Angstrom-T has a wide expertise in the design and development of microcontrollers for payment cards.

History

2023: Supreme Court upholds legality of 1-ruble sale of chip maker Angstrom-T

On August 8, 2023, it became known about the decision of the Supreme Court of the Russian Federation on the legality of the purchase of the Angstrem-T plant by VEB for 1 ruble - it upheld the judicial acts of three lower instances, which refused Angstrem JSC, which demanded that the deal be declared illegal.

According to the Prime agency with reference to the ruling of the Armed Forces, Judge Alexei Yakimov rejected the cassation appeal of Angstrem JSC, which asked to send the case for review by the Judicial Board for Economic Disputes. According to the judge, the arguments of the complaint "do not allow us to conclude that during the consideration of the case there were violations of substantive law and (or) procedural law, which led to a miscarriage of justice of a material and insurmountable nature."

The Armed Forces recognized the purchase of the Angstrem-T plant for 1 ruble as legal

The contested deal took place in December 2018. By that time, the company for several years was unprofitable, it was threatened with bankruptcy. In August 2018, Angstrom-T was unable to repay the loan issued to it by VEB in 2008, the total debt of the borrower was then about 304 million euros.

According to the plaintiff of Angstrom JSC, the transaction went at a reduced value and, in fact, was the receipt by the creditor of the pledged property as compensation. The plaintiff asked to apply the consequences of invalidity - in particular, to recognize his own obligations to VEB under the surety agreement for Angstrem-T.

The courts disagreed with this logic. So, they noticed that the ultimate beneficiary of both the seller of Runica Investments and Angstrom JSC was ex-Minister of Communications of the Russian Federation Leonid Reiman. In such a situation, the will of the seller, aimed at alienating shares at an agreed price, cannot be opposed to the will of Angstrom JSC, the courts indicated.

In a parallel case, the Moscow Arbitration Court in March 2023, at the suit of VEB, recovered more than 1.3 euros of loan debt from Angstrem JSC as a guarantor.[1]

They are trying to recover 150 million rubles from the ex-general directors of Angstrem-T due to the loss of equipment

On September 7, 2021, it became known about the demand of the bankruptcy trustee of Angstrem-T Dmitry Demkin to recover 150 million rubles losses from the former general directors of the bankrupt plant. The corresponding application was filed with the arbitration court, writes "" Kommersant with reference to the data of the Unified Federal Register of Bankruptcy Information.

Demkin is trying to recover funds from Sergei Sarkisov, Anatoly Sukhoparov, Konstantin Nosov, Andrei Anikin and Aleksei Sokolov, who led the enterprise in 2015-2019. According to the source of the publication, the claim of 150 million rubles was put forward due to the fact that the bankruptcy trustee did not find two pieces of equipment in the "clean" room, which are mentioned in the register of bankrupt property.

From the ex-general directors of Angstrem-T intend to recover 150 million rubles due to the loss of equipment

According to the lawyer Forward Legal Lyudmila Lukyanova, usually such statements are filed by bankruptcy managers when they identify bankrupt transactions with an unsuccessful, in their opinion, financial result.

File:Aquote1.png
A statement of recovery is not uncommon. The manager will have to prove that the transactions were made as a result of improper behavior of controlling persons and caused losses to the company, which is not always obvious, she said.
File:Aquote2.png

Partner of AB "Egorov, Puginsky, Afanasyev and Partners" Vera Rikhterman, in a conversation with Kommersant, said that the bankruptcy trustee filed another separate claim against Andrei Anikin to recover losses for 19 million rubles, which indicates an audit of transactions concluded by the debtor and possible repeated actions that did not correspond to the interests of the debtor. To protect their interests, the defendants will have to confirm that their actions were in the interests of Angstrem-T, and all the terms of the transactions were economically justified and agreed in the prescribed manner, she added.[2]

NM-Tech bought the property of Angstrom-T 8.4 billion rubles

At the end of June 2021, it became known about the sale of the property of the Angstrem-T plant for 8.4 billion rubles to the controlled ВЭБ.РФ "." NM-Tech The buyer of the assets intends to use them to launch a new production.

As Kommersant writes with reference to the EFRSB base, the volume of the sold property of Angstrem-T includes an automatic gas-piston power plant (AGE, which uninterruptedly provides the plant with electricity), a production building with an area of more than 43 thousand square meters. m, including the so-called "clean" room, the rights to lease land under buildings and various equipment, including an installation for the production of microcircuits in topology 130-90 nm. The most expensive was the equipment, its market value is 5.7 billion rubles, according to the assessment materials referred to by the publication.

NM-Tech acquired Angstrom-T 8.4 billion rubles

The general director of NM-Tech, Andrei Anikin, confirmed to the newspaper the fact of the transaction and noted that it "happened quite recently, all procedures are being processed." He added that in the future it is planned to "develop modern production of microelectronics."

