Within the framework of the program of training specialists in the field of information technology, the state actively involves large IT companies in the creation and implementation of educational programs, as well as the organization of internships in higher educational institutions.
Russian Prime Minister Mikhail Mishustin noted the importance of developing IT education for the technological progress of the countries of the Eurasian Economic Union with a total population of almost 190 million people.
Evgenia Matveeva, an expert at the Central Russian Institute of Management, a branch of the RANEPA, points to significant changes in the allocation of budget places within the framework of the new admission campaign, where priority is given to training specialists in the field of information technology.
IT education is also developing at the regional level. The head of Dagestan, Sergei Melikov, announced the introduction of the regional information system "Electronic Education of Dagestan" and plans to open a branch of the educational institution "School 21" from "Sberbank."

On October 3, 2024, the Ministry of Digital Development announced the current plans for the implementation of the federal project "Personnel for Digital Transformation," which provides for the training of 363 thousand schoolchildren and college students in modern IT technologies by 2027. It is planned to allocate ₽12,63 billion for the implementation of this initiative. The details of the project were disclosed in early October 2024 during the presentation of the Minister of Digital Development of the Russian Federation Maksut Shadayev at a meeting of the State Duma Committee on Information Policy.
According to TASS, the training program will cover students in grades 8-11 and students of secondary vocational education, who will study modern programming languages, artificial intelligence technologies and robotics.
In addition, the federal project "Digital Platforms in the Social Sectors" provides for the creation of WiFi networks in 37.14% of school and college buildings throughout the country by 2027. It is planned to allocate ₽54,66 billion for the implementation of this project.
An important aspect of digitalization of education will be equipping 29.44% of teachers with tablets based on the domestic operating system. This will provide secure access to digital educational services.

According to data received from the Ministry of Digital Development, the program is aimed at teaching 400 thousand schoolchildren in grades 8-11, as well as students of secondary vocational educational institutions. They will gain skills in programming, robotics and artificial intelligence. It is planned to allocate ₽28 billion for these purposes. The program will also train 377 thousand students in the areas of higher education related to information technologies to train highly qualified specialists. ₽13,3 billion will be allocated for their training.
The project involves active cooperation between universities and leading IT companies. Curricula will be designed to meet the needs of the industry so that students receive the skills and competencies in demand. Teaching in schools will include 144 academic hours divided into four modules, allowing graduates to better prepare for modern market requirements.
According to Izvestia, the shortage of IT specialists remains one of the main problems of digitalization in Russia. In September 2024, it became known about the financing of the federal project "Personnel for Digital Transformation," which will be part of the national project "Data Economics." The total budget of the program will be ₽41,3 billion from the state budget and ₽630 million from extrabudgetary sources. According to Kommersant, one of the key tasks of the project will be the creation of a state system for confirming the competencies of software developers and other IT specialists. The project is being implemented within the framework of the national program "Digital Economy of the Russian Federation." New methods of personnel work will be tested, including the processes of selection, adaptation, motivation, personnel development and the creation of a digital profile of federal state civil servants. The experiment is carried out in two stages: the first will be held from September 1, 2023 to March 1, 2024, the second - from March 2 to November 1, 2024.

- Integration of employee life cycle processes into current HR procedures, including through information interaction with a single digital platform in the field of employment and labor relations "Work in Russia," with job search and recruitment services and other personnel systems;
- Implementation of modern communication tools for the employer's representative or employer and employee in terms of monitoring the employee's satisfaction, involvement and motivation assessment;
- Implementation of modern tools for managing team goals and personal goal-setting of employees;
- Create a digital employee profile (list of achievements, portrait of values and competencies).
Based on the results of the experiment, the effectiveness and usability of the digital personnel platform for employee lifecycle management will be determined.[10]

