60 enterprises in the company's control loop

As of December 2015, there are more than 60 enterprises and scientific organizations of the electronic industry in the defense industry control loop.

Among the main projects that the defense industry is conducting:

  • creation of army communications of the 6th generation and modern airborne communication systems for aviation, in particular, for the T50 fighter,
  • creation of modern radar systems for reconnaissance and monitoring of various purposes, including radar systems for A-50U and A-100 aircraft,
  • development and introduction of new technologies in the production of communication systems and means, telecommunication equipment, computer equipment.

One of the most significant projects of the defense industry complex is the organization of serial production of new generation high-density electronics - compact 3D microsystems.

Acquisition of RT-Trusted Platforms

On October 28, 2015, it became known that the United Instrument-Making Corporation (MIC) was buying the RT-Trusted Platforms IT company, affiliated with Karo Film. This is the second project of Rostec structures and a large cinema chain.

According to Kommersant, citing the Federal Antimonopoly Service (FAS), the department approved the acquisition of 74.9% of RT-Trusted Platforms by the defense industry. The first 25.1% of Rostec's subsidiary was bought in August 2015.

The purchase of RT-Trusted Platforms LLC may have been required by the defense industry to consolidate assets in the field of information protection and design of telecommunications equipment.

The publication notes that the purchase of RT-Trusted Platforms LLC could be needed by the defense industry to carry out a project to launch serial production of more than 40 types of Russian telecommunications equipment for building trusted communication and data transmission networks by the end of 2017.

As a source in the IT market told the newspaper, the defense industry's deal with RT-Trusted Platforms is complicated by the conflict over AltEl and ITFY (minority shareholders of Karo Film). The fact is that the co-owner and former general director of AltEl LLC Igor Stasevich tried to sue 50% of the company from his partner and ITFY general director Leonid Svatkov. In September 2015, the lawsuit filed with the Arbitration Court of St. Petersburg and the Leningrad Region was refused, while Leonid Svatkov filed a retaliatory lawsuit.

The transaction between the defense industry complex and RT-Trusted Platforms LLC is the second, where the Rostec structure and persons affiliated with Karo Film participate. The founders of this network of cinemas Oleg Andreev and Leonid Ogorodnikov, as well as ex-general director Irina Bazhenova, own the Hermes company, which received 75% minus 1 share of Rostec's subsidiary, the National Environmental Operator. This company is engaged in garbage disposal.[1]

Defense Industry Complex plans to buy Avicomp Services

On April 15, 2015, it became known about the plans of the United Instrument-Making Corporation to acquire the developer of semantic technologies Avikomp Services[2].

According to the statements of representatives of the defense industry complex, the transaction may take place on a cash-free basis: for its controlling stake, Avikomp Services will have access to orders executed by Rostec enterprises.

According to Rosstat, Avikomp Services revenue in 2013 amounted to 423 million rubles, having decreased by 43% compared to 2012. Net profit fell from 40.2 million rubles. in 2012 to 6.7 million rubles. in 2013.

The main development of Avicomp Services is linguistic processor Ontosminer for creating complex text monitoring and data analysis systems, the development of which "" Avicomp Services has been conducted since 2001, is based on the analysis of text semantics.

The composition, Ontosminer as one of the components, includes NoSQL-DBMS OntoQuad, developed by Avicomp Services"."

The United Instrument-Making Corporation calls Avicomp Services a key partner and considers the development a breakthrough in the creation of domestic Big Data analysis platforms.

The corporation intends to implement a linguistic processor in projects related to the creation of complex analysis and monitoring systems for a wide range of customers. In addition, the company's technologies are promising for projects in the field of DBMS and the integration of multi-format information storage.

As of April 2015, those wishing can access Ontosminer for research purposes.

Defense Industry Complex will be engaged in the production of telecommunication equipment

Following the project on import substitution of equipment for oil and gas production, Rostec intends to launch serial production of telecommunications equipment on domestic processors by the end of 2017. It is planned to invest at least 10 billion rubles in the development of forty of its types. The Ministry of Telecom and Mass Communications has already demanded to exclude telecommunication equipment from the list subject to import substitution. But on the basis of Rostec's equipment, a secure communication network for government agencies may be built.

