Creation and development
"University 20.35" was created by the Agency for Strategic Initiatives (ASI) in 2017 under the leadership of Dmitry Peskov, director of the "Young Professionals" direction of ASI to promote new projects. Fully "University 2035" was supposed to be launched by 2020. It was planned to complete the design, testing and scaling of its model. The university will carry out its work for a short period - from 2020 to 2035, since its task is to become a trigger for changes in the education system in Russia.

2025: Appointment as Rector of Dmitry Kaisin
In April 2025, Dmitry Kaisin was appointed rector of the ANO "University of the National Technological Initiative 2035." Until April 2025, he served as Deputy Rector for Development. Training plans for 5,000 civil servants together with Innopolis University
Innopolis University on October 5, 2020 announced that it would train 5 thousand civil servants.
The training program for anti-crisis leaders and teams of the digital economy "CLICK" was launched jointly with the University of NTI "20.35." In two months, students will learn data-driven management competencies and develop digital projects.
Training teams are formed from employees of state-owned companies, federal ministries, services and agencies, as well as civil servants from the regional governments of the Kaliningrad, Leningrad, Nizhny Novgorod and Tyumen regions, Primorsky Territory. The training will split into two tracks: "Chief Data Officer - Data-Driven Management" and "Data Analyst - Technical Architect of Digital Solutions." Weekly teams will get acquainted with 8-12 topics in the field of the digital economy, perform homework and pass tests, as well as work on team projects, the acceleration of which will take place at the end of the program. The training will take place in a remote format.
Many processes and decisions made in business and executive authorities can be automated and made more efficient by working with data. This is what the work of the "CLICK" program is focused on. The "University 20.35" changed the leadership

The Ministry of Economic Development introduces a system of fines for the technological "University 20.35," which receives billions of dollars in funding from the state
In 2020, the Ministry of Economic Development tightens control over the activities of the University 20.35. The ministry plans to introduce a system of fines for delays in the provision of reports reflecting the use of subsidies, as well as for failure to achieve subsidy targets. Such measures in relation to the university provide for a draft decree of the government of the Russian Federation, developed by the Ministry of Economic Development[1]98275.
The document is posted on the official portal of draft regulatory legal acts. Its public discussion began on December 20, 2019 and ended on January 3, 2020 with nothing - no proposals were received for the document.
The draft resolution clarifies the rules for providing the Ministry of Economic Development with subsidies to the University 20.35.
Thus, the document clarifies, citing a specific list in the appendix to the rules, a number of results and indicators of the federal project "Personnel for the Digital Economy," some of the activities of which are being implemented by "University 20.35." Namely - those results and indicators that are aimed at achieving by the organization the result of the provision of subsidies.
Such indicators, in particular, are:
- the number of constituent entities of the Russian Federation participating in the testing of the model for providing personal state digital certificates aimed at forming the competencies of the digital economy among the working-age population;
- the number of constituent entities of the Russian Federation on the territory of which the model of the digital system for assessing the achievements of students is implemented, providing for the use by them of general-user and professional digital tools;
- the number of citizens enrolled in training in the development of the competencies of the digital economy using the model of personal digital certificates from the state for the formation of the competencies of the digital economy among the working-age population;
- The number of the population covered by information activities of the PR campaign to promote personal digital projects.
In addition, the draft resolution determines the procedure, terms and forms of submission by the "University 20.35" of reports of the Ministry of Economic Development and gives the ministry the right to establish the terms and forms of submission by the organization of additional reports.
Fines for failure to achieve the target results and indicators of the subsidy in the reporting period and for violation by the organization of the deadlines for the provision of reports and other information requested by the Ministry of Economic Development, this is another innovation of the document.
The fines imposed on the University 2035, as stated in the explanatory note to the draft resolution, will lead to better implementation by the organization of the activities of the federal project "Personnel for the Digital Economy," as well as to more efficient spending by the university of the funds provided for it.
At the same time, the explanatory note notes that "University 2035" systematically violates the deadlines for the provision of reporting by the Ministry of Economic Development, as well as the deadlines specified by the ministry in its requests. Violation of the reporting deadlines by the University of 2035, as stated in the note, jeopardizes the provision of information to the Ministry of Economic Development in accordance with the provision on the management system for the implementation of the Digital Economy national program.
About how long "University 20.35" violates the deadlines for submitting reports and responses to requests to the Ministry of Economic Development and Trade TAdviser did not provide information. Also, the TAdviser ministry could not report on how the "University 20.35" targets for subsidies are being met. In general, to implement the activities of the federal project "Personnel for the Digital Economy," the University of 2035 provided subsidies to the Ministry of Economic Development in the amount of 2.3 billion rubles, a source close to the ministry told TAdviser.
The press service of the NTI TAdviser informed that there is no official information on the imposition of fines on the "University 20.35" at the NTI as of January 9, 2020.
On January 17, 2020, the NTI TAdviser reported that the University of 2035 summed up the results for 2019 and provided reporting documentation on the results of the implementation of measures under the subsidy provided by the Ministry of Economic Development.

The document was signed on July 16, 2019.