The publication says that NM-Tech began consolidating the property of the bankrupt Angstrom-T a year ago, having bought two buildings with a total area of 19 thousand square meters. m not far from the main building. By June 2021, NM-Tech is hiring engineers specializing in microelectronics, as evidenced by data from the HeadHunter portal.

Judging by the documents, the launch of production is planned in 2021. It should solve, among other things, the problem of a shortage of microcircuits and provide an element base for a large-scale project of the Safe City hardware and software complex.

According to Ivan Pokrovsky, executive director of the Association of Russian Developers and Manufacturers of Electronics (ARPE), on the basis of Angstrem-T, it is possible to organize the production of analog, digital-analog, logic and interface microcircuits, controllers, simple microcontrollers and power control elements[3]

Property valuation of 8.56 billion rubles

The property of the bankrupt Angstrem-T plant near Moscow was estimated at 8.56 billion rubles, follows from the documents published in the Unified Federal Register of Bankruptcy Information (EFRSB). This became known in February 2021.

This amount includes four non-residential buildings with an area of 4.3 thousand square meters. m, production building - 43.4 thousand square meters. m, as well as the right to lease a land plot of 34 thousand square meters. m until 2043. In addition, the assessor's list includes 488 units of movable property and more than 1.2 thousand units of technological equipment. According to Kommersant, the most valuable was the equipment, the market value of which amounted to 5.7 billion rubles.

All these assets are pledged to ВЭБ.РФ.. The right to lease a land plot of 3.3 thousand square meters. m, 1.3 thousand units of movable property, including transport and equipment, financial investments of Angstrem-T, as well as 99.9% of the share in the authorized capital of Capital LLC. According to the publication, the receivables of Angstrem-T were also not taken into account as part of the assessment.

The property of the bankrupt plant "Angstrom-T" was estimated at 8.56 billion rubles

All of the above property is planned to be put up for auction. The amount of creditors' claims against Angstrem-T is about 90 billion rubles.

File:Aquote1.png
When assessing and selling the bankruptcy estate, the bankrupt manager forms property in lots on the principle that some assets cannot be sold separately from others, "Sergei Radchenko, senior lawyer at the Yug law firm, told Kommersant. - For example, the plant building cannot be sold without a plot under it or, for example, certain production equipment.
File:Aquote2.png

Former Minister of Communications of the Russian Federation Leonid Reiman, who previously owned the Angstrem-T plant, considers the enterprise's estimate of 8.5 billion rubles to be underestimated. In a conversation with the newspaper, he stated that there was no point in bankruptcy, and his goals were unclear.

According to Ivan Pokrovsky, executive director of the Association of Russian Developers and Electronics Manufacturers, hardly anyone will qualify for the purchase of Angstrom-T, despite the low rating. Investments in engineering infrastructure, equipment and clean rooms are significantly higher than 8.5 billion rubles, the expert said.[4][5]

2020: ВЭБ.РФ structure bought 2 buildings for 355 million rubles as part of the bankruptcy of the plant

On July 30, 2020, it became known that the structure of the ВЭБ.РФ - LLC NM-Tech - bought two buildings in Zelenograd with an area of 15 thousand and 4 thousand square meters. m from Angstrem-T for 354.7 million rubles. The sale of real estate began as part of the bankruptcy of the microelectronics plant.

According to Kommersant, the Angstrom-T buildings were sold for the third time - the previous auction did not take place due to the lack of applications.

Having gained control over Angstrom-T, the state corporation ВЭБ.РФ buys the property of the bankrupt plant in order to then transfer it to the state to resume production of microelectronics there.

File:Aquote1.png
During the bankruptcy proceedings, the state corporation plans to receive Angstrom-T equipment and transfer it to the state for the development of the microelectronics industry. Some of this equipment and real estate was purchased at auction, the press service quotes the publication ВЭБ.РФ.
File:Aquote2.png

According to SPARK-Interfax"," "NM-Tech" is headed by the co-owner of the company for the production of lamps and lighting equipment Warton"" Astra Linux GC and (LLC RusBITech-Astra""). Denis Frolov This company is registered in Zelenograd on the territory. MIETa According to Fedresurs, in March, following a meeting of creditors, NM-Tech already received three land plots for lease and sublease, on which the Angstrem-T complex is located.

The founder of Angstrem-T, Leonid Reiman, writes Kommersant, called the bankruptcy of his plant a bad scenario. He said that initially an agreement was reached with ВЭБ.РФ to prevent bankruptcy proceedings.

