2024: Space Technology Cluster Launch

Another company is engaged in modeling and 3D printing. For a grant of 18.3 million rubles, she purchased additional equipment. This made it possible to attract new customers and conclude large contracts for the production of components to replace imported analogues.

More than 11 million rubles were allocated to a company engaged in the installation of automated heating control units. The company has allocated funds to improve the efficiency and reliability of heat supply systems for facilities in the Moscow region.

For four years, over 6.5 thousand enterprises participating in the MIC received various subsidies and grants. These are IT companies, manufacturers of electronics, food, drugs, medical equipment, representatives of the telecommunications, energy and industrial sectors.[6]

Moscow compensates IT startups for the purchase of equipment for 30 million rubles

The Supervisory Board of the Fund will approve a list of areas of innovation.

The document states that the fund will accept participants in the innovative cluster of Moscow and the inter-industry cluster that is part of it. The resolution specifies what is meant by the intersectoral cluster: "cluster participants who have united in order to implement a joint innovative project or joint innovative projects in one or more sectors of the economy in the number of at least 30 participants are assigned the status of an intersectoral cluster." To become a participant, a legal entity or individual entrepreneur must complete an interactive application form and send it to the fund. Within 10 working days, an answer should come[10].

Moscow's innovation cluster will become a pilot platform for national projects

On March 13, 2019, it became known that the Moscow Innovation Cluster will become a pilot platform for the implementation of priority national projects. This was stated by the head of the Department of Entrepreneurship and Innovative Development of the city of Moscow Alexei Fursin.

It is assumed that the Innovation Cluster Moscow will help solve three important problems:

  • achieve global technological leadership,
  • implement national projects
  • improve the quality of life of citizens

Within the framework of the expert session, representatives of the capital and federal authorities, technology business and venture capital market, science and education discussed in detail the most promising measures to support the cluster participants. Among the possible support tools, the participants of the event considered co-financing part of the costs of introducing the results of intellectual activity, financial support in the engineering of production processes; application of the mechanism for pledging objects of intellectual activity in lending, organization of the process of piloting innovative products and services at urban and commercial sites.

We set an ambitious goal: the cluster should focus on developments from the most advanced areas - artificial intelligence, unmanned transport systems or biotechnology. All high-tech projects created within the cluster, first of all, should meet the interests of the city and residents, as well as be useful for the country. As of March 2019, we are actively working on the development of the cluster's IT platform. Tentatively, the commissioning of the first stage will take place in April 2019, and its technical potential will be increased until December.

According to A. Fursin, the cluster's IT platform will combine a wide range of tools to support innovative projects that exist at the federal and regional levels. The platform will become a universal platform for the exchange of information and analytics in the field of innovation, the creation of scientific and production cooperatives, as well as the receipt of all possible support measures by participants through a single electronic window.

Nikita Ponomarenko, Deputy Director of the Department for Strategic Development and Innovation of the Ministry of Economic Development of the Russian Federation, spoke about the possibilities of solving national problems within the Moscow cluster.

According to him, the innovation cluster will become a driver of increased exports of high-tech products, an increase in the number of breakthrough startups and company revenues, as well as convincing dynamics of labor productivity.

What technologies need to be developed within the framework of the Moscow innovation cluster? There are two federal strategic programs: the National Technology Initiative and the Digital Economy of the Russian Federation, which identify end-to-end technologies. It is worth focusing on these directions. I note that the Moscow cluster will become a link in working with federal state corporations, development institutions and other participants in innovative activities.

The cluster will provide coordination of interaction between entities in the field of industry, science, education, communications and others, which will be determined by the Moscow government and organizations included in the infrastructure for supporting small and medium-sized businesses. 

Russian President Vladimir Putin ordered to create an innovative cluster in Moscow

The Moscow government within three months is recommended to determine the criteria and procedure for the selection of cluster participants, the conditions for their participation. In addition, measures to support cluster participants, indicators of their performance. It is also necessary to determine how the achievement of the desired indicators will be monitored.

The innovation cluster will be created in the organizational and legal form of the fund. The President ordered the creation of a specialized organization that will ensure the functioning of the innovation cluster.

The Moscow authorities are recommended to include representatives of the president and government, the mayor of Moscow, the president of the Russian Academy of Sciences, the rector of Moscow State University, the general directors of Rostec, Rosatom and Roscosmos, the head of the board of Rusnano, the president of the Kurchatov Institute, the head of the Development Fund of the Center for the Development and Commercialization of New Technologies.

The idea of ​ ​ creating an innovative cluster on the territory of Moscow, which will unite IT companies, business incubators, technology parks, academic institutions of the capital, was put forward in April 2018 by Moscow Mayor Sergei Sobyanin. According to him, the creation of a research and production cluster will allow "to create synergy in the development of the scientific and production potential of Moscow."[11]
