Cancellation of a deferral to pay a debt of 17 billion rubles to ВЭБ.РФ

On November 28, 2024, it became known that the state development corporation "ВЭБ.РФ" achieved the cancellation of the decision to postpone the payment of 17.8 billion rubles of debt from the Zelenograd enterprise "Angstrom." According to estimates by the Federal Tax Service (FTS), bankruptcy threatens this company without state support.

In June 2023, the Moscow Arbitration Court satisfied ВЭБ.РФ 's claim to recover 17.8 billion rubles from Angstrom, and in December of the same year, the company, through the court, asked for a delay in the execution of the decision. In May 2024, the Ninth Arbitration Court granted a delay to Angstrom for three years. But, according to CNews, the company subsequently lost it. During the court hearings, the conclusion of the Federal Tax Service was presented, according to which Angstrom has 108 enforcement proceedings in the amount of 147.6 billion rubles. In addition, there are pending litigation in the amount of more than €500 million. It is also said that Angstrom does not have the opportunity to fully execute judicial acts to recover debts from it. Thus, as stated in the documents, the delay will not lead to the fact that obligations to the "ВЭБ.РФ" will be fulfilled. Angstrom, as emphasized, did not confirm that, if the delay is further preserved, it is guaranteed to comply with the court's decision to pay the debt.

Launch of microcontrollers for smart home systems

Angstrom, a resident of the Technopolice Moscow special economic zone, has begun mass production of universal microcontrollers for smart systems with a production capacity of 100 thousand devices per year. This became known in November 2024.

According to Moskva24, the company's investments in production development exceeded ₽1 billion. 1080 specialists participate in the implementation of projects.

Anatoly Garbuzov, head of the Moscow investment and industrial policy department, stressed that in November, microcontrollers manufactured by Angstrem were included by the Ministry of Industry and Trade in the list of domestic products, which provides priority access to purchases of state-owned companies.

The new microcontrollers attract the attention of manufacturers of industrial automation systems, the Internet of Things, smart networks, security systems and alarms. The eight-bit microcontroller has been upgraded to meet modern market requirements.

The company is also developing a universal 32-bit microcontroller as part of the Route-1P project. The chip programmer is equipped with a USB interface and functions for writing, reading and deleting information.

Founded in 1963, Angstrom is one of the pioneers of the domestic electronics industry. Over 60 years of operation, the company has produced more than 10 thousand types of microcircuits for the space, nuclear and telecommunications industries.

Since the beginning of 2024, the company has developed about 150 types of electronic products, of which 107 have already been put into production. All developments are presented in the updated Museum of Microelectronics of Angstrom JSC named after V.V. Grigorievsky.

The company provides import substitution of the electronic component base of the first level, necessary for the development of domestic industry.[2]

Court demand to pay Zenit Bank ₽1 billion debts

In November 2024, the Arbitration Court of the Moscow District canceled a two-year delay in paying the debt to the microelectronics manufacturer Angstrem JSC and ordered the company to pay the bank Zenith"" more than ₽1 billion. The judges of the Moscow district stressed that the case lacks evidence worthy of support that the one-time fulfillment of the established monetary obligation will have a critical impact on the defendant's fulfillment of the state defense order.

Earlier in May 2024, the company received a two-year deferral to pay the debt. Representatives of Angstrom argued the need to postpone the possible disruption of the implementation of the state defense order.

In July 2023, the company received ₽716,6 million from the government reserve fund to a separate account in Promsvyazbank. In November, bailiffs arrested more than 30 bank accounts of the enterprise in six banks, including funds from a state subsidy.

According to the Rusprofile.ru service, Angstrom is a supplier in 327 state contracts with a total value of ₽4,6 billion. The main customers are the Ministry of Industry and Trade and the Ministry of Defense of Russia.

During the trial, it turned out that the total debt of the enterprise to creditors exceeds ₽200 billion. The company was unable to provide the court with an explanation of exactly how the delay would help stabilize the financial situation.

On January 30, 2024, the Deputy Prime Minister of Russia issued a resolution on unblocking and removing arrests from the company's accounts until special notice, but this did not affect the final court decision on the need to pay off debts to Zenit Bank[3]

Receiving a 3-year reprieve to pay multibillion-dollar debt to ВЭБ.РФ

In October 2024, the Arbitration Court of the Moscow District decided to grant a three-year delay to the Zelenograd microelectronic plant Angstrem to pay debts to the state development corporation ВЭБ.РФ. The court rejected the cassation appeal of ВЭБ.РФ against the earlier decision of the lower instance.

