Central Research Institute "Electronics" is an information and analytical center of the domestic radio-electronic industry, coordinating the activities of industry enterprises in the field of economics, scientific and technical policy and international cooperation.

The Institute prepares information and analytical materials on the real financial, economic and resource support of industry organizations, coordinates the development of investment activities, collects and structures information on the achievements of domestic radio electronics, participates in the creation of an industry intellectual property fund.

The Institute includes seven research departments and a scientific and technical center.

Central Research Institute "Electronics" is part of the structure of the State Corporation "Rostec."

The Institute is the coordinator of work on the preparation of an action plan Ministry of Industry and Trade Russia for import substitution in radio electronics until 2020. Large-scale work has been launched to implement the plan - the enterprises of the industry are tasked with the prompt creation of modern high-tech products of Russian production, which are in demand by the market.

2023: Wage arrears

On January 12, 2023, it became known about the initiation of a criminal case on the fact of a delay in the payment of salaries to employees of the Central Research Institute of Economics, Management and Information Systems (TsNII) Electronics, which is part of Rostec.

As the employees of the institute told CNews, about 30 employees who were on the staff of the Central Research Institute from February to September 2022 were recognized as victims in the case. By mid-January 2023, all debts for the specified period were repaid by the institute's management. In return, all employees had to sign applications addressed to the senior investigator in the case of renouncing the status of the victim, the newspaper writes.

The criminal case was dismissed, but employees of the institute filed an application for its resumption, as the institute again began to delay salaries.

Despite the measures taken by the prosecutor's office and the investigation, as well as the shareholder's promise to prevent further violations of Russian legislation in terms of wages for workers, wage arrears at the Central Research Institute "Electronics" have now increased again and as of January 10, 2023, the delay in payments is more than three months, "- said the Council of Veterans of the Central Research Institute.

According to CNews on January 12, 2023, the number of NCI employees has noticeably decreased in recent months. By July 1, 2022, the average number of employees was 46 people against 154 at the beginning of the same year.

According to CNews interlocutors, the total debts of the enterprise to counterparties, tax authorities and employees exceed 60 million rubles. The property complex and assets of the institute, including four floors of an office building on the street. Astronaut Volkov in Moscow, have a nominal value of about 300 million rubles, although their market value is significantly higher, the newspaper notes.[1]

2017: Memorandum with the Ministry of Industry and Information Technology of the PRC

Central Research Institute of Electronics, part of Rostec State Corporation, and the Center for International Economic and Technological Cooperation under the Ministry of Industry and Information Technologies of the PRC signed a memorandum of understanding in September 2017. The signing took place within the framework of the second meeting of the Subcommittee on Cooperation in the Field of Industry in Kazan and in the presence of the heads of the industry department of the two countries - Denis Manturov and Miao Wei.


According to the document, the Central Research Institute of Electronics and the Center for International Economic and Technological Cooperation of the PRC agreed to organize a joint competition in the field of electronic technologies. Young scientists and researchers will take part in the competition. The competition will be held in Russia and China, and the winners selected in each of the countries will have the opportunity to present their projects at international exhibitions, conferences and other events organized on the territory of the other side.
