History
2023: Supreme Court upholds legality of 1-ruble sale of chip maker Angstrom-T
On August 8, 2023, it became known about the decision of the Supreme Court of the Russian Federation on the legality of the purchase of the Angstrem-T plant by VEB for 1 ruble - it upheld the judicial acts of three lower instances, which refused Angstrem JSC, which demanded that the deal be declared illegal.
According to the Prime agency with reference to the ruling of the Armed Forces, Judge Alexei Yakimov rejected the cassation appeal of Angstrem JSC, which asked to send the case for review by the Judicial Board for Economic Disputes. According to the judge, the arguments of the complaint "do not allow us to conclude that during the consideration of the case there were violations of substantive law and (or) procedural law, which led to a miscarriage of justice of a material and insurmountable nature."
The contested deal took place in December 2018. By that time, the company for several years was unprofitable, it was threatened with bankruptcy. In August 2018, Angstrom-T was unable to repay the loan issued to it by VEB in 2008, the total debt of the borrower was then about 304 million euros.
According to the plaintiff of Angstrom JSC, the transaction went at a reduced value and, in fact, was the receipt by the creditor of the pledged property as compensation. The plaintiff asked to apply the consequences of invalidity - in particular, to recognize his own obligations to VEB under the surety agreement for Angstrem-T.
The courts disagreed with this logic. So, they noticed that the ultimate beneficiary of both the seller of Runica Investments and Angstrom JSC was ex-Minister of Communications of the Russian Federation Leonid Reiman. In such a situation, the will of the seller, aimed at alienating shares at an agreed price, cannot be opposed to the will of Angstrom JSC, the courts indicated.
In a parallel case, the Moscow Arbitration Court in March 2023, at the suit of VEB, recovered more than 1.3 euros of loan debt from Angstrem JSC as a guarantor.[1]

The publication says that NM-Tech began consolidating the property of the bankrupt Angstrom-T a year ago, having bought two buildings with a total area of 19 thousand square meters. m not far from the main building. Judging by the documents, the launch of production is planned in 2021. It should solve, among other things, the problem of a shortage of microcircuits and provide an element base for a large-scale project of the Safe City hardware and software complex.

Property valuation of 8.56 billion rubles
The property of the bankrupt Angstrem-T plant near Moscow was estimated at 8.56 billion rubles, follows from the documents published in the Unified Federal Register of Bankruptcy Information (EFRSB). This became known in February 2021.

The Arbitration Court declared Angstrem-T bankrupt
On October 28, 2019, the Moscow Arbitration Court declared Angstrem-T bankrupt. The decision was made at the request of the state corporation "ВЭБ.РФ," which provided the Zelenograd microelectronics plant with a loan.

According to the representative of the interim manager Yuri Khlobystov, creditors at the first meeting, which took place on September 30, 2019, voted to move to bankruptcy proceedings. A corresponding petition was submitted, which was supported by all participants in the meeting.
VEB became the owner of 100% of the capital of the Angstrem-T enterprise to consolidate the asset from the main creditor in order to further develop it. It is noted that the state corporation was the first to appeal to the court with a statement of insolvency of Angstrem-T, since other creditors of the plant also announced the presence of overdue debts.
VEB considered the appeal to the court as a technical measure that will allow organizing negotiations with creditors and determine the procedure for repaying overdue debts. The state corporation, as reported in it, is interested in the further development of the enterprise, is developing its new investment program and is searching for a strategic partner.[7]
Ex-Minister of Communications Reiman sued 423 million from Angstrom-T
Ex-Minister of Communications Leonid Reiman managed to achieve inclusion in the register of creditors of the bankrupt microelectronic plant "Angstrem-T" with a sum of claims of 423 million rubles. Start of production deliveries to China. Prepare to Ship First Thousand Plates

Shipment of the second batch of plates to China

VEB will take Angstrom-T for debts

VEB opened an 815 million euro credit line to Angstrem-T. in 2008. The money went to construction, commissioning, the purchase of equipment and licenses. In mid-2016, Leonid Reiman told Vedomosti about submitting an application to Vnesheconombank for a soft loan to modernize Angstrem-T production. Shipment of the first batch of plates to China