According to CNews, the total amount of Angstrom's debt to ВЭБ.РФ is about ₽220 billion. This debt arose as a result of default on a loan issued in the 2000s for the construction of the Angstrem-T plant.

The court granted Angstrom a delay of 3 years on the payment of multi-billion dollar debt to ВЭБ.РФ

The court took into account the arguments of Angstrom that a one-time debt collection could lead to bankruptcy of the enterprise and disruption of the fulfillment of the state defense order. The company plays a key role in providing the military-industrial complex of Russia with an element component base.

Earlier, the Ministry of Industry and Trade of Russia provided Angstrom with subsidies in the amount of ₽716,8 million from the government's reserve fund. These funds are used to modernize the production base and purchase 51 units of new equipment.

It is planned that by 2027 the company's revenue will grow to ₽5,5 billion, which is four times higher than in 2023. This will allow Angstrom to start paying creditors without disrupting the production process and fulfilling government orders.

The court also took into account that for the period 2025-2027, Angstrom is faced with the task of providing enterprises of the Russian military-industrial complex with reserves of an element component base until 2030 inclusive.

The court's decision to grant the stay was upheld by prosecutors. Moscow The Russian Ministry of Industry and Trade, which initially opposed the postponement, subsequently changed its position.[4]

Purchase of equipment to increase production by 4 times

In September 2024, it became known that the Zelenograd microelectronic enterprise Angstrom purchased new equipment to increase production four times. The company, despite many years of attempts to bankrupt it, is taking measures to get out of the difficult financial situation and plans to start paying off debts to creditors.

According to CNews, in July 2023, Angstrom received a subsidy of ₽716,7 million from the reserve fund of the Russian government as part of an agreement with the Ministry of Industry and Trade to expand production and increase production volumes. These funds were allocated in accordance with the Decree of the Government of the Russian Federation No. 1867 of October 20, 2022 and became an incentive for the company in the implementation of its ambitious development plans.

Angstrom purchased equipment to increase production by 4 times

In 2022, the volume of orders of the enterprise almost quadrupled compared to 2021 and continues to increase. According to the documents provided, from January to November 2023, the company delivered more than 3.6 million units of products, while in 2021 this figure was 1.08 million units. Within the framework of the government program, Angstrom acquires 51 units of equipment for modernization and expansion of production capacities, which will increase production to more than 14.4 million units per year.

The company expects that the growth in production will lead to an increase in revenue of up to ₽5,5 billion. This indicator, as stated in the documents, will allow the company to begin to satisfy the requirements of creditors. In the long term, Angstrom plans to master the production of products in plastic cases, with the deployment of the corresponding production line by 2030. This will increase production to 90 million units annually.[5]

The Ministry of Industry and Trade supported the bankruptcy of Angstrom

In September 2024, the Russian Ministry of Industry and Trade supported the bankruptcy procedure of the oldest manufacturer of microelectronics, Angstrom. This decision was made during a meeting of the Moscow Arbitration Court, where the application of the Mirt company to declare Angstrem bankrupt was considered. The bankruptcy case has been going on since 2016, but the procedure has not been started. The Ministry of Industry and Trade filed a petition for the introduction of a monitoring procedure, which actually means the beginning of the bankruptcy process.

According to Vedomosti, the representative of the ВЭБ.РФ, which is one of the main creditors of Angstrom, also supported this petition. According to experts, the observation procedure is the first stage in the bankruptcy process, in which the company continues its activities, but its management is obliged to provide the arbitration manager with all documents and information related to the activities of the enterprise over the past three years. This procedure is a preparatory stage before a possible bankruptcy proceedings, during which the property of the debtor can be sold to satisfy the claims of creditors.

The Ministry of Industry and Trade supported the bankruptcy of the microelectronics manufacturer Angstrom

Angstrom's debt history dates back to 2008, when ВЭБ.РФ issued a loan worth more than €1.3 billion for the construction of a microelectronic component plant. However, the subsidiary of Angstrom-T was unable to fulfill its obligations, which led to its bankruptcy in 2019. In 2023, Angstrom-T's debt to ВЭБ.РФ reached ₽93,8 billion, of which ₽24,7 billion is moratorium interest. As a result, the court ordered Angstrom as a guarantor to pay ₽17,8 billion of this amount.

