2022: Hit by US sanctions

2021: Plan to increase production of microwave modules for radar and navigation

Rostec unites electronic enterprises to create a "national vendor"

In early December 2020, Rostec CEO Sergei Chemezov spoke about the new details of the restructuring of the electronic cluster. In the first quarter of 2021, the state corporation will launch a new holding, which will operate under the Roselectronics brand, and JSC United Instrument-Making Corporation will become its head structure. Creation of a joint venture for the production of "smart" electricity meters

Roselectronics Holding of Rostec State Corporation and Russian developer and manufacturer of integrated circuits JSC PKK Milander signed an agreement on the creation of a joint venture for the production of smart electricity meters on December 5, 2018. According to the document, a controlling stake will belong to Roselectronics.

The newly created company will produce smart metering devices for electricity consumption and ECB at the facilities of Roselectronics enterprises. It is planned that within a year the project will reach self-sufficiency, and its production capacity will be 1.5 million meters per year.

As of December 2018, the Russian market for electric meters mainly provides devices manufactured on the basis of foreign integrated circuits, printed circuit boards, electronic components and modules, and case elements. The joint venture will ensure the production of a secure energy metering system based on mass-produced integrated circuits of Russian development. Information security products are guaranteed by a protected microcontroller of domestic production, using Russian cryptographic algorithms information exchange. 2017

CETC Contract Manufacturing Agreement

On August 23, Roselectronics (the parent organization of the State Corporation Rostec holding of the same name) and Nedi Technology Co. Ltd (part of China Electronics Technology Corporation (CETC)) signed an agreement to organize a contract production of semiconductor devices.

In particular, CETC undertakes to ensure the warranty period of the manufactured products for a period of 12 months after delivery, and Roselectronics - the patent purity of the manufactured products. A special section of the agreement is devoted to the protection of intellectual property rights, as well as trade secrets.

In November 2016, Roselectronics and CETC entered into a foundry cooperation agreement, in which the Russian holding undertakes the development and design of semiconductor devices, and the Chinese company ensures their production in a given volume.

The parties have been developing cooperation since 2014, when they created several working groups for the exchange of information and discussion of interaction. In particular, the possibility of creating a joint laboratory in Russia for the development of various types of electronic components is being considered.

Association of Roselectronics and defense industry

In February 2017, Rostec announced that it would transfer to Roselectronics the powers of the sole executive body of the United Instrument-Making Corporation (OPK) and create a united company on their basis. It will become the largest player in such high-tech segments as ACS, communications, electronic intelligence, as well as a major player in the civilian market in terms of intellectualization proizvodstvennoy̆ transport logisticheskoy̆, information tekhnologicheskoy̆ infrastructure, they say in Rostec.

The decision to merge is the next step in the implementation of the strategy of the Rostec radio-electronic cluster, the state corporation explains. Currently, the defense industry complex and Roselectronics are simultaneously represented in the markets of communications, ACS, microwave electronics, computer equipment and telecommunications equipment. Their unification will finally eliminate internal competition and organize comprehensive work to achieve the results necessary for the state in the relevant areas.

According to the decision of the state corporation "Rostec," the transition of enterprises under a single management is at the stage of completion, all procedures for the formation of a combined company must be completed within 4 months. Until that time, it is also planned to form the main leadership of the new association.

2016

Roselectronics forms an association of manufacturers of television and optoelectronic technology

The Roselectronics holding of the Rostec state corporation has begun to form an integrated structure for the development and production of television and optoelectronic equipment. According to CNews in Roselectronics, in accordance with the decision of the company's board of directors, the parent organization of the new association will be the St. Petersburg Research Institute of Television, which is transferred the powers of the single executive body of Electron-Optronic (St. Petersburg), the Research Institute of Industrial Television "Rastr" (Veliky Novgorod), the company "Plasma" (Ryazan) and the "Special Design Bureau of Controls" (Tver). Roselectronics plans to invest more than 190 billion in innovation in 5 years

Roselectronics plans to allocate p191.4 billion to finance the innovative development program in 2016-2020. In the total investment volume, 35.6 billion rubles are provided at the expense of the holding's own funds, the rest - at the expense of budgetary sources, including FTP.

