On July 15, 2024, an order of the Pension and Social Insurance Fund of the Russian Federation came into force to clarify the procedure for volunteers to submit applications for their pension insurance. We are talking about the implementation of the law allowing the Russian Guard to create volunteer associations. In accordance with the innovations, data on volunteers will be collected on one digital platform.

Changes are made to the procedure for adjusting the information of individual (personalized) accounting and making clarifications (additions) to the individual personal account approved by order of the Pension and Social Insurance Fund of the Russian Federation dated July 11, 2023 No. 1363. The Pension Fund buys software for a single platform in the social sphere for 789.8 million rubles

On April 26, 2024, the Pension and Social Insurance Fund of the Russian Federation announced a tender for the provision of technical support services for the integrated information security system of the GIS "Unified Centralized Digital Platform in the Social Sphere." The initial contract price is 789.8 million rubles.

This platform is designed to automate the processes of providing social protection measures (support). GIS contains data on recipients of social protection measures, including social services, other social guarantees, payments and pensions, and information on rehabilitation (habilitation) measures for people with disabilities, children with disabilities and citizens affected by industrial accidents and occupational diseases.

Russian Prime Minister Mishustin approved Rostelecom as the only procurement contractor for a digital platform in the social sphere

Prime Minister Mikhail Mishustin signed a decree appointing Rostelecom as the sole executor of the Pension and Social Insurance Fund of the Russian Federation in 2023 and 2024. procurement of work on the creation of the state information system "Unified Centralized Digital Platform in the Social Sphere" (second stage). The corresponding document was published at the end of October 2023.

According to the order, within the framework of the project, Rostelecom can involve subcontractors and co-contractors in the work, provided that the sole contractor, together with subsidiaries, has fulfilled at least 50% of the total value of obligations under state contracts, of which at least 5% must be fulfilled by Rostelecom itself.

Earlier, Rostelecom was already appointed the only contractor for the development of a single digital platform in the social sphere. June 30, 2023 was the deadline for the execution of all state contracts related to the creation of the first stage of the state support platform.

In June 2023, the president of Rostelecom Mikhail Oseevsky promised the president the Russia Vladimir Putin launch of a new IT platform in the social sphere this year. Then Oseevsky said that a new platform - the social treasury - had already been developed. In 2023, it is planned to be implemented in all regions of the Russian Federation. It is assumed that after the introduction of the platform, which will cover the Pension Fund, Social Insurance Fund medical and sociological expertise, citizens will receive social services remotely, without paper documents and proactively.

The creation of a single digital platform that will unite all measures of social support is included in the concept of digital transformation of the social sphere until 2025.

Putin signed a law on a single centralized digital platform in the social sphere

The President Russia Vladimir Putin signed a law on the creation of the information system "Unified Centralized Digital Platform in the Social Sphere," which will record information about the categories of citizens who have the right to social assistance. The platform automates the provision of Russians with pensions and other payments, as well as social protection measures in general. This will also affect rehabilitation, medical and social expertise. 2022

Mega-project "Social Treasury" was given to the joint "daughter" of Rostelecom and holding Sergey Matsotsky

Federal departments are beginning to order work on the implementation of the Social Treasury concept and the integration of systems with the Unified Digital Platform in the Social Sphere (GIS ETS), the creation of which was initiated by the Ministry of Labor in 2021.

The Social Treasury project should simplify the payment of benefits, pensions and social allowances, implement the principle of "one window," unite key social services within a single platform and automate the process of their accrual.

The Social Insurance Fund (FSS), one of the key participants in the project, in early February 2022 summed up the results of the competition for the development of the FSIS EIIS Sosstrakh, which should become the basis for a number of social services and payments.

The development of FGIS EIIS "Sosstrakh" and its integration GIS EDS will be engaged in the company " Budget and Financial Technologies" ( BFT). The project will run from February to December 2022. The amount of the contract is 1.99 billion rubles.