At the same time, as the source of the publication noted, we are not talking about the termination of the enterprise. On the contrary, the goal is to stabilize the financial situation with the possibility of subsequent expansion of production. However, specific mechanisms, as can be achieved, have not yet been disclosed by September 2024.[6]

Angstrom, with the support of the prosecutor's office and the Ministry of Industry and Trade, fought off the demands of Bank Zenit to pay billions of dollars in debt without deferral

The Ninth Arbitration Court of Appeal in July 2024 considered the complaint of Bank Zenit against the earlier decision to provide the manufacturer of microelectronics Angstrom with a two-year installment plan to pay the bank a debt of about 921 million rubles and refused to satisfy its claims[7].

We are talking about the payment of overdue debt on loans opened in 2013-2015, and interest. The debt was recovered from Angstrom back in 2019, the writ of execution was issued in 2020, but it has not yet been recovered, follows from a court ruling published in July 2024. The amount of debt under the executive document is already 1.032 billion rubles and recently, in May, the company was provided with an installment plan for the execution of judicial acts for two years.

Zenit Bank does not want to wait for the debt to be repaid for another two years, so it filed an appeal against the court decision to grant Angstrom a deferral. Angstrom and the Ministry of Industry and Trade received feedback on the bank's appeal with objections. The prosecutor's office of the city of Moscow also supported the decision of the court of first instance to grant a delay and asked to refuse to satisfy the appeal.

Angstrom is a strategic enterprise

Angstrom in court justified the need to grant him a deferral by the fact that in November 2023, in the framework of other enforcement proceedings (as part of litigation with ВЭБ.РФ - note TAdviser), more than 30 of his bank accounts in six banks were arrested, including funds received in 2023 as a subsidy of the Russian government for re-equipment of the production base and modernization of production.

The adoption of measures to enforce debt collection will lead to a breakdown in the fulfillment of the state defense order, which may entail negative consequences for the Russian Federation, representatives of Angstrem said in court.

The Ninth Arbitration Court of Appeal agreed with the microelectronics manufacturer's arguments and pointed out that the circumstances indicated by Angstrom in support of the application for deferral are exceptional and of national importance.

From the evidence available in the case, it follows that the imposition on the defendant of the burden of a one-time payment of all debt may further lead to the bankruptcy of Angstrom, which, in turn, will cause the interested person more damage than in the event of untimely repayment of the debt by court decision. In such a situation, the one-time execution of the judicial act does not contribute to the criterion of developed economic turnover as a whole, the Ninth Arbitration Court of Appeal notes.

The resolution also says that the debtor made arguments and evidence confirming the possibility of stabilizing his financial situation, fulfilling existing contracts, as a result of which the planned cash receipts may allow the actual execution of the court's decision, subject to a delay.

Recall that large sums from Angstrom also require ВЭБ.РФ to pay, in the case of him, about 1.3 billion euros in debt, in particular, Angstrom was also previously granted a deferral (more details - in the blocks below).

Ex-Minister of Communications Leonid Reiman could not sue Angstrom for 50 million rubles of borrowed funds

In early July 2024, the Moscow City Court refused to satisfy the claim of the former Minister of Communications of Russia Leonid Reiman against the Zelenograd microelectronics plant of Angstrom JSC. We are talking about the return of 50 million rubles of borrowed funds.

The Vedomosti newspaper tells about the process. It is alleged that Reiman personally transferred the indicated amount to Angstrom in 2015. Subsequently, the Angstrom-T plant, which is part of the Angstrom group, had difficulties with the implementation of a project to create a new microchip production, and the company was declared bankrupt. In 2019, bankruptcy claims began to be filed with Angstrom JSC itself, and Reiman tried to return the borrowed funds provided.

Ex-Minister of Communications Leonid Reiman could not sue 50 million rubles from Angstrom

In particular, in February 2020, the plaintiff was Alternative Capital LLC, which Reiman solely owns. But the court recognized the agreement of February 2017, according to which the right to claim the debt against Angstrom JSC was transferred to Alternative Capital LLC, invalid. In December 2023, Reiman's claim against Angstrom JSC was considered: then the court concluded that the evidence provided for the debt was not enough to satisfy the stated claims. After that, Reiman filed two appeals to the Moscow City Court: the defendants are two legal entities that were part of the Angstrom group - Angstrom JSC and Angstrom-T JSC.