The total investment in R&D provides for 61.2 billion rubles (own funds - 17.1 billion rubles), for technological modernization - 119.4 billion rubles. About 10.7 billion rubles are planned to be spent on activities related to the implementation of the program. It is planned to allocate 107.4 billion rubles for the implementation of the program in 2016-2018. of which 36.4 billion rubles for R&D, 64.6 billion rubles for technological modernization.

The amount of financing of the program in 2019-2010 is planned at the level of 83.9 billion rubles, including R&D 24.7 billion rubles, technological modernization 54.8 billion rubles.

During the program, it is planned to implement 66 innovative projects in the main areas: electronic component base, microwave electronics, communication systems and complexes, special-purpose ACS and remote sensing of the Earth, industrial electronics, information and telecommunication solutions, security systems, medical equipment and scanning microwave equipment.

The largest enterprises of the holding will take part in the implementation of the projects, in particular, the Moscow "Istok," the state plant "Pulsar," "Optron," "Toriy," "Spetsmagnit," the central research institute "Cyclone," Saratov "Almaz" and "Contact," Penza "Radio Plant" and the St. Petersburg Research Institute of Television.

Developing lasers to fight cancer

On October 5, 2016, Rostec announced that the Roselectronics holding, which is part of the state corporation, is developing lasers to fight cancer. The new technology will be applied not only in medicine.

We are talking about infrared lasers (2-5 microns) of quantum cascade type, which are planned to be used to improve the accuracy of diagnosis of diseases, as well as for the selective destruction of cancer tumor cells and in wound healing.

Quantum cascade lasers are layered heterostructures consisting of active regions in which photons are emitted and injection regions through which carriers fly to the next active region.

Rostec notes that the effective continuous operation of IR lasers at room temperature is hindered by a strong predominance of non-radiative recombination processes of non-equilibrium carriers over the process of radiative recombination. In addition, energy losses associated with intrazonal absorption of radiation are high in IR lasers.

In an attempt to solve these problems, Roselectronics creates quantum cascade lasers on inter-zone transitions and lasers on inter-zone transitions based on semiconductor heterostructures with quantum wells and superlattices.

In addition to healthcare, new lasers can be used in optical and space communications, high-resolution molecular spectroscopy, highly sensitive spectral gas analysis, in particular in volcanology, in controlling emissions into the atmosphere and fast-flowing technological processes.

The general director of Roselectronics, Igor Kozlov, said that by October 2016, the holding is choosing in which application direction it is worth developing this technology. He also noted that it is too early to talk about the timing of the development.

By 2019, Roselectronics will unite enterprises into 7 integrated structures

Roselectronics (part of the state corporation Rostec) plans to merge most enterprises into seven integrated structures during the restructuring program by the end of 2018. Each company will switch to a single share, said Igor Kozlov, CEO of Roselectronics[3]

"We plan to implement the program taking into account the duration of legal registration for a couple of years, by the end of 2018," he said during a press conference on Thursday at the Interfax central office. At the same time, Igor Kozlov did not rule out that in the future the consolidation process in the holding will continue.

According to him, on the basis of Roselectronics itself, Moscow enterprises will be combined in the field of microwave technology production (NPP Pulsar and State Pulsar Plant), certification and microelectronics (Progress Microelectronic Equipment Research Institute), as well as holding enterprises engaged in the production of special materials (Moscow Spetsmagnit, Petersburg Ferrit-Domain, Krasnoyarsk "Germany"). In total, it is planned to include 21 holding enterprises in the combined company with a total revenue of 14.3 billion rubles in 2015. I. The second integrated structure will be created on the basis of NPP Istok im. A.I. Shokin (Fryazino, Moscow region). The total revenue of the combined enterprises in 2015 amounted to 13.5 billion rubles, the forecast for 2016 - 15.3 billion rubles, 2020 - more than 22 billion rubles.

Saratov NPP Almaz will combine the assets of Roselectronics located in the Volga regions with a total revenue of 4 billion rubles in 2015, the forecast for 2016 is 4.3 billion rubles, 2020 more than 6 billion rubles.

On the basis of the Novosibirsk Semiconductor Devices Plant, it is planned to combine five Siberian radio electronics enterprises with the OKB. The total revenue in 2015 is 2.7 billion rubles, the forecast for 2016 is 2.9 billion rubles, 2020 more than 4 billion rubles.