First Export Contract
On May 24, 2018, within the framework of the St. Petersburg International Economic Forum, Angstrem-T JSC concluded agreements for the supply of microelectronic products to the People's Republic of China. Cooperation with Octava for import substitution of acoustic equipment
In November 2017, Angstrom-T and Octava signed a strategic partnership agreement with the aim of producing import-substituting next-generation acoustic products. Cooperation involves the production of high-tech devices from domestic digital components - microcircuits, which have no analogues in Russia. The document was signed by the general directors of Octava and Angstrom-T Alexander Veselov and Konstantin Nosov.
It is assumed that the joint work of enterprises will allow to bring to the market a whole range of new and optimized products that will compete with foreign counterparts. Among them: modern domestic conference call systems, intercom complexes for objects of various types, as well as a line of digital hearing aids and other products developed for the implementation of the state program "Accessible Environment."
In addition, the components produced by Angstrom-T will optimize the products that are already being produced by Octava. Cooperation with the Association of Russian Universities
On November 21, Angstrem-T JSC signed an agreement on strategic cooperation with the Association of Russian Universities of ECB. Within the framework of the Angstrem-T agreement, for the first time in Russia, it will enable students of technical universities to produce real microcircuits developed as coursework and theses. This will significantly increase the level of development of students, as well as prepare them for professional activities at enterprises and design centers.
As part of the Multi-Project Wafer (MPW) [10]. Angstrom-T proposes to allocate space on each silicon wafer to accommodate the work of students who are trained in the course "Design and Technology of Electronic Means."
The project for the production of microcircuits developed by students will be held with the participation of the Association of Russian Universities on an electronic component base, which was formed on the basis of NIU MIET. All universities that train microelectronics developers are invited to participate in the project.
As a result of the educational project, a student who has only been trained in chip design will be able to get acquainted with the stages of production of microelectronic products, go through practice, and then, possibly, stay to work at the plant.
Special economic zone "Zelenograd"
Angstrom-T became a resident of the SEZ, which will allow implementing a number of projects aimed at creating industrial independence of Russia from Western manufacturers of microelectronic components. The pilot project within the SEZ should be the launch of the production of microchips using the built-in super flash memory (Super Flash) using 90 nm technology.
"At our factory, we plan to develop a very relevant area of the Internet of Things today. Microchips made using Super Flash technology, built into various sensors, will be able to collect and transmit data, for example, about the operation of systems in housing and communal services. This will make data collection and system management completely automatic. By the end of 2018, we will launch the production of 2 thousand plates per month, each of which houses several thousand chips. This is about 120 million microchips per year "- said the general director of Angstrem-T Anatoly Sukhoparov during the solemn presentation of the certificate of a SEZ resident in the Ministry of Economic Development of Russia.
In addition, the applications of microcontrollers with built-in [11] memory covers key industries, the automotive market, the consumer sector, the telecommunications equipment market. Angstrom-T's production capabilities include the processing of manufactured plates that reduce the product production cycle. Among the features of production, the following can be noted:
- Prototyping (MPW) - manufacturing products from several customers on a single plate, several own products, etc.;
- production of an engineering batch;
- preparation of topological information;
- possibility to divide the engineering batch along the production route;
- possibility of accelerated production of plates in one of three modes (standard batch, fast batch, super fast batch);
- The ability to order small and medium batches at all stages of the product life cycle.
As part of the pilot operation of the factory, the first samples of products have already been obtained. By the end of 2017, Angstrom-T plans to reach a volume of 2000 plates per month and increase it in the future.
2016
Commissioning of the factory
In early August 2016, Angstrem-T announced the commissioning of a microelectronics factory in Zelenograd.
The cost of the project, the purpose of which is the import substitution of semiconductor devices in Russia, is estimated at 897 million euros. Most of these funds (815 million euros) in the form of loans were provided by Vnesheconombank.
August 3, 2016 was the opening day of the Angstrem-T enterprise - on this day the plant was visited by Russian Prime Minister Dmitry Medvedev.
The production capacity of the factory is 180 thousand plates per year. There will be made products produced according to topological standards 90-130 nm, on plates with a diameter of 200 mm. The area of the facility's production facilities is 7,500 square meters, 360 pieces of equipment are located on it.
Angstrom-T has already held talks with major electronics manufacturers (including D-Link and Realtek) who are interested in placing orders for the production of electronic components at the facilities of the new factory.

