Enabling follow-up of pregnancy

The Russian government has included monitoring the course of pregnancy and the condition of the fetus in the Personal Medical Assistants project. Eight regions were selected for the experiment - Astrakhan, Vladimir, Penza regions, Altai Republic, Republic of Bashkortostan, Republic of Sakha (Yakutia), as well as Moscow and the Moscow region. The corresponding decree of the Government of the Russian Federation on expanding the condition of the experimental legal regime (EPR) for the collection and processing of information on the state of health and diagnoses of citizens is published on the official Internet portal of legal information. This was announced by Roselectronics on December 13, 2024.

A pilot project to ensure remote monitoring of patient health on the basis of a single centralized platform "Personal Medical Assistants" has been implemented in Russia since 2023. The platform enables data exchange between individual diagnostic devices, healthcare organizations, insurance companies and physicians. The operator of the information system is the United Instrument-Making Corporation (the managing organization of the Roselectronics holding of Rostec State Corporation).

Prior to the latest changes, EPR was focused on helping patients with hypertension and diabetes mellitus. It now also includes pregnancy escorts.

The condition of pregnant women will also be monitored using the Personal Medical Assistants digital platform based on a solution with industrial technology Internet of Things IIoT.Istok - IoMT.Istock, developed by specialists (NPP "Istok" named after Shokin " part of Roselectronics). Earlier, the technology of remote pregnancy support was tested as part of the VTB project to support pregnant women, which started in March 2024. The program includes online consultation of specialized doctors, remote control of the condition of the expectant mother, insurance in the event of pregnancy pathologies or critical diseases of the child.

Launch of Glycemia Control Pilot in Diabetic Patients

A pilot project has been launched in Russia to control the level of glycemia in patients with diabetes mellitus. The program covers 6 regions of the country and more than 2000 patients with type 1 and type 2 diabetes. Gagik Galstyan, President of the Russian Diabetes Association, spoke about the main tasks of the project on November 14, 2024.

Personal assistants as digital solutions are actively included in the practice of domestic healthcare. The personal assistant system is suitable for patients with chronic diseases who need regular health monitoring.

The pilot project is to provide patients with diabetes mellitus with personal assistants to monitor the patient's glycemic blood counts in real time and form an overall picture of the patient's condition. As of August 2024, eight regions are covered by the Personal Medical Assistants (PMP) project in Russia. At the same time, about 23 thousand people received special devices for remote monitoring of the state of health. This is stated in the materials of the Ministry of Health of the Russian Federation, published on September 3, 2024.

The goal of the PMP initiative is to create an ecosystem on the scale of the Russian Federation that provides constant remote monitoring of people suffering from hypertension, diabetes mellitus and other diseases that require regular monitoring of vital signs. The project by August 2024 covers the Irkutsk, Magadan, Novosibirsk, Ryazan, Tyumen, Samara regions, the Republic of Tatarstan and the Khanty-Mansi Autonomous Okrug - Ugra.

Under the PMP program, three types of domestic medical devices are available to patients - two tonometers and a glucometer. The devices, in particular, received 21,262 patients with hypertension and 1,930 people with diabetes. The medical device transmits data on the patient's condition to the mobile application of the smartphone at regular intervals, from where they are sent to the PMP platform. Further, through a protected connection, the measurement results are received by a medical organization, so that the attending physician can quickly coordinate or change treatment.

It is expected that by the end of 2024, about 25.2 thousand patients in the Russian Federation will be covered by remote observation. At the same time, work is underway to distribute medical devices based on artificial intelligence. In 2023, one such product was introduced in 85 Russian regions. According to the results of 2024, it is expected that at least three medical devices with AI will be used in each of the regions.[1]

Launch of Remote Pregnancy Health Monitoring System

On March 18, 2024, a remote control system for pregnant women was launched in Russia. This was announced by the developer of the Personal Medical Assistants platform, on the basis of which the project is being carried out, Rostec.

Devices called "fetal monitors" that control the fetal heartbeat will be connected to a system that allows you to remotely monitor health indicators. The project starts in March of this year at the Mother and Child hospital in Moscow, the Mother and Child clinic in Yaroslavl, as well as in the Astrakhan and Vladimir regions, the Altai Republics, Bashkortostan and Sakha (Yakutia).

Launch of a remote blood pressure control program in the Samara region

In the Samara region, a program for remote control of blood pressure was launched. The data is transmitted directly to the doctor. This initiative, which involves 100 feldsher-obstetric points in the region, became known in October 2023.

Impersonal data on the state of health of citizens will be automatically transferred from personal devices to the information systems of medical organizations. If the parameters from the PMP device deviate from the norm established by the attending physician in each individual case, the patient and the doctor will receive a signal about the occurrence of a critical situation requiring a response.

Thus, the digital innovation tested in the EPR will ensure not only the detection of diseases in citizens at an early stage, but will also significantly reduce the mortality rate of the population as a result of timely provision of medical care to patients.

Platform launch

In early June 2022, the Ministry of Health of the Russian Federation announced the launch of a project for remote monitoring of patients with chronic diseases - "Personal Medical Assistants." The pilot project is designed for two years, based on its results, requirements will be formed for assistant devices for monitoring and transmitting information from them.
