Biography
Konstantin Solodukhin was born on December 26, 1965 in Odessa.
In 1989 he graduated from the Mozhaisky Military Engineering Institute, in 2001 - received an MBA diploma from the University of California, Hayward. Academician of the International Academy of Communications.
From 1989 to 1993 he served in engineering positions in the Moscow Military District.
From 1993 to 1998 he worked in the representative office of the Armed Forces of the Russian Federation at the UN in New York.
Since 1999 - Director of the Business Development Service, and since 2002 - First Deputy General Director of Central Telegraph, responsible for sales and business development.
In November 2004, he moved to a similar position at Interregional Transittelecom (MTT), dealt with issues of commerce, investment, network development and capital construction, and interaction with regulatory authorities.
Since February 2005 - CEO of MTT.
December 27, 2007 was appointed general director of Rostelecom.
In August 2009, Solodukhin moved to the position of Deputy General Director MegaFon of "" for the development of international and long-distance communications.
In June 2010, he became CEO of Synterra.
From July 2014 to December 2015 he worked as First Deputy General Director of TsNII EISU.
Since the beginning of 2016, he took the post of general director of the National Center for Informatization (NCI), which is part of Rostec.
In June 2016, Konstantin Solodukhin gave an interview to TAdviser, in which he spoke about the development strategy of the NCI.
2018: Applicant for the post of Deputy Minister of Health of the Russian Federation
In September 2018, two interlocutors told TAdviser about the possible upcoming appointment of Konstantin Solodukhin to the post of Deputy Minister of Health of the Russian Federation, which oversees the digitalization of the industry.
NCI, headed by Solodukhin, recall, is a contractor of the Ministry of Health for the development of software for a unified state health information system.
The appointment of Solodukhin to the Ministry of Health, according to TAdviser sources, was supported by Rostec CEO Sergei Chemezov and presidential aide Andrei Belousov.

2022: Resignation from the post of general director of the NCI
On March 9, 2022, Rostec State Corporation announced that Konstantin Solodukhin had left the post of General Director of the National Center for Informatization and would concentrate on business development and civilian products as Deputy General Director of the United Instrument-Making Corporation (OPK). 2024: Appeal to the prosecutor's office regarding the check of the deputy head of the ICT department of the Ministry of Emergency Situations for involvement in fraud
On February 20, 2024, it became known that the Director General of the National Center for Informatization (NCI; part of the Rostec state corporation) Konstantin Solodukhin appealed to the Investigative Committee and the Main Military Prosecutor's Office with a request to check the "unlawful" actions of Denis Kormakov, Deputy Director of the Information Technology and Communications Department of the Ministry of Emergencies.