The United Instrument-Making Corporation (OPK, part of Rostec) will launch mass production of more than 40 types of domestic telecommunications equipment for building trusted communication and data transmission networks by the end of 2017, said in May 2015 Kommersant"" General Director of the OPK Alexander Yakunin at the conference "IT in the service of the military-industrial complex"[3]. "Most of this equipment will be built on the basis of new domestic chips" Elbrus"and" Baikal "on a modern 28 nm process technology, their development is in the final stage," said Mr. Yakunin. The total investment in equipment development in 2015-2017 will amount to at least 10 billion rubles.

2014

Revenue 110 billion rubles (+ 25 %)

At the end of 2014, the company took 24th place in the list of 100 leading world arms manufacturers prepared by the Stockholm Institute for Peace Research (SIPRI). Arms sales of the enterprise in 2014 amounted to $3,640 million[4]

According to the results of 2014, production growth amounted to 25%. The total revenue of the holding's enterprises (the main specialization - means and systems of communication and control, telecommunication equipment, electronic warfare, robotics, systems cyber security , etc.) exceeded 110 billion, rubles having increased by 25% compared to the same indicator in 2013 CNews , the defense industry complex reported. In less than a year, the company created as part of the state corporation Rostec managed to reach almost 100% fulfillment of the state defense order[5]

According to Alexander Yakunin, General Director of the defense industry complex, today 61 enterprises are included in the corporation's management loop. "All enterprises are different, with their own traditions, successes and problems. First of all, we had to carry out their transfer to uniform standards in force in the state corporation "Rostec." These standards regulate corporate, financial management, budgeting, production activities, and other areas. We built a unified system of management, building business processes, reporting, conducted a technological and personnel audit, analyzed the possibilities of technological development and models of optimal cooperation within the holding. That is, they began to form a system that allows us to qualitatively solve the tasks that the state sets for us, "he said
.

According to the corporation, the growth of indicators based on the results of 2014 was ensured primarily due to the implementation of large-scale projects within the framework of the state defense order. The increase in production volumes was noted in all main areas of the defense industry - these are systems and means of communication, automated control systems, electronic warfare systems and means, systems and complexes of electronic reconnaissance. Over 40% of the corporation's total production is occupied by innovative products - the results of research, development and science-intensive products.

"We managed to almost completely fulfill the state defense order for 2014 - 98.6% of the planned work was carried out. In a number of complex projects related to development, the deadlines had to be adjusted, but this did not affect the overall picture, we did not allow disruptions, - said Sergey Skokov, Deputy General Director of the defense industry complex. - At the same time, we got a difficult inheritance: by the beginning of our work we received over 30 problem projects, where there was a violation of the deadlines and there was no result. In less than a year, we were able to radically improve the situation. Reaching almost 100 percent of the implementation of the GOZ is one of our main achievements in 2014, and this is the most important strategic goal of the corporation. "

Alexander Yakunin also noted that the corporation sets itself the task of significantly increasing the share of civilian products in the total volume of production. Today, this task is already being systematically implemented. "The benchmark here for the defense industry is large foreign companies, where the ratio of civilian and military products is about 50 to 50. By 2020, we plan to reach an indicator of 15%, and by 2025 we set the bar at 25%. At the end of the past year, we already have a noticeable increase in the segment of civilian products. If in 2013 civilian products worth 5.7 billion rubles were shipped, then in 2014 - already about 7.5 billion rubles, that is, the growth was almost 50%. "

At the same time, the defense industry complex solves import substitution issues, including in the civil sector - in the field of communications, automated control systems, and medical equipment. A number of projects are being implemented in the field of creating an import-substituting line of Russian-made telecommunications equipment for corporate clients and the public sector. "Regarding telecom equipment, we can say that these are equipment in the field of switching, routing, telephony, a number of other terminal devices that are based on the solutions of our enterprises, in particular, the St. Petersburg Research Institute 'Scale' and the Voronezh concern 'Constellation', as well as on the solutions of a number of partners," - explained CNews in the defense industry complex.

As the director of the defense industry department, Alexander Kalinin, noted, at present this market is almost completely occupied by large foreign companies. The share of domestic equipment, for example, in the segment of corporate and departmental communication networks is no more than 10%. At the same time, a large share of foreign components used. "All of this comes with big risks in terms of information protection, which we are meant to exclude. Together with a number of Russian companies, in 2015 we are preparing to bring to the market a domestic line of telecommunications and computer equipment with Russian software, circuitry, components. This equipment should solve the problems of information protection, which today are very acute for government agencies and corporate users, "he stressed
.

