM with RAIM organization, four 10GbE network ports and at least six 1GbE ports, as well as seven ports for connecting to a SAN and/or disk array. The server shall occupy no more than one mounting cabinet. The maximum total power consumption is not more than 6 kVA/h. The mass limit is 1100 kg. A mandatory requirement is a virtualization system with isolation of logical partitions at least EAL5 in the international Common Criteria certification system (identical to the operation of physically separate servers).
In addition, the Pension Fund requires four IBM DataPower XI52 data acceleration servers. These systems require at least 96 GB of RAM, support for Tier 1 or 10 disk arrays, at least four 1GbE network ports, a 2U enclosure, and at least two redundant and hot-swap power supplies (at least 500 watts each).
The tender also provides for the lease of a high-performance IBM zEnterprise VS12 server, SAN switches, blade servers and a robotic tape library. The equipment shall be located in a specially prepared room providing protection against unauthorized access, noise and vibration, moisture penetration (leakage) from floors located above, and flooding.[2]
2023: Purchase of servers and DSS for 223 million rubles
On November 28, 2023, the Interregional Information Center of the Pension and Social Insurance Fund of the Russian Federation announced a tender for the supply of servers and data storage systems. The initial contract price exceeds 223 million rubles.
The published documentation says that the purchase is carried out in order to develop the Infrastructure Support platform of the automated information system of the Pension Fund of Russia at technological site No. 2 (AIS PFR-2). Part of the purchased equipment is intended to replace the decommissioned one. In total, the FIU needs 21 servers with an average cost of 6,099,322 rubles and one DSS for 95,812,133 rubles. Thus, the total cost of products is about 223.9 million rubles. The purchase is carried out in the format of an electronic auction.
According to the terms of reference, servers intended for rack mounting should be equipped with at least two processors with x86-64 architecture (at least 20 cores with support for multithreading; 2.5 GHz and above). Hardware support for virtualization is required. The amount of installed RAM is declared in the amount of 1 TB (or more) expandable. The equipment should also include solid-state drives and hard drives with SAS interface, at least two hot-swappable power supplies, and a redundant cooling system.
Requirements for purchased DSS include a minimum of 96 SAS storage bays. At the same time, the system should initially include 52 drives or more with a capacity of 7.68 TB. In addition, you must have at least one pair of controllers running in Active-Active mode. When one of the disks fails, the DSS system must automatically redistribute data within the pool without using additional dedicated backup drives.[3]

Launch of three regional AIS operation centers PFR-2
In 2017, the Pension Fund of Russia created three regional centers for the operation of IT systems. Marina Kudryavtseva, head of the IT infrastructure management department of the FIU, told CNews about this in September 2017.[1]
In particular, the Pension Fund of Russia has launched competence centers for the operation of the next generation automated information system of the FIU (AIS PFR-2) in Kazan, Izhevsk and Omsk. As noted, the creation of these regional centers to a large extent became possible thanks to the commissioning of the automated IT infrastructure management subsystem (ITM) and the creation of a single service "IT infrastructure management."

The ITP includes an automation unit for IT management processes (including incident management, IT assets, contracts, changes, capacities, service level, etc.), a database of configuration units, monitoring of servers and applications, etc.
According to Marina Kudryavtseva, the launch of PUIT was the result of 4 years of work as part of a large project to create AIS PFR-2. As of September 2017, more than 67 thousand infrastructure facilities were registered in it, of which 15 thousand are monitored, the number of registered applications for TP in 2017 reached 60 thousand, and incidents of warnings and failures - 2.8 million.

