Russia and Belarus signed a protocol on cooperation in the digital sphere

As part of the expansion of cooperation, it is also planned to digitalize government agencies and services, the construction industry, and develop software to ensure technological sovereignty.

Particular attention is paid to increasing the level of information security of government agencies and enterprises, import substitution of software in industry, and the creation of a cloud integration platform for the full life cycle of products.

Within three months, a joint Belarusian-Russian interdepartmental working group on cooperation in the field of digitalization and telecommunications technologies will be formed, the State Committee for Science and Technology of Belarus was informed at the end of November 2024.[1]

Launch of joint digital projects with Tajikistan worth ₽2,5 billion

Russia and Tajikistan have launched joint projects in the field of digitalization totaling over ₽2,5 billion. This was announced in October 2024 by the chairman of the Russian-Tajik Business Council (RTDS) Islam Nazaraliev. These initiatives are aimed at developing information technology and training qualified personnel in the field of the digital economy.

According to TASS, Nazaraliev stressed the importance of training specialists and training in modern digital competencies in the context of a growing digital economy.

Russia and Tajikistan launched joint digital projects worth ₽2,5 billion

RTDS, together with the Ministry of Education of Russia and domestic companies, develops various formats of educational programs. These initiatives include online courses for students and schoolchildren, as well as specialized IT events. The introduction of Russian educational models in Tajikistan is designed to speed up the training of qualified specialists in the field of information technology.

At the RTDS meeting, it was announced the development of more than 30 business projects totaling over ₽3,7 billion. Most are connected to digital technologies, including the concepts of "smart cities" and e-government. In addition, the council, with the support of the Russian Academy of Sciences (RAS), is forming a strategy for the digital transformation of Tajikistan.

Deputy Minister of Economic Development of Russia Dmitry Volvach noted that Russia occupies a leading position among the trading partners of Tajikistan with a share of more than 20% in the trade turnover of the republic. In the first seven months of 2024, the mutual trade turnover of the two countries increased by 3.4% compared to the same period in 2023. Russia is also among the leaders in investment in the Tajik economy and ranks first in the number of companies with foreign participation.[2][3]

On June 17, 2024, Moscow and Beijing signed a cooperation program aimed, among other things, at digitalization. The initiative provides for the creation of a trade and economic platform for in-depth exchange of experience and cooperation between enterprises in areas such as the digital economy, electronic services in trade, etc.

The program of cooperation between the government Moscow and the people's government of Beijing for 2024-2026 was signed by the mayor of the Russian capital Sergei Sobyanin and the mayor of the Chinese capital Yin Yong. The main areas of interaction are the exchange of experience and the implementation of joint projects in such areas as trade and economic cooperation, telecommunications and IT technologies, environmental protection, social protection and, health care education, culture and tourism, urban planning policy.

In 2023, as noted, the volume of mutual trade between Russia and China increased by almost 25% compared to the previous year, reaching about $227 billion. At the same time, the share of Moscow amounted to more than 40% (over $90 billion) of the total trade between the countries. Moscow companies supply Beijing with excimer lasers, data processing units and converters for nuclear power, reagents for research purposes, semiconductor single-crystal silicon crystals, etc. In turn, industrial equipment for enterprises producing medical equipment and medicines, laboratory equipment for chemical analysis, carbon fiber, machines for processing polymer materials, components for video surveillance systems and mobile electronics, fiber optic, geophysical electronic devices, industrial infrared cameras are imported from China to Russia.[4]

The strategy is aimed at ensuring security, strengthening scientific and technological sovereignty, solving socio-political and socio-economic problems, which includes conducting research, development, technological, production, organizational, economic and other work.

The State Committee on Science and Technology of Belarus and the Ministry of Science and Higher Education of the Russian Federation, together with interested government agencies, were instructed to prepare and submit for approval by the Council of Ministers of the Union State an action plan for the implementation of the strategy.

2023

Putin spoke about ICT cooperation between Russia and Africa

Russia is expanding cooperation with African states in the field of information security, artificial intelligence and the digital economy. This was announced on July 27, 2023 by Russian President Vladimir Putin.

According to him, Russia has good experience in creating and using information technologies in tax administration, registering property rights, providing electronic public services to citizens, legal entities and companies.

Agreement on ICT cooperation signed between Russia and Turkmenistan

Russia and China agree on joint antitrust regulation of the IT industry

2021: Russia and Azerbaijan begin large-scale cooperation in the field of IT and communications

Russia invited Kazakhstan to jointly develop technologies for digital transformation

The parties also discussed a project to create a personal mobile satellite communication system, which was previously presented at the site of the Shanghai Cooperation Organization (SCO). The main goal of creating a project, on the implementation of which the Russian company Mainland is working, is to provide mobile personal satellite communication services to the territory of the SCO member states. The work is planned to be carried out in cooperation with state and commercial structures of China.

The main sectoral bilateral mechanism between the Ministry of Communications of Russia and the Ministry of Industry and Informatization of the PRC is the Subcommittee on Communications and Information Technologies of the Russian-Chinese Commission for the Preparation of Regular Meetings of Heads of Government, whose meetings are held annually. The XVI meeting was held on June 8, 2017 in Moscow. The meeting discussed the cooperation of leading organizations in the field of information technology with research organizations in Serbia. The head of the Ministry of Telecom and Mass Communications of Russia told his Serbian colleagues about the city of Innopolis and the Skolkovo Foundation. Representatives of a number of companies included in it made presentations.