St. Petersburg Research Institute "Girikond" will unite 8 enterprises in the field of production of electronic components with total revenue in 2015 of 2.8 billion rubles, forecast 2016 of 2.9 billion rubles, 2020 more than 4 billion rubles.

The Omsk Research Institute of Instrumentation will combine enterprises for the production of communications equipment with a total revenue of 7.3 billion rubles in 2015, a forecast of 7.5 billion rubles in 2016, and about 11 billion rubles in 2020.

The St. Petersburg Research Institute of Television will become the parent enterprise of Roselectronics in the field of photoelectronic devices and information display devices. The revenue of the combined enterprises in 2015 is 2.1 billion rubles, the forecast for 2016 is 2.6 billion rubles, 2020 is about 3 billion rubles.

I. Kozlov explained that at present, work continues to find the most effective form of management of many assets of the holding. According to I. Kozlov, in the process of restructuring, the holding expects to reduce administrative costs by about 20-25%. Roselectronics plans to enter the market of protective labels

Label weight does not exceed 5 μg, diameter - 3 mm, thickness - 3 μm. However, the configuration of the product can be changed to suit the specific tasks of the customer.

The functional material of the tags was examined in various international organizations, including Munichinnovative Biomaterials GmbH (Germany), Labor für chemische und Inneraum-Analyzen (Austria), Institute of Plant Genetic Recourses (Central Institute for Eastern Europe), National Center for Infectious and Parasitic Diseases (Bulgaria). Announcement of modernization for 15.57 billion rubles

In April 2014, it was announced that in 2014 15.57 billion rubles will be invested in the technical re-equipment of the production of the enterprises of the Roselectronics holding (part of the Rostec State Corporation), including 4.25 billion rubles from the federal budget. "The planned technical re-equipment will allow the holding to strengthen its position in the world market, as well as significantly increase its sales," said Andrei Zverev, General Director of Roselectronics .

In particular, investments will be allocated for the production of vacuum microwave electronics for the equipment of ground-based and airborne anti-aircraft missile systems, electronic countermeasures systems, solid-state microwave electronics for the equipment of active phased antenna arrays of ground-based and aircraft-based systems, radiation-resistant ECB for the equipment of strategic missile control systems, nuclear weapons automation and space technology with long operating time of the devices.

It was announced that in 2014 Roselectronics will complete a project for the technical re-equipment of the test center of the Russian Research Institute "Electronstandard" to provide certified equipment with an electronic component base.

Project for the creation of the LED industry in Russia

Roselectronics, part of Rostec Corporation, is implementing the LED Lighting Systems project as part of the corporate roadmap for the development of the LED industry. In the company's reporting, it is designated as "a project to create an LED industry in Russia."

The total financing of the project is 9.1 billion rubles, of which 7 billion rubles. are attracted as borrowed funds in the form of a credit line from VEB. The project involves the creation of a large-scale production of LEDs and LED lighting devices. For its organization, it is planned to build a full-cycle plant in the Tomsk special economic zone. According to the initial plans, the construction of the plant was supposed to start in 2012, but subsequently the dates were postponed to the spring of 2013 due to a delay in the decision by VEB. Later, the dates for the start of construction were postponed to 2014. Commissioning of the plant is scheduled for 2016.

The plant will reach full capacity, which will be able to produce over 600 million LEDs per year, is expected in 2017.

In August 2014, Roselectronics announced that the Chinese Electronic Technology Corporation (CETS) would become a participant in the project to create the plant. At the time of the message, various options for the participation of CETS are being worked out, including the supply of equipment for the production of innovative lighting systems of a new generation.

Foreign trade turnover amounted to 4.55 billion rubles

In 2013, the basis of the foreign trade turnover of the Roselectronics holding was made up of products of the electronic component base (ECB). Association with Sirius and Orion

In February 2013, it became known that the state corporation "Russian Technologies" is merging its three ICT concerns - "Orion," "Sirius" and "Russian Electronics" - into a single holding under the control of the latter.

The decision to merge the three concerns was made back in 2012: the supervisory board of the state corporation Rostekhnologii, where the transfer of Sirius and Orion assets to Russian Electronics was approved, took place on December 19, 2012.