Appeals were also reportedly dismissed. The court ruled that "the claims declared by the plaintiff indicate a high probability of the imaginary nature of the debt." At the same time, a source close to Reiman told Vedomosti that all payment documents and account statements indicating the provision of a loan were presented in the framework of the case. In addition, the defendant confirmed the receipt of funds. Therefore, the decisions made are planned to be appealed to the cassation instance.[8]

The court recovered more than 1 billion euros of penalties from Angstrom in favor of ВЭБ.РФ

The Moscow Arbitration Court satisfied the claim of the state corporation "ВЭБ.РФ" against the manufacturer of microprocessors and RFID systems JSC "Angstrom" in the amount of more than 1 billion euros, Interfax reported on June 13, 2024.

The court decided to recover a penalty of 1,045,1 million euros for the period from November 19, 2019 to March 27, 2024, as well as to charge additional amounts based on the calculation of 0.05% per annum from March 28, 2024 to the actual date of payment of the debt.

The Moscow Arbitration Court satisfied the claim of the state corporation "ВЭБ.РФ" against the manufacturer of microprocessors and RFID systems JSC "Angstrem"

According to Interfax, the court's decision was published on the official website, and it says that the claim is satisfied in full. Details of the case have not yet been disclosed.

The application of "ВЭБа.РФ" was received by the court on March 28, 2024. Earlier, on January 17, 2024, the Arbitration Court of the Moscow District upheld another decision on the claim of the state corporation against Angstrem JSC, according to which the amount of recovery amounted to 1.3 billion euros. This amount included 815 million euros of loan debt, 467.5 million euros of interest and 25.7 million euros of penalties, Interfax said.

At the end of January 2024, the court of first instance granted Angstrom's petition to postpone the execution of the decision, providing the company with a three-year delay. The claims for this claim were based on a surety agreement dated January 16, 2012, which secured the obligations of Angstrem-T JSC under a loan agreement dated April 9, 2008.

According to Interfax, on January 23, 2024, the Arbitration Court of the Moscow District confirmed the decision of the lower courts in another lawsuit, satisfying the requirements of ВЭБа.РФ to recover 17.8 billion rubles from Angstrom JSC from the declared 24.7 billion rubles. This amount included 17.8 billion rubles of moratorium interest, as well as interest accrued from February 4, 2023 to the date of actual payment, based on the key rate of 6.5% per annum, and state duty in the amount of 144.5 thousand rubles.[9]

The court recovered 17.8 billion rubles from Angstrom JSC in favor of ВЭБ.РФ

On May 21, 2024, it became known about the decision of the Supreme Court of Russia on the proceedings between Angstrom JSC and ВЭБ.РФ. In accordance with the verdict of the last court instance, the chip manufacturer will have to pay about 17.8 billion rubles to the state corporation. The essence of the claim is as follows:

  • ВЭБ.РФ issued a loan to Angstrom-T, in this agreement Angstrom acted as a guarantor;
  • the borrower did not return the money and was declared bankrupt;
  • "ВЭБ.РФ" considered penalties (moratorium interest) for non-repayment of the loan and decided to recover them from the guarantor. The state corporation demanded 24.7 billion rubles, the RF Armed Forces approved a payment of 17.8 billion rubles.

It became known about the decision of the Supreme Court (Supreme Court) of Russia on the proceedings between Angstrom JSC and ВЭБ.РФ

As Interfax reports with reference to the ruling of the Supreme Court, the arguments of the cassation appeal do not confirm the existence of grounds for considering the case in the court session of the Judicial Collegium of the Supreme Court and revising the appealed judicial acts, since they do not allow us to conclude that "violations of substantive law and (or) procedural law norms have been admitted, which led to a judicial error of a significant and insurmountable nature."

Earlier in 2024, the Arbitration Court of the Moscow District confirmed the decision of the courts of lower instances to recover 17.8 billion rubles from Angstrem JSC in favor of ВЭБ.РФ. As explained in the court ruling, the indicated amount includes:

  • moratorium interest;
  • interest starting from February 4, 2023 to the date of actual payment, based on the key rate of 6.5% per annum accrued in the amount of 93.77 billion rubles to the date of repayment;
  • 144.5 thousand rubles of state duty.

