2025: Creating an Operator
On January 1, 2026, the Unified Marine Operator (EMO) of the northern delivery will begin work in Russia. At the end of December 2025, he concluded an agreement with Yakutia, according to which the delivery of goods will be provided not only along the Northern Sea Route (NSR), but also along the rivers of the republic.
The government has appointed Rosatom Arctic JSC as the single marine operator of the northern delivery. From January 1, 2026, the company will begin to develop routes, transportation schedules and deliver goods to remote regions, providing them with food, fuel and medicines.
The decision to appoint a single marine operator for the northern delivery was announced by Prime Minister RFMikhail Mishustin on March 24, 2025 during a meeting with Deputy Prime Ministers. Mishustin said that it is planned to deliver almost 3.5 million tons of cargo to the regions of the Far North and the territories equated to them in 2025.
According to the press service of the Government of the Russian Federation, the formation of a regulatory framework for the updated mechanism of northern delivery has been underway since August 2023, after the President signed a special law. Earlier, lists of territories and key logistics facilities were determined, coordination functions were assigned to the Ministry for the Development of the Far East and the Arctic, and a federal information system was created to monitor and plan supplies.
Prime Minister of the Republic of Sakha (Yakutia) Kirill Bychkov said that the partnership with Rosatom within the framework of the creation of a unified logistics system is aimed at achieving two key goals. This is an increase in the assurance of the supply of remote Arctic settlements and optimization of the cost of sea transportation of goods along the Northern Sea Route. Bychkov clarified that the total cost of goods supplied to the republic in 2025 will exceed 70 billion rubles.[1][2]
