2023: Russia creates a register of citizens in need
On January 1, 2024, the register of citizens in need will begin work in Russia. Deputy Prime Minister Tatyana Golikova announced this at a meeting of the expanded board of the Ministry of Labor and Social Protection, which took place on May 19, 2023.
Golikova noted that the deadline for the implementation of this project had already been postponed - "not because they were not ready, but because it was necessary to create other institutions in order for the register to work." According to her, this is a tool to determine who needs support, and will allow us to correlate the data with the indicators of Rosstat, which are published by the department. The creation of the register will be attended by the Federal Tax Service, the Ministry of Internal Affairs and other departments.

As RBC emphasizes, by May 2023, most social support programs in the country are based on categorical methods. That is, recipients are selected on the basis of belonging to certain social and demographic groups and receive benefits and benefits provided for by the category, regardless of actual need. According to Tatyana Golikova, by May 2023, 35 million Russians receive services for 31 measures of social support. In 2023, the Ministry of Labor, as noted by the Deputy Prime Minister, plans to cover 11 more social support measures.
At the end of March 2023, Tatyana Golikova reported that the target for reducing poverty for 2022 was 10.8%, and for 2023 - a share of 10.1%. At a meeting of Russian President Vladimir Putin with Deputy Prime Ministers, Golikov said that in five years since 2017, 3.6 million Russians raised their incomes to above the subsistence level and overcame the poverty threshold.[1]
