2025: Building a Company

In January 2025, Sber, T-Bank and Alfa-Bank registered a joint venture Fintech Platform LLC, which will act as an operator for their payment consortium and develop new technological solutions.

According to Frank Media, shares in the new company were distributed as follows: T-Bank and Alfa-Bank each received 27.5%, and Digital Assets LLC, registered at the former head office of Sberbank, received 45%. At the same time, none of the participants has a controlling stake.

Dmitry Filinov, who previously headed TSYS-RUS and has more than 25 years of experience in the payment solutions market, has been appointed CEO of Fintech Platform. The new company will focus on creating and developing innovative payment services, the first of which will be a payment system using a QR code.

The creation of the company was the result of the merger of banks into a consortium in 2024, when the Russian payment market was divided into two directions: the Central Bank promoted a single QR code for the Fast Payment System, and Sberbank developed the MultiQR system together with partners.

In June 2024, the Central Bank of Russia in its review "Digitalization of payments and the introduction of innovations in the payment market" pointed out the need to manage QR codes through an equidistant operator to maintain a competitive environment and prevent market participants from depending on the largest players.

Kirill Tsarev, Deputy Chairman of the Board of Sberbank, stressed that the main issue is not control over the operator, but the preservation of the possibility of developing and creating innovative solutions. All transactions in the new system will be processed through the settlement bank of the consortium, the functions of which will be taken over by Sberbank[1]