At one of the meetings, the court, at the request of Angstrem JSC, attracted the Ministry of Industry and Trade to participate in the case as a third party, but refused the company's petition to do the same in relation to the Ministry of Defense of the Russian Federation.[10]

"ВЭБ.РФ" tried to cancel the three-year deferment of "Angstrom" to pay her 1.3 billion euros

As TAdviser found out, the state corporation "ВЭБ.РФ" in March tried to achieve the cancellation of the court ruling on granting Angstrom a delay in the execution of the court decision to pay it about 1.3 billion euros. The specified amount includes debt, interest on the use of the loan and a penalty.

The decision to recover 1.3 billion euros from Angstrom in favor of ВЭБ.РФ was made by the court in 2023, and a three-year delay was granted at the end of January 2024.

"ВЭБ.РФ" does not want to wait three years until "Angstrom" begins to pay her funds

Recall that we are talking about a guarantee on a loan issued back in 2008 to the "ВЭБ.РФ" plant. Angstrom-T Angstrom became a guarantor for this loan in January 2012, at that time it, together with the Angstrom-M design center and the Angstrom-T enterprise under construction, was part of the same group of companies. At the same time, in December 2012, 100% of Angstrem-T voting shares were transferred to ВЭБ.РФ for 1 ruble due to the significance of the project for the development of the domestic technological industry, as well as the presence of signs of insolvency at Angstrem-T. In the period preceding the conclusion of the share purchase and sale agreement, the ultimate beneficiary of Angstrom-T and Angstrom was the ex-minister information technology and communications, the Leonid Reiman court established[11]2019, Angstrom-T was officially declared bankrupt.

In its appeal filed with the Ninth Arbitration Court of Appeal[12] in connection with the postponement granted to Angstrom, representatives of ВЭБ.РФ in March argued that they had presented evidence confirming that Angstrom's arguments were untrue and that it made payments at its discretion to individual creditors. That is, he is able to execute the judicial act, according to the state corporation.

The Ninth Arbitration Court of Appeal, however, found that the arguments of the appeal "ВЭБ.РФ" did not contain facts that would not be verified and taken into account by the court of first instance when considering the case and would have legal significance for the issuance of the judicial act on the merits, influenced the validity and legality of the judicial act, or refuted the conclusions of the court of first instance. In this regard, he declared them insolvent and upheld the earlier decision on the delay.

At the same time, the court stated: from the evidence available in the case, it follows that the imposition on Angstrom of the burden of a one-time payment of all the debt could lead to its bankruptcy in the future, which, in turn, would lead to more damage to the interested person than in the event of untimely repayment of the debt by court decision. In such a situation, the one-time execution of the judicial act does not contribute to the criterion of developed economic turnover as a whole.

After re-examining the evidence presented in the case file, the Court of Appeal concluded that the grounds necessary to grant Angstrom a delay were confirmed. Among them is the fact that the specifics Angstrom's activities involve the manufacture of products as part of the execution of the state defense order.

While ВЭБ.РФ tried to appeal the postponement, according to the appeal ruling, more than 30 Angstrem bank accounts in six banks are still arrested, including funds received by him as a subsidy from the Russian government for rearmament of the production base and modernization of production. Angstrom previously warned in court about the serious risks associated with the seizure of his accounts and the requirement to pay off the debt right now (see the block below for more on this).

Angstrom warned of the risk of termination of activities and disruption of the state defense order after the arrest of accounts due to debt to ВЭБ.РФ

Microelectronics manufacturer Angstrom reached the Supreme Court of the Russian Federation after attempts in lower instances to suspend enforcement proceedings related to the payment of a large debt to the state corporation ВЭБ.РФ and the cancellation of the seizure of its funds. Not only accounts were arrested, but also state subsidies, which Angstrom received for the development of production. But the company did not achieve satisfaction of its requirements there. In March 2024, Angstrom filed a cassation appeal with the Supreme Court.

A year ago, in March 2023, the court satisfied the ВЭБ.РФ 's claim with a decision to recover about 1.3 billion euros from Angstrom. This amount includes debt, interest on the use of the loan and a penalty.

In September 2023, the court issued an executive list, and in November, as part of the initiated enforcement proceedings, issued orders on the seizure of funds. In accordance with them, more than 30 Angstrom bank accounts were arrested, including funds received as a subsidy from the Russian government.

After that, Angstrom applied to the court to suspend enforcement proceedings for three years and cancel the order on the seizure of funds.