File:Aquote1.png
Now they are reselling assets for themselves as part of bankruptcy, and this is a strange situation. There is no point in this procedure, and there is a lot of harm, especially since the plant was stopped last year. Stopping the plant is a big problem. These are people who fled, and technologies who were lost, - said Reiman.[6]

The Arbitration Court declared Angstrem-T bankrupt

On October 28, 2019, the Moscow Arbitration Court declared Angstrem-T bankrupt. The decision was made at the request of the state corporation "ВЭБ.РФ," which provided the Zelenograd microelectronics plant with a loan.

According to RIA Novosti, the court introduced a bankruptcy procedure at Angstrom-T. Pyotr Naumenko was approved as the bankruptcy trustee; the court appointed his bankruptcy report for April 21, 2020.

The Moscow Arbitration Court, at the request of the state corporation "ВЭБ.РФ," declared bankrupt the Zelenograd microelectronics plant "Angstrem-T"

The first bankruptcy procedure - observation - was introduced by the court at the request of VEB. The court included in the register of creditors' claims a debt to VEB, first at 14.3 billion rubles, then at another 83.2 billion rubles. The total amount includes, in addition to the initial loan, interest on the loan and a penalty due to non-fulfillment of debt repayment obligations within the agreed time frame.

According to the representative of the interim manager Yuri Khlobystov, creditors at the first meeting, which took place on September 30, 2019, voted to move to bankruptcy proceedings. A corresponding petition was submitted, which was supported by all participants in the meeting.

VEB became the owner of 100% of the capital of the Angstrem-T enterprise to consolidate the asset from the main creditor in order to further develop it. It is noted that the state corporation was the first to appeal to the court with a statement of insolvency of Angstrem-T, since other creditors of the plant also announced the presence of overdue debts.

VEB considered the appeal to the court as a technical measure that will allow organizing negotiations with creditors and determine the procedure for repaying overdue debts. The state corporation, as reported in it, is interested in the further development of the enterprise, is developing its new investment program and is searching for a strategic partner.[7]

Ex-Minister of Communications Reiman sued 423 million from Angstrom-T

Ex-Minister of Communications Leonid Reiman managed to achieve inclusion in the register of creditors of the bankrupt microelectronic plant "Angstrem-T" with a sum of claims of 423 million rubles. At first, the court denied the ex-minister this demand, since Reiman was the owner of Angstrom-T. But the appellate instance took a different position, since the activities of the enterprise were seriously influenced by the "ВЭБ.РФ"[8].

Angstrom-T decided to allocate 20.9 billion rubles

The Supervisory Board of the ВЭБ.РФ decided to allocate 20.9 billion rubles to the Angstrem-T enterprise, which came under the control of the state corporation at the end of 2018. This was reported on May 27, 2019 by the RIA Novosti news agency with reference to the chairman of the VEB.RFIgory Shuvalov.

File:Aquote1.png
Today we considered the next phase of development and the total funding limit - almost 21 billion rubles. The reports of Yuri Borisov, Deputy Prime Minister, who is responsible for the development of microelectronics, were heard. The Minister of Finance confirmed that the necessary funds in the budget are reserved, RIA Novosti quotes Shuvalov.

According to him, the ВЭБ.РФ Supervisory Board also recognized Angstrom-T as a project of "national importance." This means that the funds are not allocated according to the usual ВЭБ.РФ procedure: the risk of return is assumed by the government of the Russian Federation. The state corporation acts in this case as an agent, but all funding will be provided by the government, Shuvalov explained.

Opening the meeting of the Supervisory Board ВЭБ.РФ May 27, Prime Minister Dmitry Medvedev mentioned that large projects such as Angstrem-T are necessary for the development of the entire infrastructure of the digital economy and as part of VEB events.

Start of production deliveries to China. Prepare to Ship First Thousand Plates

On February 7, 2019, Angstrem-T JSC, a domestic enterprise for the production of semiconductor products, announced that it had received a positive opinion on experimental batches of products that were shipped to consumers and successfully passed all tests.

At the Angstrom-T plant, experimental batches of microcircuits were produced, which were then sent to the customer in China - Zhejiang Sirius Semiconductor. Batches of plates shipped to China contained three types of microcircuits. The components were delivered for long-term tests, which were completed successfully.

For February 2019, the company is preparing to launch the first batch, about 1000 plates, which should be sent to the customer in March 2019, as well as pre-order for another 2500 plates. In the future, the volume of shipped plates should increase monthly.

The contracts signed with China provide for the supply of semiconductor products over the next two years with the possibility of extending this cooperation. The volume of shipments should be up to 10 thousand plates per month. Chip crystals manufactured at Angstrem-T JSC will be used in the production of smartphones, tablets and other consumer electronics. The estimated amount of contracts is more than 2 billion rubles.

Mastering Trench MOSFET manufacturing technology

On January 25, 2019, Angstrom-T announced the development of a modern technology for the production of power transistors Trench MOSFET. As of January 2019, Angstrom-T is the only manufacturer in Russia that can produce transistors of this type, the company said.

