Biography
Andrei Bugaenko (son of Valery Nikolaevich Bugaenko, head of the Federal Communications Agency - Rossvyaz) was born in the Saratov region. He received his higher education at the Military Academy of Strategic Missile Forces named after F.E. Dzerzhinsky (now named after Peter the Great) with a degree in systems engineering research engineer. Candidate of Technical Sciences.
In 2005 he defended his thesis in the field of improving the reliability and efficiency of ICT infrastructure and organizing distributed computing. After graduating from the academy, he held various engineering, scientific and leadership positions in the public service.

From 2011 to 2014, he worked at Interregional TransitTelecom OJSC (MTT) as Deputy General Director for IT and Business.
From 2014 to 2020, he oversaw the strategic directions of work at the FSUE Voskhod Research Institute as Deputy Director.
