2015

At the beginning of 2015, Alena Fomina, General Director of the Central Research Institute of Electronics, was elected a corresponding member of the Academy of Military Sciences. Several scientific articles with her co-authorship appeared in the quarterly journal Mediterranean Journal of Social Sciences, indexed in the largest international database Scopus. Under her leadership, the staff of the Institute completed 13 major research and development work, another 4 works are at the completion stage.

During the year, publications were published with comments by Alena Fomina in the central media, in particular, she spoke on the topic of post-crisis recovery, noting the efforts of enterprises to neutralize the negative consequences of the crisis. The comment was published in the Kommersant newspaper. Another comment in the Vedomosti newspaper by Alyona Fomina concerned the issue of countering the aging of personnel in the electronic industry. Using the example of the Alena Institute, Fomin spoke about the motivation of young employees, the organization of additional training for them and communication with leading experts. So, at the Institute for Youth, weekly lectures on radio electronics are held, which are read by doctors of technical sciences.

By the end of the year, the Hirsch index rose significantly at the general director of the Central Research Institute "Electronics" Alyona Fomina. In just a year, it rose to 8. This scientometric indicator is used in the world to assess the scientific productivity of scientists. In addition, the indicator of scientific articles of the Institute in the RSCI system this year reached a record 108 publications. In 2014, this figure was almost 2.5 times lower than in 2015.

Sentence - 7.5 years in prison for fraud worth 150 million rubles

On February 19, 2025, the Tushinsky court Moscow sentenced the former general director of the Central Research Institute Electronics"," ex-adviser to the director Ministry of Industry and Trade RUSSIAN FEDERATION Alena Fomina. She received seven and a half years in prison for fraud.

According to the Izvestia newspaper, Fomina is a defendant in a criminal case on embezzlement of budget funds allocated by the Central Research Institute of Electronics (part of the Rostec state corporation), the lead developer of the strategy for the development of the Russian radio-electronic industry until 2030. According to the investigation, the embezzlement was carried out under the guise of concluding state contracts for the provision of "consulting services in the field of marketing research" and for "expertise of investment projects of organizations of the military-industrial complex."

The case file says that the contractors of the Central Research Institute "Electronics" within the framework of controversial state contracts were PJSC "Akvaservis" and NPO "Kadetek." The total damage is estimated at more than 150 million rubles.

Fomina was found guilty of committing crimes under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles. Fomina was sentenced to 7 years 6 months in prison in a general regime colony and a fine.

The case also includes the former deputy head of the radio electronics department of the Ministry of Industry and Trade Anton Isaev and the general director of Akvaservis PJSC Ivan Kurchatov. The latter was sentenced to 6 years 6 months in prison in a general regime colony and a fine, he was taken into custody in the courtroom. As noted by TASS, other defendants in the case were also found guilty, they were sentenced to various terms of punishment. The amount of fines against the defendants varies from 1 million to 1.6 million rubles.[1]

New sentence - 9 years in prison for major fraud

Her prison sentence in the fraud case has been increased from 7.5 years to 9 years.

In addition to Fomina, the former deputy head of the radio electronics department of the Ministry of Industry and Trade Anton Isaev, the general director of Akvaservice PJSC Ivan Kurchatov and the head of the NPO Kadetek Vitaly Florentsev were in the dock. According to the case file, these persons stole more than 300 million rubles allocated by the Ministry of Industry and Trade as subsidies. Kurchatov was also charged with embezzlement of money by the Ministry of Education and Science of the Russian Federation, Isaev and Florentsev - in the legalization of stolen funds.

Ex-head of the Central Research Institute "Electronics" received 9 years in prison for major fraud

Earlier, by the verdict of the Tushinsky District Court of the city of Moscow, the defendants were found guilty of committing fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). Fomina received 7.5 years in prison in a general regime colony, Kurchatov - 6.5 years, two other defendants - 5.5 years. In addition, they were fined from 1 million to 1.3 million rubles. However, the prosecution challenged this decision, demanding to toughen the punishment.

The judicial board in criminal cases changed the verdict of the court of first instance, satisfied the prosecutor's demands to strengthen the sentence imposed by the condemned: Fomina was sentenced to 9 years in prison, Kurchatov - 8 years in prison. Florentsev and Isaev canceled the decision on a suspended sentence and each was sentenced to real imprisonment for a period of 5 years and 6 months, and all convicts were also sentenced, the Moscow City Court said in a decision.