Power Trench MOSFET transistors are massively used in any electronic technology where it is necessary to convert and control electricity: for example, in each device for which a battery or power supply is used.

Unlike planar, Trench MOSFET technology allows you to achieve qualitatively higher and optimal transistor parameters. This makes it possible to design modern electronic equipment with high energy efficiency, as well as reduce its weight and dimensions.

2018

Shipment of the second batch of plates to China

The company "Angstrem-T," a domestic enterprise for the production of semiconductor products, on December 6, 2018 announced the shipment of the second batch of plates to China. The shipment occurred as part of a contract signed with the Chinese distributor of high-tech products Zhejiang Sirius Semiconductor in May 2018. The company acts as a technological partner of Angstrem-T JSC.

A batch of plates shipped to China contains three chip names. These microcircuits must undergo long-term testing in the customer's laboratories, after which mass production of products must begin.

Microcircuits from the first batch are at the final stage of performance tests for a long period of time.

In general, the concluded contract provides for the supply of semiconductor products over the next two years with the possibility of extending this cooperation. The volume of shipments should be up to 10 thousand. plates per month. Chip crystals manufactured at Angstrom-T will be used in the production of smartphones, tablets and other consumer electronics. The estimated amount of the contract is more than 2 billion rubles.

VEB will take Angstrom-T for debts

On October 17, 2018, it became known about large overdue debts of Angstrom-T, due to which Vnesheconombank (VEB) will take the chip manufacturer by the end of the year. This was reported by Reuters with reference to the Chairman of the Board of Directors of Angstrom-T JSC and the former Minister of Communications Leonid Reiman.

According to him, the company has accumulated large debts due to the sanctions imposed in 2016 by the United States, as well as restrictions on the import of dual-use technologies. Previously, Angstrom-T purchased most of the equipment from AMD and collaborated with IBM, licensing its chip production. Angstrom-T is highly dependent on American products, and the sanctions in force by October 2018 prohibit the manufacturer from doing business with US companies, the news agency notes.

File:Aquote1.png
Although we initially received consent from the US State Department for this project [chip plant in Zelenograd - approx. TAdviser] and the supply of technology here, the sanctions led to the fact that the timing of its implementation was delayed. Production works, products are produced, but the issue of purchases remains, "Reiman said.

VEB opened an 815 million euro credit line to Angstrem-T. in 2008. The money went to construction, commissioning, the purchase of equipment and licenses. Under the terms of the contract, Angstrom-T was supposed to begin paying off the loan in mid-2017. However, there was no money, and now the enterprise will go to the state bank.

Премьер-министр Dmitry Medvedev at the Angstrom-T plant, August 3, 2016

The information that by the end of 2018 VEB will convert Angstrem-T's debt into capital is also contained in the draft roadmap prepared by the Ministry of Industry and Trade for the development of the civil microelectronic industry for the period until 2025. A copy of the document is by Reuters.

File:Aquote1.png
This issue will be fundamentally considered at the nearest supervisory board of VEB. I don't know exactly when he will be, but I think for a month. The specific distribution of shares has not yet been discussed. I also have certain investments in this asset. I hope that some share, in proportion to these investments, will remain in the enterprise, - said Reiman.
File:Aquote2.png

He did not name the amount of debt owed to Angstrom-T. In 2017, debts were measured at 87.4 billion rubles, and revenue - only 101 million rubles, reports Reuters, referring to the SPARK-Interfax database.

By October 2018, the Angstrom-T plant had developed the production of microelectronic components in terms of 130 and 90 nm topology. The market size of such chips has greatly decreased in recent years, the agency notes, citing one of its sources in the field of microelectronics. According to the interlocutor, sanctions and repeated delays in production led to the fact that the products manufactured at the Zelenograd plant are outdated.

From the draft roadmap for the development of the civil microelectronic industry, it follows that after the transition of Angstrom-T to the ownership of VEB, the semiconductor company will be able to switch to a more modern 28-nm technological process. Such chips are used in devices of large IT corporations like Apple, Samsung and Sony.

It is noted that the Ministry of Industry and Trade for several years lobbied for the idea of building a plant for the production of modern microchips, but the actions of the ministry were unsuccessful.[9]

In mid-2016, Leonid Reiman told Vedomosti about submitting an application to Vnesheconombank for a soft loan to modernize Angstrem-T production. Then it was about the amount of 300-350 million euros necessary to modernize production to 65-nm technology. Apparently, the plant failed to attract these funds.

Shipment of the first batch of plates to China

On August 16, 2018, Angstrem-T announced the shipment of the first batch of plates to China. The shipment took place under a contract worth more than 2 billion rubles, signed with the Chinese company Zhejiang Sirius Semiconductor Co., Ltd. on May 24, 2018.

The first batch of plates contains six types of microcircuits. Within a few days, the customer's specialists must test the finished product for compliance with technical parameters. Based on the results of these tests, an industrial series of plates will be launched into production.