In total, more than 120 thousand employees of the fund use the internal IT services of AIS PFR. Marina Kudryavtseva explained the large number of incidents by the novelty of the implemented IT systems developed specifically for the FIU and the lack of competent IT specialists to support the processes created.
General statistics
In 2017, IT systems of the FIU conduct 167 million personal accounts, the total volume of databases amounted to more than 500 TB (an annual increase of more than 25 TB), more than 200 GB of data are processed daily. Computing power includes more than 10 thousand servers from different manufacturers.
Amtel-Service modernizes infrastructure for OPFR in Khanty-Mansi Autonomous Okrug-Ugra

2016: Interim results
Nikolai Elistratov, Deputy Chairman of the Board of the Pension Fund of Russia (PFR), speaking at the TAdviser SummIT conference on May 31, 2016, said that his department was completing the implementation of a new generation AIS.
The system will collectively include 25 subsystems. Of these, 5-7 subsystems are so large that they are comparable to some systems of a federal scale, he noted.
Among the key functions that are now available to citizens, the representative of the FIU named a single office of the insured person. According to Nikolai Elistratov, it is one of the most capacious personal accounts that are available from Russian departments. As of mid-2016, it contains 44 electronic services, and in the near future it is planned to launch about 15 more services. Through the Unified Portal of Public Services, 5 FIU services are available. AIS PFR processes up to 1.2 million calls per day.
The creation of a new generation AIS PFR is based on the idea that a citizen can maximize his social rights using the most modern means. At the same time, even with the significant development of mechanisms for the provision of public services in electronic form, it is necessary to leave the possibility of obtaining public services in the traditional way, Nikolai Elistratov believes. This is necessary to leave citizens the right to choose, he said.

FIU will abandon the use of the American DBMS Caché
In February 2015 , the Pension Fund told TAdviser that since 2016, in the new version of the FIU AIS, it is planned to abandon the Caché DBMS ( developed by the American InterSystems), which is used in the subsystems "Administration of insurance premiums" and "Personalized accounting of pension rights of insured persons."
"The functionality of the Caché DBMS for these software and hardware complexes will go into archival state and the FIU plans to complete its use in 2016," the fund told TAdviser.
The FIU explained that the architecture of these subsystems was designed in 2006. Then surveys were carried out to select a database that meets all the needs and scale of operation of the developed complexes, following which the Caché DBMS was identified as the most suitable.
The developer of the DBMS used for two subsystems of the FIU AIS is the American company InterSystems
The number of users working daily with these complexes increased annually (from 2,500 employees initially to 15,000 by 2015). According to the official portal of public procurement, the licenses of the Caché DBMS in recent years have cost the FIU annually in the amount of about 100 million rubles.
The rest of the systems in the FIU use mainly another American DBMS - IBM DB2. It is also planned to use it instead of the Caché DBMS, the Pension Fund said, adding that at prices it will be cheaper. According to representatives of the fund, when implementing the concept of creating AIS PFR-2, experience and corresponding financial indicators, including cost of ownership, for DBMS were taken into account.
It is worth noting that Caché DBMS is not among the most popular DBMS in Russia. According to 2010 data, the installation of this system in the Pension Fund was the largest in Russia for InterSystems[2] of[2].
In addition to proprietary DBMS, the FIU is eyeing the SPO, but does not voice specific plans.
"The concept of the development of the AIS of the FIU and the developed technical solutions propose to ensure the operation of complexes at the modern world level, using various approaches in the implementation of functionality, using both open source and industrial-level DBMS," says the representative of the FIU. "We are positive about the transition to free software where this does not create additional risks of owning the required functionality and requirements for modern technologies."
Purchase of equipment and PO IBM for 330 million rubles
In April 2015, the FIU announced an auction[3] for the supply of IBM equipment and software with an initial price of about 331 million rubles.
For this amount, the FIU hoped to get the IBM zEnterprise EC12 mainframe and the zEnterprise Blade Center Extension infrastructure solution, which allows you to extend mainframe qualities such as organizational control and manageability to workloads running on various IBM server platforms. IBM zEnterprise EC12 also requires the delivery of OS, DBMS, applications and utilities.
The equipment and software are intended for use in AIS PFR-2. In particular, they must ensure the operation of the components of the Internal Information Exchange subsystem, which is designed to control the processes of internal information exchange, ensure information exchange between the AIS subsystems PFR-2 and to maintain a single repository of electronic documents.
The equipment will also be used to ensure the operation of the components of the subsystem of personalized accounting of the pension rights of the insured person in the compulsory pension insurance system.
The first issue of AIS PFR-2
By the end of 2015 , the Pension Fund of the Russian Federation expects to prepare for commissioning the first of four planned issues of AIS PFR-2, follows from the project documentation published in April. For the performance of work within this stage, the fund will pay the winner - R-Style - 222 million rubles.
During the project[4] necessary to ensure the formation of a single solution - the release of AIS PFR-2 instead of a set of existing autonomous solutions (software and equipment) and conduct its preliminary tests.
It is also necessary to ensure centralized control over the implementation of plans for the creation of AIS PFR-2, centralized accounting of versions and configurations of the release and release documentation, ensure a centralized quality audit of the developed design documentation and develop recommendations for improving the quality of the system as a whole.
The following functional subsystems are planned to be included in the first issue of AIS PFR-2: "Personalized accounting of pension rights of insured persons," "Administration of insurance premiums," subsystem "Maternal (family) capital," information and analytical subsystem, as well as subsystems "External interaction" and "Internal information exchange."
FIU decided on a large-scale project based on PostgreSQL DBMS

