Association of Developers and Manufacturers of ARPE Electronics
The purpose of ARPE is the development of the Russian electronic industry through the coordination of the activities of enterprises and the state, the expansion of sectoral cooperation, the professional orientation of young specialists, the expansion of international relations and supplies to global markets.
ARPE tasks:
- objective assessment and analysis of the situation in the industry;
- presentation of real capabilities of Russian companies;
- development of industry development strategy;
- promotion of proposals for market regulation;
- expert review of draft regulations for compliance with the long-term interests of companies in the industry and industry strategy;
- accumulation and provision of business contacts and recommendations to members,
- countering illegal activities in the electronics market.

The executive body will establish ARPE activities, make key strategic decisions, carry out organizational changes and implement other aspects of the Association's management. Representatives of companies in the ARPE entered the board as individuals without the right to transfer powers. Meetings of the executive body shall be held monthly.

The Electronics Association is trying to improve the "murky" state requirements for domestic computing
One of the tasks of the Association of Russian Developers and Manufacturers of Electronics (ARPE) for 2023 in the field of state regulation is to systematize the requirements for products within the PP-719 ("On Confirmation of the Production of Industrial Products in the Russian Federation"), as well as clarify the examination procedure. On February 16, 2023, at a general meeting of ARPE members, which TAdviser also visited, said the executive director of the organization Ivan Pokrovsky.
He recalled that the ARPE "held the defense" for two years according to the requirements of the PP-719. The idea of ARPE was that it was necessary to maintain the previously fairly clear structure of mandatory requirements for computer technology for the purpose of recognizing it as Russian products, and introduce a two-level system that would give flexibility and allow computer manufacturers who use Russian microprocessors to receive priority in the government order market and other preferences. And to manufacturers who use foreign processors, but design on the territory of the Russian Federation - to get all the necessary advantages over import.
However, in 2022, another concept was adopted - a point system for computer technology, including for servers and data storage systems, which was proposed by the ANO consortium "Computing Technology." The co-founder of the consortium is Yadro Group of Companies, she also calls herself the leader of this organization. The ARPE proposals were partially taken into account. Ivan Pokrovsky previously expressed the opinion that the point system leaves the market open for localized assembly plants of foreign developments.

It is necessary to systematize both the requirements themselves and the examination procedure, assessment of compliance with these requirements, Ivan Pokrovsky explained in a conversation with TAdviser. As for the PP-719 requirements themselves, a point assessment of the level of localization of computer equipment allowed companies to obtain a greater degree of freedom regarding the previous option, where strict requirements were put forward for the use of Russian processors. But at the same time, a number of mandatory requirements related to the design of equipment in Russia were not included in the point system.
For ARPE, the fundamental question is that the equipment is developed in Russia, and the key electronic base for this equipment is immediately produced. In computing, this is, for example, a motherboard.
If these two requirements are not met, and points are scored in some other way, then, in our opinion, it is impossible to consider the equipment Russian. Because of this, disorientation of companies arises, he said. Previously, everyone sought to invest in developments with the most possible use of Russian components that are available, including Russian processors. It is clear that now their availability has changed, but still, said Ivan Pokrovsky in a conversation with TAdviser. And after entering the point system, the companies wondered whether they needed to invest in development: is it easier to take the design documentation of a foreign partner, localize individual technological operations and release it?

Such disorientation in the goals for which state regulation works has negative consequences, the ARPE executive director is sure. And systematize - this means that regulation is consistent with the strategic goals of the development of the industry. ARPE continues to carry out this work.
In 2022, we recall that Ivan Pokrovsky, in an article published for his authorship, harshly criticized the approaches of the Ministry of Industry and Trade to regulating the electronic industry. Criticism concerned, among other things, the point system.
ARPE really wanted to establish work with regulators, progress in this has been and remains, but at some point it was necessary to create a conflict situation, Ivan Pokrovsky said at a general meeting of ARPE members. In his opinion, "conflict is also a form of interaction." At the same time, the relationship is preserved, simply "sharpened."
At the beginning of 2023, 154 companies are members of ARPE. In 2022, 20 companies left the organization, but 69 new members joined it. The total revenue of ARPE members is estimated at about 140 billion rubles.
Agreement with the Union of Russian-Guangdong Entrepreneurs
The Union of Russian-Guangdong Entrepreneurs and the Association of Russian Developers and Manufacturers of Electronics (ARPE) on February 16, 2023 signed an agreement of intent on cooperation. Inclusion of GR activities in the Russian IT market in the TAdviser review