The contract provides for the supply of semiconductor products over the next two years with the possibility of extending this cooperation. The volume of shipments should be up to 10 thousand plates per month, specified in Angstrem-T.

Chip crystals manufactured at Angstrem-T JSC will be used in the production of smartphones, tablets and other consumer electronics.

First Export Contract

On May 24, 2018, within the framework of the St. Petersburg International Economic Forum, Angstrem-T JSC concluded agreements for the supply of microelectronic products to the People's Republic of China. The contracts are for two years. During this time, products worth more than 2 billion rubles will be exported. The first shipments are scheduled for 2018.

The signing of the agreement between Angstrem-T JSC and the Chinese company Zhejiang Sirius Semiconductor Co., Ltd. was supported and at the stand of the Russian Export Center JSC. Supply agreements signed Anikin Andrei. and TSENG CHIEN-CHUNG, CEOs of Angstrom-T and Zhejiang Sirius Semiconductor. The ceremony was also attended by the chairman of the Russian-Chinese Business Council Gennady Timchenko and the chairman of the board of directors of Angstrem-T JSC Leonid Reiman.

Andrey Anikin, General Director of Angstrem-T JSC: "This is the first major contract for the supply of our products to China. It was important for the Angstrom-T team to enter the key market, where the main consumers of microelectronics and the manufacturer of final components and devices are concentrated. The documents signed today confirm that the plant's products are competitive not only in quality, but also in price. "

2017

Cooperation with Octava for import substitution of acoustic equipment

In November 2017, Angstrom-T and Octava signed a strategic partnership agreement with the aim of producing import-substituting next-generation acoustic products. Cooperation involves the production of high-tech devices from domestic digital components - microcircuits, which have no analogues in Russia. The document was signed by the general directors of Octava and Angstrom-T Alexander Veselov and Konstantin Nosov.

Aleksandr Veselov and Konstantin Nosov during the signing of the strategic partnership agreement

It is assumed that the joint work of enterprises will allow to bring to the market a whole range of new and optimized products that will compete with foreign counterparts. Among them: modern domestic conference call systems, intercom complexes for objects of various types, as well as a line of digital hearing aids and other products developed for the implementation of the state program "Accessible Environment."

In addition, the components produced by Angstrom-T will optimize the products that are already being produced by Octava. In particular, the degree of noise cancellation of popular headset models will increase, the quality of the headset of the GSSh-A-18B model using the Bluetooth protocol will increase the reliability and sensitivity of electret microphones, partners expect.

File:Aquote1.png
We see great prospects for this cooperation, it is based on our experience as a manufacturer of microelectronics, and the experience of Octava as a manufacturer of sound equipment. The products that will be created will have modern characteristics, which will allow wider use of its export potential, - Konstantin Nosov, General Director of Angstrem-T, is convinced.
File:Aquote2.png

File:Aquote1.png
Microphone and telephone equipment "Octava" is in demand by the market, but the satisfaction of existing demand is hindered by a slow production cycle. The acceleration of the technological process is facilitated by the use of modern components that replace several parts in previous diagrams. In the person of Angstrem-T, we get a reliable supplier whose developments will allow us to quickly satisfy the market with the plant's products and actively compete with foreign counterparts, "said Alexander Veselov, General Director of Octava.
File:Aquote2.png

As noted, the most difficult in the development of a noise reduction system is the creation of a sound processor, for which it is necessary to use modern digital design methods. For this, an extensive library of IP blocks has already been formed at Angstrom-T. Moreover, it can be used not only by the developers of the enterprise, but also by specialists from independent design centers who plan to produce microcircuits at Angstrem-T.

Cooperation with the Association of Russian Universities

On November 21, Angstrem-T JSC signed an agreement on strategic cooperation with the Association of Russian Universities of ECB. Within the framework of the Angstrem-T agreement, for the first time in Russia, it will enable students of technical universities to produce real microcircuits developed as coursework and theses. This will significantly increase the level of development of students, as well as prepare them for professional activities at enterprises and design centers.

As part of the Multi-Project Wafer (MPW) [10]. Angstrom-T proposes to allocate space on each silicon wafer to accommodate the work of students who are trained in the course "Design and Technology of Electronic Means."

The project for the production of microcircuits developed by students will be held with the participation of the Association of Russian Universities on an electronic component base, which was formed on the basis of NIU MIET. All universities that train microelectronics developers are invited to participate in the project.

As a result of the educational project, a student who has only been trained in chip design will be able to get acquainted with the stages of production of microelectronic products, go through practice, and then, possibly, stay to work at the plant.

