2025: Obtaining authority to check the level of localization of Russian telecom equipment

The Ministry of Industry and Trade of Russia decided to transfer the functions of checking and recognizing telecommunications equipment to the domestic All-Russian Research Institute of Radio Electronics. Previously, these powers belonged to manufacturers of telecom equipment, which are members of the Interdepartmental Council for Telecom, which could violate the principles of transparency of admission to the regulated market. Information on the changes is contained in the draft order published in July 2025.

According to CNews, the corresponding document establishing the rules for checking the compliance of telecommunications equipment with the status of domestic products was posted on the portal of regulatory legal acts on July 17, 2025. According to the new rules, the institute receives the right to involve third parties who are not affiliated with the applicant in the inspection.

The experts involved in the equipment assessment are subject to strict qualification requirements. They must have at least three years of experience in the development or operation of telecommunications equipment or software. Experience in research and development work in this area is also needed.

Experts must have the status of an active employee of a higher educational institution implementing educational programs in the field of electronics and radio electronics. Alternatively, the status of an employee for the development or production of telecommunications equipment, an electronic component base or the development of software for telecommunications equipment is allowed.

The point system for assessing the "Russian" telecommunications equipment has been discussed since 2021. The Ministry of Industry and Trade has been actively working on its creation since the summer of 2022. The department presented the first document on the introduction of a point system in September 2023.

In January 2024, the Ministry of Industry and Trade, together with manufacturers of telecom equipment, developed a points scheme for recognizing Russian products. According to the proposed system, 40% of the total number of possible points is awarded for the use of a domestic electronic component base in equipment.[1]

In mid-July 2021, Prime Minister Mikhail Mishustin signed a decree appointing the Ministry of Industry and Trade as the founder of the All-Russian Research Institute of Radio Electronics. The document was prepared for the execution of the relevant decree of the President of the Russian Federation Vladimir Putin.

According to the order, the main goals of the institution's activities are to conduct scientific research, design and technological development and testing of prototypes of equipment, comprehensive research and development to increase the reliability of the electronic component base and create a scientific and technical reserve in the field of electronic equipment and electronic component base.

The Ministry of Industry and Trade was instructed, together with the Federal Property Management Agency, to conduct an inventory of property no later than October 1, 2021, and complete the measures related to the reorganization no later than December 1, 2021.

Also, the Ministry of Industry and Trade will have to submit proposals for amendments to the acts of the Government of the Russian Federation arising from the order within three months.

The document also says that the implementation of the order, as well as the costs of work, including the provision of subsidies when fulfilling the state order, must be carried out within the budget allocations provided for by the Ministry of Industry and Trade, without allocating additional allocations from the federal budget.

In July 2021, Mikhail Mishustin said that under the state program to support the microelectronics industry, it is planned to allocate about 100 billion rubles next year.

In June 2021, the president Russia Vladimir Putin signed a decree on the creation of the All-Russian Research Institute of Radio Electronics. It will appear as a result of the transformation of the Mytishchi Research Institute of Radio Measuring Devices in. Moscow region

According to TASS, citing a document published on the official Internet portal of legal information, the reorganization is carried out in order to ensure sustainable technological development and modernization of priority sectors of the Russian economy. By the same document, the institute is included in the list of strategic enterprises and strategic joint-stock companies.

Mytishchi Research Institute of Radio Measuring Devices, as stated on the institute's website, is the leading research testing organization that performs the functions of research in the field of electronic component base, as well as scientific support and interdepartmental methodological coordination of work on the creation and conduct of research (testing) of electronic component base products.

By June 2021, the institution employs 343 people. The scientific potential of the organization is 34 employees, of which 6 have the degree of "Doctor of Sciences" and 28 - "Candidate of Sciences."

The main activities of the enterprise are developing in the following priority areas:

  • Program-specific planning of ECB development for special, dual and civilian equipment.
  • Support and participation in R&D.
  • Support of ECB and REA development programs.
  • ECB application.

  • Regulation in the field of ECB and REA supplies.
  • Standardization in ECB.
  • Foreign economic activity, protection of the interests of the Russian electronic industry.
