The global index of innovations[1](The Global Innovation Index) is issued the Cornwall university, ISEAD and World Intellectual Property Organization at the UN (WIPO, World Intellectual Property Organization).

2020: Russia on the 47th place
Russia lost one place in the rating of the innovative development which jointly make consortium of Cornell University (USA), Business school INSEAD (France) and World Intellectual Property Organization.
The "global index of innovations" considering such parameters as researches, a human capital, institutes, infrastructure, business development, knowledge and technologies, creativity is the cornerstone of a research. In the list from 131 states of Russia in 2020 was located on the 47th the place (between Romania and India) that it is one position worse, than the previous year.
At the same time on a number of separate indicators of the index of the Russian Federation is on higher places. It in particular, development of the higher education (17), trade, competition and scales of the market (18), information and communication technologies (29), formation of knowledge (30), researches and development (33), online creativity (44). At the same time by a number of parameters indicators are significantly lower. It is, in particular, ecological sustainability (100), the regulatory environment (95), creative goods and services (81).
In the rating of the countries with income above an average Russia takes the 6th place from 37, holding the position since 2017. In addition, the Russian Federation is given the 22nd place on quality of scientific publications and the 21st place — in the rating of quality of the universities.
In 2020, as well as in the 2019th, the rating of the innovative development was headed by Switzerland. Together with it the top ten included Sweden, the USA, Great Britain, the Netherlands, Denmark, Finland, Singapore, Germany and South Korea. Experts note steady strengthening of positions of the certain countries of Asia. So, South Korea in 2020 for the first time entered in top-10, and India, China, Philippines and Vietnam for the last years steadily showed the fastest promotion in rating.[1]
2018: Russia on the 46th place
In July, 2018 by World Intellectual Property Organization (WIPO) of the UN new edition of rating of the innovation countries — Global Innovation Index was published. Results of this "analytical" research as well as look earlier strange. Russia lost one place in this list and was located on the 46th position. And Ukraine for the first time appeared ahead of Russia, having taken the 43rd place against the 50th in 2017. Such technology backward countries as Portugal, Vietnam, Thailand, Greece and even Bulgaria "bypassed" Russia. Results of rating confirm that it remains only the instrument of promotion of countries of Western Europe and North America.
At the same time "experts" point to good results of Russia on such components of the index as education and openness of business to the innovation activity. Among separate components of the index where strong positions of Russia are also mentioned, ease of start of business, access to information and communication technologies and their use, creation of mobile applications appear.
On quality of innovations Russia occupied 27 place and the 3rd among the countries with the average level of income after China and India. Despite decrease in number of so-called patents analogs (are issued in the different states on the same invention), Russia achieved big results concerning quality of the scientific publications and high rates at three largest universities, researchers note.
According to authors of a research, success of economy is connected as with presence of the innovation potential, and conditions for its embodiment. Therefore the index is calculated as the weighed amount of estimates of two groups of indicators: the located resources and conditions for carrying out innovations (institutes, a human capital and researches, infrastructure, development of domestic market, business development) and the achieved practical results of implementation of innovations (development of technologies and economy of knowledge, results of creative activity).
The five of the countries which are most effectively using innovations in 2018 included Switzerland (the eighth year in a row is in the lead), the Netherlands, Sweden, Great Britain and Singapore. The USA took the 6th place.[2]
2017: Russia on the 45th place
On June 15, 2017 the World Intellectual Property Organization (WIPO) of the UN published new edition of rating of the innovation countries. Russia lost two places in a year.
The first place in the Global index of innovations (The Global Innovation Index) again was taken by Switzerland which gained 67.7 points from 100 possible. Switzerland is in the lead seven years in a row. On the second position in 2017 Sweden, on the third — Holland was located. The five of the best also included the USA and Great Britain.
In 2017 Russia took the 45th place of rating (the number of points — 38.8) against the 43rd the previous year when our country rose by five positions. Authors of a research explain fall of Russia with deterioration in positions of the domestic universities in the international ratings, reduction of number of the quoted works and numbers of the submitted patent applications. Besides, among the states with the average level of income Russia took the third place, having conceded to China and India. In close proximity to Russia in rating there are Greece and Chile.
By tradition in WIPO make rating on the basis of several indicators, in particular on the level of investments into researches and scientific and technical developments and also implementations of the innovation ideas in production that, according to researchers, is one of key factors for economic growth. Besides, expenses of the countries on education and development of infrastructure are analyzed. Assessment is made on the basis of the data obtained from different sources including data of the World Bank.
Innovations are the driving force of growth of the global economy based on knowledge, however additional investments are necessary to help to increase the creative potential of the person and production volume. Innovations can help to turn a present economic impulse into long-term growth — the CEO of WIPO Francis Gurry reported.[3] |
2016: Russia on the 43rd place
According to the rating of Global Innovation Index 2016, Russia took the 43rd place in the list of the innovation countries of the world (the Presentation of results of a research). Economic and innovation achievements in 128 countries of the world became an object of a research.
The first place Switzerland, the second — Sweden received, the third — Great Britain, the fourth — the USA, Finland closes the five.
The rating was on the basis of the analysis of several indicators. In particular, the level of investments into researches and scientific and technical developments and also implementation of the innovation ideas was analyzed that, according to researchers, is key for economic growth.
Also expenses for education, the level of development of infrastructure were analyzed.
2014: Russia on the 49th place
In 2013 Russia in this rating took the 62nd place whereas in 2012 - the 51st place (the truth, the research technique changed after that). In 2014 Russia rose up to the 49th place, having outstripped such countries as Greece, Turkey, Brazil, Argentina, Georgia, Kazakhstan and others. But above, than Russia, experts of rating estimate such countries as Moldova, Lithuania, Croatia, Spain, China and others. The first three places in the rating of 2014 were taken by Switzerland, Great Britain and Sweden, and the USA appeared on the 6th place. At the same time in the description of rating it is said that in the 2014th year Russia and China showed the greatest progress (China rose by six points to the 29th place).
The index consists of two podyndeks: consumption of innovations (innovation input) and export of innovations (innovation output). For their calculation 84 indicators are used in total.
