Government bans export of imported computers
The Russian government has determined a list of goods and equipment previously imported into Russia from abroad that are temporarily prohibited from being exported from the country. Among other things, the list includes computers, monitors, projectors, semiconductors, hard drives, solid state drives (SSDs) and microprocessors, as well as telecommunications equipment. This was announced on March 10, 2022 by the press service of the Cabinet.
The decision will be valid until the end of 2022. It is reported that it was adopted in pursuance of the Presidential Decree "On the application of special economic measures in the field of foreign economic activity in order to ensure the security of the Russian Federation." Lenovo explains its result in Russia by investments in the market as a whole and in the development of the sales channel in particular. "We did not have any" super deals, "this is the result of systematic work," says Gleb Mishin, head of the Russian representative office of Lenovo.
The total volume of PC deliveries to Russia during the reporting period amounted to 3 million 901 thousand units, which is 0.5% less than the same period in 2011, calculated in IDC. Russian Context spokesman Viktor Ivanov notes that PC sales are not falling in all European countries: for example, Germany and the UK are slow but growing. Among the factors that cause different dynamics of PC sales in Russia and Western Europe, Viktor Ivanov notes differences in the characteristics of the crisis and the economy in these regions: "the Russian economy is much more correlated with raw material prices, while European economies depend on other factors." The Context representative sees the primary reason in the fact that the European market is already oversaturated, while the Russian one still has space for growth.
This opinion is shared by Acer. "Russia, despite the slowdown, still remains a growing market, where the number of computers both per capita and by the number of jobs is still far from saturated. Therefore, the market is growing mainly due to new buyers of equipment, of which there are a lot, "says Denis Kutnikov, head of the Russian representative office of the company. There is also a PC fleet update, but its impact on market size is much lower, he adds.
It is worth noting that the decline in the European computer market has become a steady process: according to IDC data for the whole of 2011, PC shipments in the EMEA region decreased by 7%, and the Western European market sank the most. Gartner is not inclined to rejoice for domestic collectors. The shares of K-Systems and Aquarius increased only because in 2009 they fell significantly during the crisis, Annette Jump, leading analyst at Gartner, told CNews.
Nevertheless, the general director of K-Systems Eduard Voronetsky explains the growth of his share by the fact that in the crisis period the company abandoned the production of laptops, focusing its efforts on desktop PCs and their promotion in the largest retail chains.
The Russian representative office of Acer is confident that in 2011 the shares of domestic desktop system assemblers will decrease. "Strong players will become stronger, while the weak will continue to move in a mourning procession towards the cemetery," Vyacheslav Nazarov, director of Acer desktop PC in Russia, told CNews.
But Eduard Voronetsky says that his company is not going to die, but, on the contrary, is counting on an increase in its share, including through new products. So, at the end of 2010, K-Systems launched a monoblock on the M.Video network and this year expects to develop this direction.
According to IDC data, in the IV quarter of 2010, 3.44 million desktop and laptop computers were sold in Russia. This is 30.1% more than in the IV quarter of 2009. In the IV quarter, Samsung sold 430,000 laptops in Russia, says Arkady Graf, head of Samsung's profile department. It associates the success of sales, in particular, with the expansion of the lineup (in 2010 Samsung brought four series of laptops to the market, and in 2009 - only one) and with a successful logistics scheme used by Samsung: laptops are shipped weekly in equal batches to partners, including regional ones.
Director of the Russian office of Acer Gleb Mishin disagrees with IDC estimates. In the IV quarter of 2010, Acer sold about 400,000 laptops in Russia, he says. Perhaps Samsung has imported more devices into the local warehouse, but it is at least incorrect to count them as sales, he points out. A Samsung spokesman left the speculation without comment.
According to the representative of M.video Anton Panteleev, in the IV quarter of 2010 Samsung was one of the most active PC suppliers on the market. And Samsung models are among the best in terms of price ratio - quality in the most popular, mid-range price segment, he adds. Compared to the same period last year, the share of these devices in the total volume of laptops delivered to the market increased from 17% to 22.9%. The desktop segment grew by 21.6% to 862,000 units (IDC). Leaders: Acer, NR, K-Systems, DEPO Computers (Depot Electronics), Kraftway. According to analysts, local assemblers continue to lose the desktop market - in the 2nd quarter their share was 80.5%, which is 4% less than a year earlier.
For the first time, the Russian assembler DEPO Computers (Depot Electronics) lost first place in the desktop (desktop) market to the Taiwanese Acer, follows from the report of the research company Gartner for the second quarter of 2010. During this period, Acer delivered 65,356 desktop computers and took 8.7% of this market segment, and Depo - 56,534 and was in second place with a share in 7.5%. That's about 25-30% of Acer's quarterly deliveries. However, Asus and HP do the same, she notes: after all, the delivery time for a batch of computers to Russia takes 6-8 weeks.
Acer data includes all computers ordered by distributors, regardless of whether they are delivered or not yet, confirms the head of the Russian office of Acer Gleb Mishin. In the second quarter, he said, most of the computers were purchased for sales at the beginning of the school season. Probably, these PCs have not even been imported into Russia yet, Mishin suggests. Acer has always had such an accounting policy, but in the second quarter, the company, according to him, ordered a really large batch of desktops based on high sales in the fall. Nevertheless, Mishin does not exclude that in the IV quarter the share of Acer will decrease. This often happens in November-December: Acer does not have time to bring computers by sea, and it is very expensive to supply desktops with aircraft.