Cooperation with NP Russoft
On September 20, 2017, the non-profit partnership Russoft and the Association of Developers and Manufacturers of Electronics (ARPE) signed a cooperation agreement.
NP Russoft and ARPE intend to jointly promote promising high-tech products and services of domestic companies in the Russian and world markets. As conceived by the parties, cooperation between Russoft and ARPE will allow consolidating the efforts of representatives of both sectors of the high-tech industry - enterprises engaged in the development and production of software and hardware. The organizations intend to agree to promote the interests of market participants in state authorities, as well as to implement comprehensive high-tech projects.
The main areas of cooperation are:
- development of a trusted environment for building a secure SafeNet infrastructure,
- implementation of the Smart St. Petersburg program with the prospect of replicating this experience to other subjects of Russia and the world level,
- creation of an engineering center in St. Petersburg for the development and testing of integrated solutions in the field of SafeNet.
- formation of own proposals in the field of requirements and standards of the trusted environment for the critical infrastructure of the state program "Digital Economy."
It is necessary not only to create and implement smart city technologies, but also to ensure the safe infrastructure of such a city. Without our own competitive electronic equipment and trusted environment, including electronics, software and design tools, we will not be able to build a "smart city." Agreement with Russian Export Center
The Association of Developers and Manufacturers of Electronics (ARPE) and JSC Russian Export Center (REC) signed an agreement in September 2017 on cooperation in the development and support of exports of high-tech products and services. The Association aims to multiply the number of exporters and export volumes of Russian electronics by exchanging best practices and reducing the barriers of the initial stage. The strategic goal is a tenfold increase in the share of Russian electronics in the world market by 2035: from negligible 0.3% to noticeable 3%. Having expert knowledge, extensive powers and extensive experience in the development of the export potential of Russian companies, REC will provide the companies participating in the Association with comprehensive assistance in the process of entering foreign markets.
The Russian Export Center and the Association of Electronics Developers and Manufacturers are aimed at developing the export potential of the companies participating in ARPE and achieving the competitiveness of the products they produce in foreign markets. The parties will develop measures and tools to support the export of Russian high-tech products and services, the implementation of joint public and legal initiatives aimed at stimulating export activities. As the most effective formats of cooperation between REC and ARPE, it is planned to jointly organize specialized conferences, business missions, scientific and technical sessions and other business events, including with the participation of world-class experts, the formation of export consortia and the implementation of major international projects.
Start of the Association
On June 13, 2017, the Association of Developers and Manufacturers of Electronics (ARPE) announced the start of its work. The association was established by the largest private players in the electronic industry: GS Group holding, Zelax, ATOL, Etalon Plant and Svyaz Engineering - more than 30 enterprises announced their readiness to join ARPE. In the future, the Association will unite over 100 companies. ARPE is aimed at the development of the Russian electronic industry by coordinating the activities of private companies and the state, strengthening sectoral cooperation, implementing career guidance measures among young specialists, further increasing export potential and entering the global market.
As part of the Association, a number of committees took shape: the committee for regulating the domestic market, aimed at a significant increase in the share of domestic producers in the Russian market, an international committee promoting the entry of Russian companies into foreign markets, a committee on contract production, focused on the promotion and implementation of effective models of contract production at enterprises, as well as a personnel committee that carries out career guidance activities in school and university environments and is responsible for developing the personnel potential of companies participating in ARPE. The association aims to expand the number of committees aimed at addressing industry-relevant issues.
The goal of creating ARPE is to consolidate the efforts of the business community to implement an industry strategy aimed at developing the Russian electronic industry, becoming national technological champions and strengthening their positions in the domestic market, further growing the export potential of domestic electronics and reaching the world level. Among the priority tasks facing the members of the Association are conducting a comprehensive analysis of the industry, developing a strategy for its development, assessing the real capabilities of domestic enterprises, promoting their own proposals for regulating the industry in state authorities, and countering illegal activities on the market.