As a result of restructuring, the enterprises included in Sirius and Orion will become the property of Russian Electronics. The former head of Sirius, Leonid Ukhlinov, was also offered to take the post of deputy general director of Roselectronik, which he refused.

In the summer of 2013, as part of an additional issue, the Roselectronics holding received stakes in the first four enterprises:

It was announced that by the end of 2013, stakes in 14 more leading enterprises of the radio-electronic complex, including the research and production enterprise NPP Vostok, the State Plant Pulsar and Salyut, will be transferred to the balance sheet of Roselectronics. Roselectronics enterprises will receive 219 billion rubles for development

In November 2013, the Roselectronics holding announced the approval of the innovative development program until 2020 and intentions within its framework to invest more than 219 billion rubles in the development of its companies. Of these, almost 90 billion rubles. will be directed to the development, production and promotion of high-tech civilian products.

Roselectronics explained to TAdviser that 41% of the total investment demand for 2013-2020 will be covered by funds from the holding's operating activities, credit financing will provide 25% and budget financing (from the corresponding federal target programs) - 34%.

The innovative development program provides for research and development work, technological modernization, including technical re-equipment, improving energy efficiency and environmental friendliness of production and labor productivity, as well as the formation of innovative infrastructure and personnel development.

The funds, in particular, will go to the development and production of ECB, microwave electronics and materials, communication systems and complexes and special-purpose ACS, industrial electronics, information and telecommunication solutions, security systems, medical and scanning microwave equipment.

NPP Pulsar, for example, will spend 17.6 billion rubles on the development and production of onboard radar systems with a synthesized aperture. Roselectronics believes that, thus, Russian equipment will be able to compete on equal terms with the best samples of similar complexes in the leading countries of the world.

Another 7 billion rubles are planned to be spent on creating a full cycle of large-scale production of LEDs and lighting devices based on the NTS "LED lighting systems." It is expected that thanks to the implementation of this project, the savings in lighting costs at the enterprises of the Rostec state corporation will be about 70%.

NPP "Toriy" will be allocated 255 million rubles. for the development of an electron accelerator for the railway inspection and inspection complex, which should increase the efficiency of customs control due to the fact that it will allow controlling the cargo of railway trains at speeds up to 70 km/h.

It is worth noting that in 2011 Roselectronics also approved the program of innovative development of the holding company for the period up to 2020. Then it provided for a lower total amount of financing - 162.0 billion rubles, of which 57.9 billion rubles for R&D, 99.3 billion rubles for technological re-equipment. Roselectronics "announced 100% fulfillment of the state order in 2013

In 2013, the volume of the state defense order placed at the enterprises of the Roselectronics holding, which is part of the Rostec State Corporation, increased by 18% compared to 2012. 13 billion rubles invested in the modernization of Roselectronics enterprises

Roselectronics Holding, part of Rostec State Corporation, continues to modernize the production capacities of its enterprises, the purpose of which is to increase quality characteristics and reduce the cost of manufacturing radioelectronic products. From 2011 to 2013, more than 13 billion rubles were allocated for the modernization of the holding's enterprises .

As part of the technical re-equipment, the holding implemented 73 projects to modernize production: the main production buildings were reconstructed, a modern technological base and a long-term basis for the development of the electronic industry were created, the costs of developing new promising weapons and military equipment were reduced. The projects will be completed in 2018. The main result of this process will be the creation of local centers for technical modernization in the field of defense production. 2012: Holding's revenue 6.5 billion rubles (+ 24 %)

According to the annual report of Roselectronics for 2012, the revenue of the parent company of the holding for the reporting period amounted to 143 million rubles, which is 13% lower than in 2011. The revenue of the entire holding in 2012 amounted to about 6.5 billion rubles, which is 24% higher than the same indicator for 2011.

The net profit of the holding in 2012 amounted to 115 million rubles, having decreased by 87.6% compared to 2011. The key factor in reducing net profit in the annual report is the termination of the joint venture agreement "On the implementation of a joint investment project for the reconstruction and operation of production facilities" between RNII Electronstandard, Sputnik, NPP Electronstandart and Ikoflok.