In the first quarter of 2010, 2.2 million personal computers were sold in Russia, an analyst at the research company Gartner Aneta Jump told Vedomosti (1.16 million IDC data). This is 86% more than the same period last year and almost equal to the level of sales of the first quarter of 2008 (2.3 million).
Most of the deliveries (64.6%) came from laptops, 1.4 million of them were sold - almost three times more than the first quarter of 2009. At the same time, desktop sales grew by only 16%. The growth of the Russian market this year, according to Jump, in fact, compensated for the almost 40% drop in the past. The volume of laptop production by Russian companies is extremely small and it decreased even more in the first quarter, Jump summarizes. According to Gartner, none of the Russian computer manufacturers entered the top 10 in laptop sales. At the same time, "other" manufacturers account for only 3.4% of the laptop market, and everything else belongs to major foreign vendors in the top ten.
In the segment of desktop computers in Russia, according to Gartner, local assemblers still have a strong position: the first place is occupied by DEPO Computers (Depot Electronics) with a 6.9% market share (growth over the year - 0.3 pp), the third - from K-Systems with 5.9%, the fourth - from Kraftway with 4.2%. Of the foreigners, HP is in second place with a share of 6%, in fifth - Acer with a share of 4.1%, in ninth - Lenovo with 1.7%. It is noteworthy that even in the segment of desktops, the traditional patrimony of Russian collectors, foreign vendors doubled sales.
IDC gives other data: the segment of desktop personal computers grew by 40.9% to 849 thousand units. In the five leaders of this segment, only K-Systems, which occupies third place, retained its position. The first place went to NR, followed by Acer. A year ago, these leading positions were occupied by DEPO and Kraftway, which this time were in fourth and fifth places. Domestic assemblers have reduced their share of the desktop PC market - in the first quarter of 2010 their share amounted to 87.4%, which is 5.1% less than in the same period last year.
The results of the first quarter could have been better, complains Depo Computers CEO Sergei Eskin. Demand for computers as a whole fell, and companies and government agencies did not defrost budgets after the crisis. In addition, the demand for desktop PCs continues to decline in retail. For Kraftway, the first quarter turned out to be similar to the first three months of 2009, says its president Alexei Kravtsov. According to Gartner, Kraftway's share of the desktop market fell from 4.8% to 4.2%. The company is focused on building PCs with higher added value, explains Kravtsov, and not chasing sales. He predicts Kraftway's revenue growth in 2010 by 40%, but does not name absolute indicators.
Acer did not supply 10-15% of laptops to the Russian market in the first quarter, and this explains the fall in the share in the mobile PC segment (from 32% to 29.8%), says Gleb Mishin, head of Acer's office in Russia. This is due to a shortage of computer components: vendors underproduced them due to low sales forecasts at the beginning of 2010. At the end of the year, Acer plans to reach the pre-crisis sales level, Mishin summarizes.
According to K-Systems co-owner Eduard Voronetsky, pre-crisis sales volumes can only be reached in 2011. In the first quarter, sales growth was, he says, although partially during this period sales of the IV quarter of 2009 and part of purchases of the II quarter of 2010 passed. The market is growing steadily and, if it were not for the huge write-offs of the losses of 2008, in 2009 everything would be very good, Voronetsky sums up.
Toshiba, according to Gartner, reduced its share in the supply of laptops from 10.1% in the first quarter of 2009 to 7.1% in the first quarter of 2010. Igor Snytko, General Manager of Toshiba Europe Computer Systems in the CIS and Baltic States, explains this by saying that in 2009, the company pursued a "conservative policy" to prepare for 2010. In the first quarter of 2010, Toshiba's sales were better, than in the second half of 2009, Snytko notes, linking this with the start of a new marketing strategy.

Acer and Asus have reduced shipments, but their shares in the Russian market have even increased, and now they control 28.5% together against 24.3% a year earlier. American Hewlett-Packard (HP) returned to 3rd place, which it lost in the first quarter of Samsung. Its share compared to last year's results also increased slightly - from 7.1% to 7.6%.
Among Russian manufacturers, DEPO Computers (Depot Electronics) holds the largest market share. Compared to the first quarter of 2009, sales increased by 15.2%, and the share remained unchanged - 4.2%. DEPO Computers CEO (Depot Electronics) Sergey Eskin explains the growth in sales with several large transactions prepared in advance, as well as the solution to the problem of non-payments that arose from some retailers.
It is unlikely that the results of the second quarter indicate that the consumer believed in the end of the crisis, says Eskin. Another thing is that consumption cannot be stopped, and the Computer has now become an ordinary thing that you do not need to save for years, he is sure. There is a rise in sales, but it is mainly seasonal, agrees K-Systems CEO (2% of the market) Eduard Voronetsky.
Now it is impossible to say whether the market has passed the bottom, says Eskin, much will depend on external factors. Voronetsky also refused to predict the situation on the market and said that he expects the government to take measures to support the domestic manufacturer. The share of Taiwanese manufacturers is growing, because they have powerful financial resources, Voronetsky explains. At the same time, according to him, there are still import duties on some components, and there is no duty on finished computers.