Special economic zone "Zelenograd"

Angstrom-T entered the Special Economic Zone Zelenograd

Angstrom-T became a resident of the SEZ, which will allow implementing a number of projects aimed at creating industrial independence of Russia from Western manufacturers of microelectronic components. The pilot project within the SEZ should be the launch of the production of microchips using the built-in super flash memory (Super Flash) using 90 nm technology.

"At our factory, we plan to develop a very relevant area of the Internet of Things today. Microchips made using Super Flash technology, built into various sensors, will be able to collect and transmit data, for example, about the operation of systems in housing and communal services. This will make data collection and system management completely automatic. By the end of 2018, we will launch the production of 2 thousand plates per month, each of which houses several thousand chips. This is about 120 million microchips per year "- said the general director of Angstrem-T Anatoly Sukhoparov during the solemn presentation of the certificate of a SEZ resident in the Ministry of Economic Development of Russia.

In addition, the applications of microcontrollers with built-in [11] memory covers key industries, the automotive market, the consumer sector, the telecommunications equipment market. The launch in Russia by the Angstrem-T plant of the production of microelectronics using the built-in super-flash memory (Super Flash) will enable domestic creators of electronic equipment to produce products with a guaranteed level of safety.

Angstrom-T already has experience in developing products with super flash technology. This is the chip for bank and identification cards A400, which was designed by Angstrom-T specialists. Thanks to the introduction of super flash technology, the production of such devices will be completely localized.

Contract Production Orders

On May 30, 2017, Angstrom-T announced the start of accepting orders for contract production. A number of Russian and foreign companies have already signed non-disclosure agreements (NDAs), and design rules are being issued taking into account the capabilities of the factory (PDK).

The Angstrem-T factory offers a range of services for contract production using 90-130 nm technology. on plates with diameter of 200 mm. The business model of the Smart-foundry enterprise allows you to attract customers working in various sectors of the market. The factory is ready to provide the customer with a full range of services for all stages of product design using high-performance equipment, software and experience of qualified personnel.

The list of IP services of the factory includes a technological design environment, user libraries and memory compilers, a wide range of digital and analog elements and blocks, programmable platforms.

Angstrom-T's production capabilities include the processing of manufactured plates that reduce the product production cycle. Among the features of production, the following can be noted:

  • Prototyping (MPW) - manufacturing products from several customers on a single plate, several own products, etc.;
  • production of an engineering batch;
  • preparation of topological information;
  • possibility to divide the engineering batch along the production route;
  • possibility of accelerated production of plates in one of three modes (standard batch, fast batch, super fast batch);
  • The ability to order small and medium batches at all stages of the product life cycle.

As part of the pilot operation of the factory, the first samples of products have already been obtained. By the end of 2017, Angstrom-T plans to reach a volume of 2000 plates per month and increase it in the future.

2016

Commissioning of the factory

In early August 2016, Angstrem-T announced the commissioning of a microelectronics factory in Zelenograd.

The cost of the project, the purpose of which is the import substitution of semiconductor devices in Russia, is estimated at 897 million euros. Most of these funds (815 million euros) in the form of loans were provided by Vnesheconombank.

August 3, 2016 was the opening day of the Angstrem-T enterprise - on this day the plant was visited by Russian Prime Minister Dmitry Medvedev.

On August 3, 2016, Dmitry Medvedev visited the Angstrom-T factory

The production capacity of the factory is 180 thousand plates per year. There will be made products produced according to topological standards 90-130 nm, on plates with a diameter of 200 mm. The area of the facility's production facilities is 7,500 square meters, 360 pieces of equipment are located on it.

Angstrom-T has already held talks with major electronics manufacturers (including D-Link and Realtek) who are interested in placing orders for the production of electronic components at the facilities of the new factory.

Scheme of the enterprise "Angstrem-T" in Zelenograd

At the expense of the Zelenograd microelectronics enterprise, it is planned to increase the competitiveness of these Russian-made products and create new world-class players. By the beginning of August 2016, the share of Russian microelectronic products in the domestic market does not exceed 20%, approximately the same amount is exported.

Standard for ID cards

On July 25, 2016, the press service of Angstrem-T announced the joint development of a draft national standard GOST R ISO/IEC 11694-6 "Identification Cards" with the All-Russian Research Institute for Standardization and Certification in Mechanical Engineering (VNIINMASH). Optical memory cards. A method for writing data linearly. Part 6. Use of biometric data on cards with optical memory. "

The standard will define uniform rules for storing, protecting and reading data for smart card crystal manufacturers. A public discussion of the draft standard is underway, the results of which will be summed up in September 2016.

Deionized water treatment station launched at Angstrem-T factory

Angstrom-T completed commissioning and put into trial operation a deionized water treatment station (SRES) to support production processes.

Water is one of the most important components in the production of microelectronic products. It takes about 32 litres of water to produce a single microchip weighing 2 grams. It is used for preparing chemical solutions, etching products and other operations in the process, as well as for washing crystals on the plate.

