Russian developers of software for the field of microelectronics need to close 65 "white spots" that formed after the departure of foreign suppliers against the background of the current geopolitical situation. This is stated in the materials of the industrial competence center (ICC) "Electronics and Microelectronics," published in mid-October 2024.
According to CNews, in Russia there is a need to replace products from companies such as Siemens, Cadence, Keysight, Dassault, Atlium, etc. It is said about 46 categories of software that relate to the design of an electronic component base (ECB); while six more are related to the design of REA (radioelectronic equipment). At the same time, in the direction of REA, Russian developers offer a number of products as an alternative to foreign solutions. The Ministry of Industry and Trade confirmed that it regularly checks the implementation of measures for which subsidies are allocated. During the implementation of the support program since 2016, agreements were concluded for subsidies in the amount of ₽139 billion. At the same time, revenue within the framework of complex projects exceeded ₽68 billion.
Oleg Osipov, General Director of the Beshtau electronics manufacturer, confirmed the receipt of requests from the prosecutor's office. He suggests that next year the budget for subsidies for radio electronics may be reduced, and checks will help optimize costs by excluding unscrupulous organizations.
The head of Promobit, Maxim Koposov, noted that the register of the Ministry of Industry and Trade still lists equipment developed using the state budget, but produced with violations of the conditions of subsidies. He stressed the need to clarify the term "localization" for a clearer distinction between products manufactured according to documentation purchased abroad and developed in Russia[2]
Russian Prime Minister Mikhail Mishustin: Electronics production in Russia in the first half of the year increased by 35%

According to Vera Smirnova, executive director of the Design Centers and Enterprises of the Radio-Electronic Industry consortium, state support for such projects greatly simplifies the attraction of loans, since the presence of state financing is perceived by banks as a guarantee for investors. According to Legostaeva, many GOSTs of computer technology (valid as of mid-2024) are outdated and do not correspond to the current realities and product nomenclature. According to her, ANO VT is discussing with market participants "the updating of standards for printed circuit boards, since the current norms were adopted back in the 90s." It is assumed that the changes will help "fully integrate printed circuit boards into the regulatory system of Russian electronics."
The initiative to implement new standards for computing is supported by IT holding Fplus. The company says that standardization will simplify the interaction of developers with customers and consumers, as well as allow companies to unify development. However, as noted, in the first stages of the implementation of standards, the cost of final products may increase due to changes in technological processes. Market participants say that as production scales, costs will begin to decline.[6]
The government approved a plan for the development of electronics and microelectronics in Russia
The Russian government has approved a plan for the development of electronics and microelectronics until 2030. This became known on July 1, 2024.
According to Kommersant, one of the key indicators of the implementation of the plan is the creation of serial production of microcircuits with a topology of 65 nanometers by 2028. The main enterprise to achieve this goal should be Zelenograd Micron, which is part of the Element Group of Companies.

The representative of the ministry noted that 65 nm technology is used in the production of chips for bank and SIM cards, as well as a wide range of controllers, including for auto electronics and the Internet of things.
It is worth noting that Micron has already made attempts to master the production of chips with 65 nm topology back in 2011 in cooperation with the Franco-Italian component manufacturer STmicroelectronics. However, after 2014, this cooperation was terminated due to sanctions.
The general director of Baikal Electronics Andrei Evdokimov expressed interest in the development of such production, noting the wide scope of 65 nm processors. The ICST also emphasized the importance of the emergence of serial production in this topology for use in laptops, personal computers and servers.
According to Dmitry Kornachev, executive director of the consortium of automotive devices, about 10-15% of auto electronics use controllers made according to the 65 nm topology. The expert believes that thanks to state subsidies and import substitution requirements, there will be demand for Russian components, despite their potentially higher cost compared to Chinese counterparts.
The government-approved electronics and microelectronics development plan is designed to reduce reliance on imported supplies and make the market more competitive. However, for the successful implementation of the project, it will be necessary not only to solve technological problems, but also to provide the industry with qualified personnel, which, according to experts, are currently lacking in Russia.[7]

Some IEC standards are developed jointly with the International Organization for Standardization (ISO).
As Zhigalkin notes, international and Russian standards in the field of electronics differ, since domestic ones are based on national technical requirements and norms of the USSR. Therefore, the introduction of modern IEC standards "will allow domestic industry to achieve a modern level of electronics development faster." The initiative will make it possible to produce advanced products with export potential.
It is said that the program provides for the development of national standards within five years, taking into account "key technological priorities, wishes of industry and consumers." Ilya Levchuk, director of the industrial department of PAC Fplus, notes that at the first stage, the introduction of new standards can lead to an increase in the cost of a unit of products. Chinese banks block payments from Russia for components for assembling electronics

