2025: Corruption charge

On February 11, 2025, it became known that the Prosecutor General's Office of the Russian Federation, through the court, is seeking a review of the reason for the dismissal of Alexander Sergeyev, the former general director of the Federal State Autonomous Institution "Federal Center for Applied Development of Artificial Intelligence" (FGAU FCPRI), subordinate to the Ministry of Industry and Trade.

Sergeyev served as the head of the FSAU FTSPRII, which is engaged in the introduction of AI into the processes of the Ministry of Industry and Trade, from July 2023 to March 2024. After that, he resigned of his own free will. However, according to the Kommersant newspaper, the inspectors revealed possible corruption violations by the official: on this basis, the Prosecutor General's Office demands that he be fired due to a loss of confidence.

Alexander Sergeyev

The case file says that from November 2015 until his appointment to the post of director of the Federal State Autonomous Institution "Resource Center for Universal Design and Rehabilitation Technologies" (subsequently renamed FCPRI), Sergeyev was listed as the general director and founder of the Vectero IT company. At the same time, Sergeyev established business relations with Denis Nyrkov, to whom he subsequently transferred 60% in the structure of Vectero. In particular, in 2021-2023, more than 2.4 million rubles were received from Nyrkov to the Sergeyeva account in Alfa Bank, and 85 thousand rubles were transferred in response to this. In addition, when Nyrkov became the general director of Vektero, Sergeyeva wife worked as an assistant in this company for some time, and his driver, who took the official to the Cadillac Escalade, received 180 thousand rubles from Nyrkov for the purchase of spare parts and car maintenance.

Thus, according to the Prosecutor General's Office, "corporate and property relations" have developed between Sergeyev and Nyrkov. At the same time, in 2023, Sergeyev concluded an agreement with IP D.S. Nyrkov for 3.7 million rubles, which involved the search and approval of a platform for holding a professional development event in the format of a strategic session. It took place in December 2023 at the Digital Economy ANO, whose representatives said that the platform and organizational support were provided free of charge after two appeals from Sergeyeva, and no requests were received from Nyrkov.

Thus, the Prosecutor General's Office believes that Sergeyev was subject to dismissal from the post of general director of the FSAU in connection with a violation that entails a "loss of confidence," since he did not notify the Ministry of Industry and Trade about the emergence of a conflict of interest and did not take measures to prevent and resolve it. Sergeyev himself claims that there was nothing illegal in his relationship with Nyrkov.[1]