In October 2021 , GS Invest Sergei Matsotsky sold 50% of BFT to Rostelecom's subsidiary RT Labs. At the same time, GS Invest, according to the Kontur. The project consists of two parts. The first is the modernization and maintenance of the existing subsystems of the FSIS EIIS Sosstrakh. It is impossible to allow interruptions with current social payments, including benefits for temporary disability, pregnancy, payments to doctors for work in the "red zones" of "covid" hospitals. The second is the modernization of existing systems and their integration into the EDS GIS. As part of the first stage of the Social Treasury project, it is planned to deeply redesign the Direct Insurance Payments and Electronic Disability Certificate system and integrate them into the Unified Digital Platform. With the launch of the EDS, a completely new format of social services will appear in Russia: proactive social services should become available to Russian citizens from May 2023, including in terms of services of the Social Insurance Fund

In a conversation with TAdviser, Dmitry Chernichin drew attention to the fact that the systems created within the framework of the Social Treasury concept will have a microservice architecture. Services will be put into operation in cascade. At the same time, EDS GIS do not contain a single proprietary component from foreign vendors, but are built either on domestic solutions or on the basis of free software.

According to Chernichin, FGIS EIIS Sotsstrakh has been creating since 2016 and still serves the same team. In 2016, the project was started by a group of developers from IBS Expertise, which, after changes in the parent company, moved to BFT.

In total, more than two dozen departments that somehow deal with the social sphere are participating in the Social Treasury project. The key project participants are the Pension Fund of Russia (PFR), the Social Insurance Fund (FSS) and the Federal Bureau of Medical and Social Expertise ( FB ITU). The Ministry of Labor manages the project, the development of the GIS ETS in August 2021 was ordered by the FIU.

GIS creation is divided into three queues. The general contractor of the first stage of the project in August 2021, by order of the Government, determined the "Roste lecom"[4]the[5], with which a contract was signed for almost 3.6 billion rubles until June 2023[6]The implementation of the project, according to TAdviser, is also carried out by BFT.

Connection to the State Public services portal

On January 11, 2022, it became known about the decision of the Ministry of Labor of the Russian Federation to integrate the state information system "Unified Centralized Digital Platform in the Social Sphere" (GIS ETS) with the portal of Public services. The ministry sent the corresponding draft government decree for approval to the interested departments.

According to Interfax, the GIS ETS involves the automation of the processes of providing citizens with pensions, social protection measures and medical and social expertise. In addition, the platform will keep individual records of information about citizens and labor activities.

The Public services portal, with which GIS will be integrated, will be used for interaction of government agencies with citizens. According to Prime Minister Mikhail Mishustin, the GIS ECP will help quickly and simply provide people with the support measures they need, depending on the life situation, using the principles of the social treasury.

Rostelecom will create a single IT platform for the FIU in the social sphere

On August 10, 2021, it became known about the appointment of Rostelecom as the sole executor of the project to create a state information system "Unified Centralized Digital Platform in the Social Sphere" for the Pension Fund of Russia.

The corresponding order of the government is reported by TASS with reference to a document published on the official Internet portal of legal information. It says that Rostelecom can attract third-party subcontractors to implement state contracts, provided that the company itself, together with its subsidiaries (affiliates), fulfills at least 50% of the total value of obligations under these contracts.

According to the terms of the agreement, the first stage of the project "Unified Centralized Digital Platform in the Social Sphere" should be completed by June 30, 2023.

This GIS is included in the concept of digital transformation of the all-Russian social sphere until 2025. As Prime Minister Mikhail Mishustin noted earlier, within the framework of this concept, the complete transfer of the entire social assistance system to electronic format should be completed within five years.

Mikhail Mishustin approved the concept of digital transformation of the social sphere

It is assumed that the implementation of the concept will become the basis for the creation of a "social treasury" system, which will allow providing social assistance as quickly, conveniently and targeted as possible.

The document contains a detailed list of activities that are planned to be implemented. Among the nearest (by March 1, 2021) of them - conducting an experiment in at least seven pilot regions on the appointment of a number of social payments in an unsubstantiated manner. To do this, the regional authorities will transfer work on the accrual of benefits, compensation and benefits to a single digital platform. In the future, this practice is planned to be distributed throughout the country.

A single contact center will also appear, which will provide consultations on various types of social assistance around the clock, the prime minister added. In addition, guardians and legal representatives will be able to issue benefits for their wards through the portal of public services. In addition, the concept assumes that the number of remote services for disabled people will increase.[9]
