2025: Ex-boss sentenced to 7 years in prison for unnecessary contracts
The Basmanny District Court of Moscow found the ex-head of the directorate for the construction of communication networks "Russian Railways" and his deputy guilty of committing a crime under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office). This was announced on November 11, 2025 by the press service of the Moscow Interregional Transport Prosecutor's Office in its Telegram channel.
During the trial, it was found that the former leaders, acting by prior conspiracy, signed a contract with a commercial organization for a total amount of over 1.6 billion rubles for construction work at railway infrastructure facilities.
Subsequently, in violation of the terms of this contract, the defendants ensured the signing of additional agreements that actually exempted the contractor from fulfilling their obligations.
Under their leadership, advance payments in the amount of over 582 million rubles were transferred to the contractor's current account. After that, they also signed acts of acceptance of work performed in the amount of more than 168 million rubles, which were not actually performed. As a result of illegal actions of officials, the interests of the Russian Federation and Russian Railways suffered material damage, the amount of which amounted to 383 million rubles.
The court, taking into account the position of the public prosecutor, sentenced each of the convicts to 7 years in prison with serving in a general regime colony.
In addition, the defendants are deprived of the right to engage in activities related to the organization, conclusion and execution of contracts, as well as control and financial support of construction and other work carried out at the expense of budgets of all levels and organizations with state participation for a period of 1 year 6 months.
The claims of the representatives of the injured party were transferred for further consideration in civil proceedings.[1]