Pension savings of Russians move to a new IT system
The development of the subsystem "Management of pension savings funds" within the framework of the creation of AIS PFR-2 since August 2015 has been carried out by the Computer company.
As follows from[6] documentation on the project, the subsystem will support such processes as information interaction of all participants in investment activities, management of the transfer of insurance premiums and contributions to the reserve for compulsory pension insurance, the provision of information about insured persons in the form of reports and certificates and a number of others.
Prior to the start of the project, the fund uses the Investment Process Control CAS and the Investment Process Control Department CAS to manage pension savings. When creating a new system for managing pension savings, it is necessary to take into account the experience of implementing these CASs and the possibility of using already functioning solutions.
To carry out autonomous tests of the system in conditions close to real conditions, the project will carry out the initial migration of data from a copy of the database of the CAS "Control of investment processes" to the local database of the system "Management of pension savings funds" AIS. PFR-2
In parallel with the creation of a new system for managing pension savings, the FIU continues to develop the old system with similar functions
Within the framework of the project, a technical project should be developed and the first stage of the system should be created. These works will cost the fund 38.8 million rubles. In the future, it is planned to ensure the integration of the "Pension Savings Management" system with other subsystems of AIS PFR-2.
At the initial stage, the system will provide the possibility of simultaneous operation of 100 users and processing of at least 1,000 registers of insured persons monthly. At the same time, it should provide for the possibility of scaling in terms of performance and volume of processed information without modifying its software.
It is worth noting that in parallel, the FIU continues to develop the old subsystem "Control of investment processes." So, in June 2015, the fund announced[7] choice of a contractor to carry out the second stage of work to adapt this subsystem "to ensure the guarantee of the rights of insured persons in the system of compulsory pension insurance of the Russian Federation when forming and investing pension savings, establishing and making payments at the expense of pension savings." The winner was the Redsis company. The cost of work is 24 million rubles.
2013: R-Style wins competition to create first stage of AIS
In the summer of 2013, the Pension Fund signed a contract with R-Style to create the first stage of a new generation automated information system (AIS PFR - 2) worth about 100 million rubles.

The architecture of the FIU AIS system, which the Pension Fund uses to fulfill its functions, was laid down in the early 1990s on the basis of modern IT for that time. As of the end of 2014, AIS PFR serves about 118 thousand internal users. The average amount of information processed per day is 120 GB. The total volume of databases is 247.5 TB, and the annual increase in information in the database is 2.7 TB.
The system's server equipment fleet includes about 10,000 servers from different platforms and manufacturers. The Pension Fund operates several dozen applications supported centrally, and several hundred applications developed in regional branches of the FIU on an initiative basis.
The Pension Fund notes that with the approach used in the FIU AIS with the physical separation of applications by servers (without their virtualization), it becomes necessary to provide applications with servers whose power is calculated based on peak load, which leads to an increase in the server fleet with suboptimal use of computing power. In addition, the variety of software and hardware makes system administration difficult.