The quality of water used in the microelectronic industry is extremely demanding. Modern standards provide for four types of water, depending on the size of the semiconductor trace elements in the production of which it is used. At the Angstrom-T ADD, ultrapure water of type Ye-1 is produced - ultrapure water with a reserve during the transition from the main technology of 90-130 nm. on more modern ones with topological dimensions of 65 nm. and below.

Almost all inorganic, organic impurities and ions are removed from the groundwater using ADD. The degree of removal of impurities from artesian water ranges from 99.9996 (fluorine) to 99, 999996% (sulfates). Advanced membrane and ion exchange technologies are used in the cleaning process. To supply HPW to the equipment manufacturing microchips, water passes through several units: pre-treatment, desalination, deep post-treatment (deionization), degassing, ultraviolet treatment, ion exchange and ultrafiltration.

Angstrom-T's partner in the creation of the ADD was a company with the world name Hager + Elsasser (H + E). Since its founding in 1932, H + E has developed solutions in the field of physical and chemical preparation and water treatment for more than 4 thousand enterprises in different countries and industries.

The design of the ADD began in April 2013. The total cost of the work was 11.5 million euros.

Batch of production automation equipment installed

Angstrem-T completed commissioning and commissioned a batch of equipment to automate the production of semiconductor products with topological standards of 90 nm.

The batch included more than a dozen high-tech robotic machines, including 13 storage facilities for finished products and those used in the production of photographic patterns, as well as 3 product semiconductor sorters. In total, the installed equipment provides storage of about 1.5 thousand product containers and 800 containers of photographic patterns.

"This equipment greatly simplifies the logistics processes in production, allows you to better organize the control of the movement of batches of products. In addition, we are creating high-tech jobs and at the same time reducing the number of personnel employed in labor-intensive transport operations, "said Sergey Sarkisov, executive director of Angstrem-T JSC.

The total cost of the installed equipment amounted to about 17 million rubles.

Launch of the power plant

On December 23, 2015, Angstrom-T announced the launch of an autonomous dual-fuel power plant for the Angstrom-T microelectronics factory in Zelenograd.

According to the company's press service, the station's capacity may be enough to provide for the average Russian city.

Power Plant Power Comparison Chart

The key factor of microelectronic production is the stable voltage in the sensitive equipment of the plant. This dictates the need to build a separate power plant with a special system for providing ultra-clean electricity.

The power plant will use a trigeneration system that provides the plant not only with electricity, but also with heat and cooling. The maximum installation capacity of the power plant is 42 MW, thermal energy generation - up to 30 MW, cold - up to 27 MW.

The dual-fuel power plant Angstrom-T"" on the equipment of the Finnish manufacturer Wärtsilä can operate on gas and diesel fuel. If necessary, switching between utilities takes place automatically, without stopping and reducing the load. The environmental standards of the power plant comply with modern standards.

2014: German contractor leaves project

In September 2014, it became known that the German contractor could not start work and left the project due to problems with the quality of construction (or he himself caused these problems, which led to a failure in the timing of civil construction work - Kommersant wrote, citing sources close to the enterprise.

The test launch of the plant was scheduled for the third quarter of 2014 (Zelenograd.ru information). In the spring of 2014, the plant was actively building an autonomous gas piston power plant. Almost completed work on the facade of the building, asphalting of the territory.

According to Kommersant, another stick in the wheels of the plant was the issue of supplying Twinscan photolithography XT1250 manufactured by the Dutch company ASML from abroad. Since March 1, 2014, the US government has suspended the issuance of licenses for the export and re-export to Russia of equipment that "contribute to the development of military capabilities." The sanctions affected high-tech equipment for Angstrom-T.

The main part of the plant's production line is equipment for the production of 130 nm topological chips, purchased in 2007 from AMD. While the construction of the plant was underway, the equipment was stored in warehouses in the Netherlands. Some of the equipment arrived in Russia.

In the case of Angstrom-T, purchased installations cannot be used in the interests of the country's security forces - this is one of the conditions for their acquisition, and it is subject to strict control by AMD.

Angstrom-T: the plant will be launched in 2015

The company stated that the start of production will take place in 2015, there are no problems with equipment, and construction problems are being solved:

"There will be
certain problems in the construction of any facility of this scale, we were no exception," admitted Angstrom-T, commenting on the situation for Zelenograd.ru. - We really had trouble spots in relations with our contractors, but we managed to overcome difficulties, now the main construction work has been completed, all the declared equipment has been delivered. Installation of systems and connection of pilot line equipment are in full swing. The delay in launching is due to the difficulties of its installation. "

As the general director of Angstrem-T Anton Alekseev told Kommersant, the company took control of the launch of the engineering and technological complex and entered into direct contracts with subcontractors. He added that Ramos has already completed the construction part of the project, and M + W has built clean rooms.