Angstrom has cut employees and become profitable

Angstrom closes the deal on STC IT ROSA

On October 21, 2015, it became known about the plans of NPO Angstrem OJSC to close the transaction on the acquisition of STC IT ROSA LLC at the end of November 2015. Experts estimate the value of the asset in the range of up to hundreds of millions of rubles[28]

Roselectronics is ready to withdraw from the shareholders of Angstrom

In May 2014, it became known that the Russian Electronics holding was ready to get rid of its stake in Angstrom OJSC. This was stated in an interview with CNews by the head of Roselectronics Andrei Zverev[29] of his [29]

According to Zverev, the shares of Angstrom, which are owned by Roselectronics, "do not heat up." This share, as Zverev says, belongs to the holding "historically," and for all the years of participation in the authorized capital of Angstrom, the holding has not received a penny of dividends from it.

Zverev does not want to expand his stake in Angstrom:

"If you expand, then up to 51%. And in conditions when the enterprise is fully credited several times, I somehow do not really want to take responsibility. "

So, if there are those who want to buy a share of Roselectronics "at a good price," the holding is ready to hold substantive negotiations, Zverev summed up.

Minutes of the shareholders meeting confirm that OJSC Angstrom is not inclined to pay dividends. According to the minutes dated June 5, 2013, the company made a profit of 61,106 million rubles in 2012, of which 58 million rubles were allocated for production development, and 3.106 million rubles were allocated to the reserve fund. The meeting decided not to pay dividends on ordinary shares.

According to the Unified State Register of Legal Entities for May 2014, Roselectronics owns about 31% of Zelenograd's Angstrom OJSC: 25% directly and about 6% indirectly through subsidiaries.

Potential buyers of the stake in Angstrom owned by Roselectronics could be AFK Sistema, which owns 11% of the enterprise through its subsidiary Sitronics, Contractfinancgruppe, which owns 25% of Angstrom OJSC, or Angstrom-Invest, which also owns 25% of Angstrom OJSC.

According to CNews, Contractfinancgruppe and Angstrom-Invest are affiliated with the former Minister of Communications of Russia and ex-adviser to the President of the Russian Federation Leonid Reiman.

Experts contacted by CNews refrained from assessing the share of Angstrom owned by Roselectronics.

A hypothetical strategic investor is unlikely to be interested in buying the Angstrom stake owned by Roselectronics, since it is not a control, believes Karina Abagyan, vice president of the Microelectronic Industry Promotion Non-Profit Partnership (formerly Marketing Director of the Mikron Plant).

The companies of the Angstrem group have been re-credited, and very significant funds are required to update their production base for the production of modern products, about 20-30 billion rubles, she says.

However, Karina Abagyan clarifies, it is possible that, subject to the restructuring of assets and the cancellation of part of debts, some companies of the Angstrom group will become interesting for growing public or private players in the microelectronics market as a platform for expansion and as a personnel reserve.

Angstrom laid Sberbank a building, land and equipment

Shareholders of Angstrom OJSC, the head enterprise of the Zelenograd microelectronic group of the same name, approved the change in a number of agreements with Sberbank. We are talking about five credit lines that Sberbank opened to the enterprise for a total of 1.88 billion rubles.

Three of them for a total amount of 1.43 billion rubles were opened at the end of 2012 for a period of one and a half years at 11% per annum. They were issued by Sberbank to refinance debts to Bank Zenit and BFG-Bank. These banks, in turn, provided loans to Angstrom to finance work on two government contracts with the Ministry of Defense. We are talking about a contract for the creation of electronic identity cards for military personnel in the amount of 1.3 billion rubles and a contract with the code "Unification" (it was supposed to create an element base for military communications for i3.8 billion).

The fourth credit line was also opened at the end of 2012, but with a long maturity - three years - and at 11.5% per annum. These funds were needed by Angstrom to carry out a number of works with the Ministry of Industry and Trade. Finally, the fifth line - also for work under the contract with the Ministry of Industry and Trade - was opened in the spring of 2013 in the amount of i50 million with a maturity of 2.5 years and a rate of 11.5% per annum[30].

2008: Debt of RUB 1.6 billion

According to the results of 2008, Angstrom OJSC showed the following results of its activities: Revenue - 2 billion rubles. (estimate of the manager of Angstrom). Angstrom's debt, as of July 2008, reaches 1.6 billion rubles.