The working group "Personnel for the Digital Economy" of the organization "Digital Economy" approved the requirements for programs of additional vocational education (DPO) for specialists, managers and prepodavateley̆ in the field of intellectual property. The requirements will become the basis for the competitive selection of organizations for the development and implementation of educational programs, which will be announced in July 2020. The requirements for DPO in the field of intellectual property were developed by the Competence Center for Personnel for the Digital Economy of the University 2035. They include requirements for the structure and content of the training program, for the curriculum and terms of training, as well as for students.
According to the rules, at the start of training under the program, the level of ownership of the studied competencies by students with the ability to collect a digital trace should be determined. Ministry of Economic Development and RVC create a venture capital fund for the project "Personnel for the Digital Economy"
The Ministry of Economic Development of the Russian Federation and RVC agreed on the main parameters for organizing activities and financing a venture capital fund to support promising educational technologies of the digital economy. The document was signed in June 2019 at the St. Petersburg International Economic Forum by Deputy Minister of Economic Development of the Russian Federation Ilya Torosov and RVC Director General Alexander Povalko.
The fund is being created in pursuance of the federal project "Personnel for the Digital Economy" of the national program "Digital Economy of the Russian Federation" of the Government of the Russian Federation for the development of promising educational technologies using the best world technological solutions to increase the efficiency and accessibility of education. Within the framework of the Fund's activities, it is planned to develop Russian technology companies in the field of education with their subsequent expansion abroad, as well as the transfer of world educational technologies to Russia.
The total amount of the fund will amount to 7 billion rubles due to the provision of RVC from the federal budget in 2019-2021. budget investments with an increase in the equivalent part of the participation of the Russian Federation in the authorized capital of RVC. The period of activity of the Fund will be 10 years with the possibility of a double extension for a period of 1 year. Expected results
After the implementation of the program activities, which are designed for 2018-2021, the developers of the plan expect concrete results. For example, a system for distributing personal digital certificates should be developed. A mechanism for assessing the level of competence should appear, the results of which will give advantages to those entering universities (a digital analogue of TRP standards). Training and testing programs will be developed aimed at forming key competencies of the digital economy. A system of standards on the competencies of the digital economy for all ages is expected to appear.
In addition, a priority project "Digital School" should appear and the concept of a comprehensive alienated knowledge system, software and hardware, which can be replicated in the regions of Russia, should be developed. Educational organizations will have to start using personal competency profiles of students and ensure personal trajectories of their development. The number of students accepted for higher education programs in the IT field in several years should increase from 60 to 120 thousand students.
For teachers, advanced training programs should be developed taking into account the WorldSkills Russia standards for competencies that are a priority for the digital economy (at least 5,000 teachers should undergo advanced training programs annually).
Accelerators to nurture project teams in the interests of the digital economy should appear in at least 15 cities of the country with high scientific potential. In addition, at least 7 venture funds should be created with the participation of universities, their graduates, partner companies to finance student startups in the field of digital economy at the sowing stage.
A system of digital bonuses should be created in the country, allowing students to receive rewards for various achievements (winning the Olympiad or in a sports competition, social activity, etc.) and launch startups, receive investments from venture capital funds, undergo acceleration programs, and carry out other types of entrepreneurial activity in a virtual environment.
A comprehensive educational and acceleration environment should appear that allows a student, student, young scientist and specialist, regardless of place of residence, to gain knowledge, skills and experience of entrepreneurial activity, access to advanced "end-to-end technologies" of the digital economy, access to the resources necessary to create and develop a business, entering communities and expert networks in the field of technology and entrepreneurship. Associations and associations of schools, universities and colleges, individual active educational institutions, business associations and individual companies, regions and individual active territorial entities are expected to be involved in the creation and development of this environment.
During the implementation of the program, up to 1000 commercially oriented scientific and technical projects in the field of promising "end-to-end" technologies of the digital economy will be selected. In addition, it is planned to master the practice of accounting for entrepreneurial achievements of students as a final qualification work ("startup as a diploma").
By the end of 2021, 20 advanced training programs should be developed for competencies in demand in the digital economy, while 5 million people should undergo training under the programs.