In 2014, the United Instrument Making Corporation was active in foreign markets not only as an acquirer, but also as a supplier of products. The holding's enterprises increased export indicators: for example, the volume of products shipped to foreign partners amounted to about $107 million (in 2013 - $90.5 million) The bulk of exports came from on-board and ground communication systems, radar and navigation equipment. Among the foreign partners of the corporation are the CIS countries, Africa, Asia, Latin America. By 2025, the corporation plans to increase the share of export products in total production by 15 times.

"The forecast for 2015, despite the trends in the economy, the corporation is optimistic," concluded Alexander Yakunin. - We predict revenue in the amount of more than 120 billion rubles. Taking into account the high level of our competencies, developments and production capabilities, we will consistently strengthen our positions. By 2020, we expect to reach the revenue level of over 200 billion rubles and occupy up to 50-75% of the domestic market in certain directions. By 2020, the corporation intends to take 50th, and by 2025 - 30th place in the world ranking of manufacturers of electronic products. "

Formation of the holding, Alexander Yakunin - general director

The Supervisory Board of Rostec approved the proposal of the corporation's board to form the United Instrument-Making Corporation holding, which will include the Sozvezdiye and Vega concerns, the Control Systems company and the Central Research Institute of Economics, Informatics and Control Systems. The decree of the President of Russia on the transfer to Rostec of 100% of the shares of these companies, as well as the shares of 53 enterprises that are part of them, was signed on January 14, 2014 by[6].

The nature of modern armed conflicts, including the widespread use of cyber and special operations, precision weapons, increases the importance of control systems, makes them one of the key factors in solving tactical and strategic tasks. The creation of a new Rostec holding will make it possible to implement a comprehensive transfer of the Armed Forces (Armed Forces) of the Russian Federation to digital communication systems, automated control systems, electronic warfare systems. It will also provide the supply of the latest electronic equipment with bringing the share of new products in the acquisition of the RF Armed Forces to 70% by 2020.

"The goal of the state corporation is to optimize production processes by combining industry enterprises into vertically integrated structures," said Sergey Chemezov, CEO of Rostec. - The creation of a new holding will allow to complete restructuring and increase the efficiency of the entire electronic complex (REC) of the defense industry. Rostec will have to concentrate the intellectual and technological resources of organizations in the field of production of means and communication systems, automated control systems and, thus, bring them to a qualitatively new level of development. "

Yakunin Alexander, who previously served as Director of the Department of Electronic Industry of the Ministry of Industry and Trade, was appointed General Director of the holding. During his leadership of the industry, over 2 thousand competitive products of electronic equipment were created, which made it possible to increase the total volume of marketable products by 50.7%, representatives of Rostec say.

The creation of the holding will make it possible to carry out a unified scientific, technical and pricing policy within the framework of Rostec, eliminate duplication of production, increase the efficiency of work on the creation of modern models of military equipment within the framework of the state defense order and federal target programs, unify software and a technological platform for automated control and communication systems of the Armed Forces of the Russian Federation, as well as generally reduce costs. One of the tasks of the holding is to develop a single system that allows direct communication between different units of command.

"There is weak coordination between developers and suppliers, lack of communication between strategic, tactical and operational-strategic links. The new holding is being created in order to unite disparate enterprises into a single production fist and synchronize its work, "said Alexander Yakunin, general director of the United Instrument-Making Corporation. - Close cooperation with other enterprises of the country's radio-electronic industry will be established to improve the efficiency of the holding's work and a unified management system will be developed. This will create a new world-class industrial corporation and organize high-tech production of products that meet the needs of the Armed Forces and other special departments, as well as competitive civilian and dual-use products with high export potential. "

The main activities of the companies included in the holding are the development and serial production of automated control systems of the Armed Forces of the Russian Federation, systems and means of communication, electronic warfare and control of troops, radar and electronic reconnaissance equipment, aviation complexes of radar surveillance and guidance, complexes with unmanned aerial vehicles, computer systems for various purposes. The new Rostec holding is also developing the areas of robotics and telecommunications.

The transition of enterprises transferred to the holding to the corporate management system and Rostec standards is planned to be carried out by 2015, the reorganization of enterprises will take another 2-3 years. At the same time, the head organizations of the three structures included in the holding will retain the functions of coordinating activities in their areas.

The REC of Rostec includes more than 200 enterprises and organizations operating within the framework of two holdings - Roselectronics and KRET. These enterprises provide 12.8% of the total revenue of the state corporation, and thanks to the creation of the United Instrument-Making Corporation holding, by 2020 the share of REC should grow to 27.6% in the total share of revenue, which by that time is expected at the level of 2 trillion rubles.