At the expense of the Zelenograd microelectronics enterprise, it is planned to increase the competitiveness of these Russian-made products and create new world-class players. By the beginning of August 2016, the share of Russian microelectronic products in the domestic market does not exceed 20%, approximately the same amount is exported.
Standard for ID cards
On July 25, 2016, the press service of Angstrem-T announced the joint development of a draft national standard GOST R ISO/IEC 11694-6 "Identification Cards" with the All-Russian Research Institute for Standardization and Certification in Mechanical Engineering (VNIINMASH). Deionized water treatment station launched at Angstrem-T factory
Angstrom-T completed commissioning and put into trial operation a deionized water treatment station (SRES) to support production processes.
Water is one of the most important components in the production of microelectronic products. It takes about 32 litres of water to produce a single microchip weighing 2 grams. It is used for preparing chemical solutions, etching products and other operations in the process, as well as for washing crystals on the plate.
The quality of water used in the microelectronic industry is extremely demanding. Modern standards provide for four types of water, depending on the size of the semiconductor trace elements in the production of which it is used. At the Angstrom-T ADD, ultrapure water of type Ye-1 is produced - ultrapure water with a reserve during the transition from the main technology of 90-130 nm. on more modern ones with topological dimensions of 65 nm. and below.
Almost all inorganic, organic impurities and ions are removed from the groundwater using ADD. The degree of removal of impurities from artesian water ranges from 99.9996 (fluorine) to 99, 999996% (sulfates). Advanced membrane and ion exchange technologies are used in the cleaning process. To supply HPW to the equipment manufacturing microchips, water passes through several units: pre-treatment, desalination, deep post-treatment (deionization), degassing, ultraviolet treatment, ion exchange and ultrafiltration.
Angstrom-T's partner in the creation of the ADD was a company with the world name Hager + Elsasser (H + E). Since its founding in 1932, H + E has developed solutions in the field of physical and chemical preparation and water treatment for more than 4 thousand enterprises in different countries and industries.
The design of the ADD began in April 2013. The total cost of the work was 11.5 million euros.
2015
Batch of production automation equipment installed
Angstrem-T completed commissioning and commissioned a batch of equipment to automate the production of semiconductor products with topological standards of 90 nm.
The batch included more than a dozen high-tech robotic machines, including 13 storage facilities for finished products and those used in the production of photographic patterns, as well as 3 product semiconductor sorters. In total, the installed equipment provides storage of about 1.5 thousand product containers and 800 containers of photographic patterns.
"This equipment greatly simplifies the logistics processes in production, allows you to better organize the control of the movement of batches of products. In addition, we are creating high-tech jobs and at the same time reducing the number of personnel employed in labor-intensive transport operations, "said Sergey Sarkisov, executive director of Angstrem-T JSC.
The total cost of the installed equipment amounted to about 17 million rubles.
Launch of the power plant
On December 23, 2015, Angstrom-T announced the launch of an autonomous dual-fuel power plant for the Angstrom-T microelectronics factory in Zelenograd.
According to the company's press service, the station's capacity may be enough to provide for the average Russian city.
The key factor of microelectronic production is the stable voltage in the sensitive equipment of the plant. This dictates the need to build a separate power plant with a special system for providing ultra-clean electricity.

2014: German contractor leaves project
In September 2014, it became known that the German contractor could not start work and left the project due to problems with the quality of construction (or he himself caused these problems, which led to a failure in the timing of civil construction work - Kommersant wrote, citing sources close to the enterprise.
The test launch of the plant was scheduled for the third quarter of 2014 (Zelenograd.ru information). In the spring of 2014, the plant was actively building an autonomous gas piston power plant. Almost completed work on the facade of the building, asphalting of the territory.
According to Kommersant, another stick in the wheels of the plant was the issue of supplying Twinscan photolithography XT1250 manufactured by the Dutch company ASML from abroad. The main part of the plant's production line is equipment for the production of 130 nm topological chips, purchased in 2007 from AMD. While the construction of the plant was underway, the equipment was stored in warehouses in the Netherlands. Some of the equipment arrived in Russia.
