Construction of an electronics plant for billions of rubles

In early June 2024, it became known that the Rutek company, owned by former Minister of Communications Leonid Reiman, intends to build a new electronics plant. Investments in the project are estimated at "several billion rubles."

The Vedomosti newspaper told about the initiative. The enterprise will be located on the territory of the Sistema special economic zone (SEZ) in Saransk (Republic of Mordovia). The plant will be engaged in the production of civilian equipment "with deep localization." We are talking, in particular, about smartphones, personal computers, tablets, laptops, telephone exchanges, etc. Rutek CEO Dmitry Ivannikov noted that the enterprise's capacity will make it possible to produce "hundreds of thousands of devices a year."

Smartphone "R-background," the production of which can be launched at the new plant of the company "Rutek" in Saransk

At the new plant, as noted, the assembly of the R-background smartphone with the Rosa operating system based on Linux can be organized. According to Ivannikov, the company plans to increase the degree of localization of this device, but what kind of technological operations and components are in question is not specified. At the same time, the general director of Rutek emphasizes that in Russia as of mid-2024 there are difficulties with the production of components for electronics.

It is noted that residents of the SEZ in Mordovia from September 2023 receive tax benefits. Thus, the income tax rate for five tax periods is 0%, from the sixth to the tenth periods - 2%, and then - 13.5%. The founder of Content Review, Sergei Polovnikov, believes that the indicated amount of "several billion rubles" for the creation of an enterprise is a startup investment. In his opinion, such investments "will be enough to buy land, build a hangar and hire staff for screwdriver assembly." For the full construction of the workshop and surface installation lines, additional investments will be required.[1]

Memorandum of cooperation with the Technopark of Mordovia

A memorandum of cooperation between the Technopark of Mordovia and Rutek JSC was signed in Saransk. The document provides for the establishment of partnerships and the development of long-term interaction in the implementation of joint projects, reported on September 17, 2021 in Rutek.

The document was signed by the general director of Rutek JSC Sergey Preobrazhensky and the general director of AU Technopark-Mordovia Andrei Nikolaev. Within the framework of the signed memorandum of cooperation, it is planned to implement promising joint projects in the production of telecommunications equipment and computer equipment.

The founder of Rutek JSC explained that the company produces equipment for civilian use, telephone exchanges, video cameras, other products, its development is carried out by Russian specialists in the Moscow region and in Moscow.

By November 2020, the selection of the site for the production complex is being completed, and the issue of buying a number of assets already existing on the market is being considered. Production has already been launched at partner facilities, production lines are planned to be commissioned in 2021.

The main activities of the enterprise will be the development and production of telecommunication equipment and computer equipment, including civil radio communication systems, video surveillance and security systems, data storage systems, as well as contract production.

The managing company of the civil complex was Rutek JSC, headed by Andrei Bezrukov, who was previously engaged in business development at the GS Group holding. According to him, first of all, the company will focus on the development and production of solutions that meet the requirements of legislation on Russian products and critical information infrastructure.

It is expected that thanks to this approach, Rutek can become a leading supplier of Russian hardware and software platforms, including using the Russian operating system ROSA Linux. The developer of this OS is another asset of Leonid Reiman - STC IT ROSA LLC.
