The court's refusal to recover 160.4 million rubles of subsidies from the developer of drones "Scan Aero"

Selection of UAV developers who will be given up to ₽300 million for R&D
The National Technology Initiative Project Support Fund summed up the results of the third competitive selection of promising research and development work for the development of technological independence of unmanned aircraft systems. 25 high-tech projects will receive grants from ₽30 million to ₽300 million to create new and improve existing technologies for unmanned aircraft systems. This was reported by representatives of the NTI Foundation in December 2025.
Grants are provided to projects with high potential for competitiveness and economic efficiency. Other selection criteria include the presence of successful experience in performing research and development work, scientific validity and novelty of technology, the presence of an industrial partner for the practical application of results. Grant support is included in the federal project "Promising Technologies for Unmanned Aircraft Systems" of the national project "Unmanned Aircraft Systems."
The competitive selection was held in three stages on 18 topics in nine priority areas of unmanned aircraft systems technologies among universities and scientific organizations. At the third and final stage of the selection, the expert commission considered 118 projects. The purpose of the selection is to search for and support projects to improve technological independence and strengthen the global competitiveness of Russian technologies of unmanned aircraft systems.
Konstantin Kaisin, director of the Organization for Advanced Research of the NTI Foundation, said that each research and development work solves specific problems to achieve technological independence and develop the global competitiveness of domestic unmanned technologies. The developments include several key areas:
- improvement of swarm management;
- development of technical vision;
- creation of hybrid communication systems;
- improved navigation systems;
- development of neuromodules for analysis of video streams.[1]

Support for drone developers - they will receive 30 billion rubles
The National Technology Initiative (NTI) Fund will allocate about 30 billion rubles to startups in development in the field. unmanned aerial vehicles The funds will be used to support the release of ready-made commercial solutions until 2030. This was announced on November 21, 2023 by Natalia Erdem, Project Management Director of the NTI Foundation.
According to her, the financing of drone developers will be carried out in the form of grants, they differ from other subsidies that the departments operate. The fund's task is not to do research or development work, but to implement a project that will result in a product released on the market so that it achieves commercialization, Erdem said.
According to Vedomosti, the NTI Fund is an operator of state subsidies related to the development of technologies. He will support projects both for the development of the UAVs themselves and components, but startups will have to undergo an open selection. A scientific and technical council will appear on the basis of the federal project management system, which will be able to formulate tasks, and contests will be announced for them.
It is planned to support 275 startups engaged in the creation of UAV prototypes. They will be able to receive up to 30 million rubles. Another 70 million rubles will be distributed among 80 developers of prototypes, but 50 manufacturers of serial samples were most lucky - the NTI fund will allocate a total of 300 million rubles to them.
30 billion rubles is a sufficient amount of investment for the development of unmanned aviation technologies with its competent distribution, emphasizes Pavel Kamnev, commercial director of Laboratory of the Future. Official announcement of the creation of a company to provide drone transportation services
On June 16, 2022 , the State Transport Leasing Company (GTLK) and the National Technology Initiative Project Support Fund (NTI) signed an agreement on the creation of a new company that will provide services for aerial photography and monitoring of facilities, as well as for the transportation of goods by unmanned aircraft.
