2021: Establishment of a subcommission
In December 2021, Prime Minister Mikhail Mishustin signed a government decree, which approved the creation of the Government Subcommittee on improving the process of providing state and municipal services. This structure will be included in the Government Commission on Digital Development, the Use of Information Technologies to Improve the Quality of Life and Business Conditions.
According to the press service of the Ministry of Economic Development, which developed the corresponding bill, the subcommission is created to consistently reform the public services system - its optimization. Optimization involves reducing the time for the provision of public services, the composition and number of documents provided and excessive administrative procedures, and the introduction of new mechanisms for the provision of services.
In particular, the subcommission will approve the target states of public services provided by federal and regional executive bodies. At its essence, such a target state is a specific recommendation on how to improve a particular service, due to which and in what time frame, the ministry explained.
The Subcommission will also monitor how these target states are implemented through the review of monitoring outcomes.
Project developers are confident that this will optimize the system of providing public services. The drivers of the reform will be optimization, the use of new technologies, the elimination of unnecessary administrative procedures.
Minek expects that thanks to the work of the subcommission by 2024, the absolute majority of public services will be able to be received by citizens in a new digital format.