In September, Angstrem-T appealed to Vnesheconombank (VEB), which has been financing the project since 2008, with a request to extend the period of using the credit line by €815 million until March 31, 2015, which ended on September 1, as well as extend the grace period for servicing and repaying the principal debt, as Kommersant reported. VEB's board approved a change in the terms of financing the project, this decision was approved by the bank's supervisory board.

The total validity period of the VEB credit line provided by Angstrem-T is December 31, 2027, its provision is a pledge of real estate, the rights of long-term lease of land and purchased equipment, as well as a guarantee from Angstrem OJSC, the holding's parent company. Current debt to VEB - more than €650 million. For its part, Angstrom-T will invest €82 million in the project, in total, total investments in the project amount to €897 million.

The market is developing faster than the plant is being built

In addition to the 130 nm production line purchased from AMD, in 2012 Angstrom-T acquired a IBM license to produce 90 nm chips - in total they cost €367 million.

It was planned to use 130-110 nm microcircuits in the system-on-a-chip product class: in processors, smart cards, in stationary and mobile communications, including for the GLONASS navigation system, for electronic passport and visa documents. In addition, the factory intends to provide production services to commercial customers - back in 2009, Angstrom-T offered its design centers its library for chip design (Process Design Kit, PDK) using 130 nanometer technology. Plans were also reported to provide a range of scientific and engineering services on the basis of Angstrom-T, and later to complete the microcircuit production line to a topological level of 45-28 nm. In general, the possibility of effective implementation of the Angstrom-T project was positively assessed in 2012 by two independent foreign consulting companies - Future Horizons and Gartner.

{{quote 'author = source for zelenograd.ru' The Angstrom-T project began in 2007-2008, and if it had been implemented by 2009-2010, it would have clearly entered the market. This was a normal business plan, focused partly on the production of civilian products for Russia, partly on exports. Specific areas of supply were worked out, real products that could be developed and produced - the work was carried out very seriously, special people were selected, laboratories were created. And the volume of the potential market for Angstrom-T products with a topology of 130 nm in 2009-2011 was significant. But problems began, a crisis, and VEB stopped lending - the state was afraid that the project would not be successful.

When construction resumed in 2012, the business plan was already outdated - the market shifted, the volume of demand decreased, prices fell. And the "pursuit of technology" began: the plant bought a 90 nm IBM license, rewrote the business plan for it, apparently reorienting itself to other products, but it did not reach serial production again. The forecast for 2012 was made based on the launch of the plant in 2014, but not for 2016-2017, as can be expected now - it means that it will again be difficult to count on the relevance of the products. Perhaps the next step will be the release of Angstrom-T on licensing technology for the manufacture of 65 nm chips. The market and technology are developing faster than this plant is being built.}}

Another controversial point that existed from the very beginning was the capacity of the plant: it was stated that it was designed to produce 15 thousand plates per month. As the experience of another Zelenograd chipmaker, Micron, shows, now it is real to talk about sales an order of magnitude less.

File:Aquote1.png
Are there infrastructure projects in Russia that require 10 million processors per month? No, even much smaller projects can be counted on one hand. Focus on exports? But then you will have to compete with China, and this is real only if you work with zero taxes, without paying for electricity and water for production, the expert comments. - In addition, based on the capabilities of the equipment, Angstrom-T can produce, say, microprocessors of the AMD Athlon level of 2006, the peak of which passed several years ago. Yes, in some sectors of industry they are still used, the main manufacturers of such microprocessors have already left the market 90-130 nm to the level 65-45 nm or 22 nm, but the market itself 90-130 nm has become much smaller. There is no need to talk about such a circulation as is required by Angstrom-T to load production facilities. And, ultimately, to repay the loan in the coming years.

2012: Construction resumed with 2014 launch plan

In 2012, construction resumed. Under the new plans, the plant was supposed to start operating in 2014.

In 2011-2012, L. Reiman, having left the civil service, recognized his interest in various enterprises of the Angstrom group. Among other things, Reiman's LLC Angstrom Group acquired offshore Runica Investments together with a 100% stake in Angstrom-T. The project was reanimated, and the equipment was delivered to Russia.

2009: Construction shutdown, VEB loan frozen

In 2009, construction was suspended - the credit line was frozen by Vnesheconombank.

2008

In 2008, the state bank VEB (the current name is "ВЭБ.РФ") opened a credit line to the company with a volume of up to 815 million euros for the purchase of equipment to a German factory AMD and the launch of production using 110 nm technology. However, the project stalled and the equipment lay in the warehouse for a long time. Netherlands

Angstrom-T originally belonged to Angstrom JSC - the parent company of the group of the same name - and the Angstrom-M design center. After receiving a loan from VEB, the plant was transferred to the Cypriot offshore company Runica Investments.

2007: Start of plant construction