The published documents also say that it is planned to allocate 24.83 billion rubles for subsidies to Russian organizations for financial support of part of the costs of creating an electronic component base and modules in 2025, 10.27 billion rubles in 2026, and 13.23 billion rubles in 2027. Electronics production growth by 16.9% to 933.8 billion rubles - HSE
At the end of 2023, the production of ICT products in Russia increased by 16.9% to 933.8 billion rubles. Positive dynamics was ensured by the production of elements of electronic equipment and printed circuits, computers and peripheral equipment (58% in the structure of ICT production): compared to 2022, it increased 1.5 times. Almost at the level of 2022, the volume of production of communication equipment (+ 2.9%) remained, while negative dynamics (-6.4%) was recorded in the fourth quarter of 2023. The production of consumer electronics has decreased by half compared to 2022.
In 2023, investment in ICT production increased 1.8 times compared to 2022, including 2.5 times in the fourth quarter. The segment's leading growth is evidenced by an increase in its share in ICT sector investments from 6.1 to 8.4%.
Active investment growth was recorded for the main investors of the segment - manufacturers of electronic equipment and printed circuits elements (55% of segment investments form) and communication equipment (21%). The volume of their investments has grown relative to 2022 by 2.7 and 2.2 times, respectively. In the fourth quarter, annual growth reached 3.1 and 2.5 times. At the same time, the volume of investments in the production of consumer electronics decreased compared to 2022 (-53.1%).
In 2023, 173.6 thousand people worked in the ICT industry (12.3% of the number of people employed in the ICT sector), which is 9.5 thousand more than the average in 2022. In the fourth quarter of 2023, the segment had 180.6 thousand employed (+ 8.9% by the fourth quarter of 2022). Compared to the third quarter of 2023, the value increased for 5 thousand people (+ 2.8%).
The average salary of employees employed in the production of ICT amounted to 98.2 thousand rubles, which is 28.2% more than in 2022. Such a high growth rate allowed the production segment to "bypass" the telecommunications sector in terms of salaries in 2023. In the fourth quarter, its size was at the level of 111.2 thousand rubles (+ 22.9% by the fourth quarter of 2022).

- sensors - devices that convert the ambient signal (temperature, illumination, pressure, movement, etc.) into an electrical signal for detecting and measuring ambient parameters;
- optoelectronics - devices (photodetectors and photomatrices; LED emitters, lasers, indicators and screens; etc.), which are used to process light signals into electrical signals and vice versa.
According to Kept estimates, in 2023, the revenues of Russian microelectronics manufacturers reached 59 billion rubles, exceeding the one-year-old figure by 30% (in 2022 it was 45%). Analysts also noted a high degree of market consolidation: in 2022, the leading five accounted for about 80% of revenue from microelectronics supplies.
In 2023, the main demand for microelectronics came from industry, including urban infrastructure and housing and communal services. Experts calculated that in 2023 the share of industry in the procurement of microelectronics amounted to 66% of the market in rubles. Lower demand from the computing infrastructure and telecommunications segments (about 12%) compared to global indicators (about 56% at the end of 2022) is associated with a low level of localization of production in these segments. According to the results of 2023, consumer devices and transport accounted for 12% and 10% of the total consumption of microelectronic products, respectively, the study noted.

As of the end of 2023, dozens of companies that received state subsidies for R&D have fulfilled their obligations in terms of product development, but cannot achieve the key indicators of the project due to the current conditions.
Therefore, ARPE proposes to amend government decree No. 109 of 17.02.2016 (approves the rules for granting subsidies for the creation of a scientific and technical reserve for the development of basic technologies for the production of priority electronic components and radioelectronic equipment) and No. 1252 of 24.07.2021 (on approving the rules for providing subsidies for providing part of the costs of creating an electronic component base and modules). The documents may spell out the possibility of terminating agreements for the provision of subsidies without returning the funds provided to the budget.
The new rules will apply only to those companies that have completed a full or significant amount of R&D work, but do not have the ability to produce and further commercialize the product due to the "lack of the necessary equipment or key components of Russian origin on the Russian market." The electronics industry will receive a strategy

Organizations of the radio-electronic industry do not use autonomous robots either, while the development of this area, according to respondents, is economically unprofitable due to their high cost.
If we talk about expectations, then 69% of organizations in the Russian radio-electronic industry see in digital transformation the possibility of mastering the production of new products, 60% - the possibility of increasing efficiency by reducing costs, changing business models and other factors, 57% - the possibility of entering new markets.
