Innopolis is a city, an IT university and a special economic zone.

The construction of the city began in 2012. One of the first facilities was planned a technopark (up to 1200 projects will fit in it in the future).

Financing

The Innopolis science city near Kazan began to be built on the initiative of Nikolai Nikiforov, when he was still the head of the Ministry of Informatization and Communications of Tatarstan.

About $800 million was spent on the creation of the science city, Deputy Prime Minister of Tatarstan, Minister of Informatization and Communications of the Republic Roman Shaikhutdinov said at the conference "Information Technologies in the Military-Industrial Complex" on May 26, 2015. Construction status

As of December 2018, there are 4 thousand people in the city every day, 1006 apartments in eighteen apartment buildings have been settled, two houses were commissioned in 2018. In kindergarten, school, lyceum 692 children study - this is 60 more than a year ago.

As of September 2016, Innopolis has two streets - Universitetskaya and Sportivnaya - and only a few buildings: apartment buildings, a university, four dormitory buildings, a technopark - a building for future residents of a special economic zone, a kindergarten, not yet an open hospital and a sports complex.

There is also a school in the city, temporarily located on the ground floor of the university, a small medical department with three employees (one of them is a translator), a pharmacy with basic drugs that takes orders for missing drugs, a small grocery store.

Rental housing

As of September 2016, residents are waiting for apartments in high-rise buildings or townhouses in Innopolis. Housing is rented here, prices are not lower than in Kazan - about 20 thousand rubles a month. It is not yet possible to buy an apartment: the mayor's office fears speculation, although they say that in the future there will be such an opportunity.

Companies and Resident Companies

As of December 2018, 170 companies operated in the city. 86 of them are residents and partners of the special economic zone with a total declared investment of 5.94 billion rubles - an increase in 2018 amounted to 3.7 billion rubles. 6 Venture Fund Agreement

The Accounts Chamber analyzed the condition of a total of 25 zones in 22 regions, that is, all SEZs that existed in Russia as of September 1, 2018, and recognized 10 of them as ineffective. Tatarstan transferred 100% of the shares of SEZ "Innopolis" and "Alabuga" for 32 billion rubles

2015: Fictitious indicators will help Innopolis not return money to the budget

There are three performance indicators:

  • capital growth (non-reduction) indicator is defined as the ratio of the amount of authorized capital and additional capital for the reporting period to the amount of similar indicators for the period preceding the reporting period. The normative value of this indicator must be greater than or equal to "1."
  • The second indicator is defined as the ratio of the amount of short-term and long-term borrowed funds to the amount of authorized capital at the reporting date. Its normative value is less than or equal to "3."
  • the third indicator determines the economic efficiency of Innopolis. It is calculated as revenue for the reporting period to the size of the authorized capital, the regulatory value is more than "0."

As of November 20, 2015, Innopolis exceeded all regulatory values ​ ​ of performance indicators set for it.

The first indicator in 2013 reached 17825 (this is due to the start of financing Innopolis from the federal budget and the corresponding issue of securities), in 2014 - 2.72.

The second indicator is at zero level since Innopolis does not have borrowed finances.

The values ​ ​ of the third indicator for 2013 and 2014 are less than one ten thousandth.

On fictitious key figures

The validity of the indicated performance criteria was questioned by the Accounts Chamber - the established regulatory value of the second indicator allows Innopolis to attract borrowed funds in the amount of up to 14.2 billion rubles, which is several times higher than the amount of investments made in it.

Accordingly, this criterion is unlikely to serve as an assessment of Innopolis's ability to attract borrowed funds.

The third indicator, with the established standard value, will always be fulfilled if the object has any positive revenue (for 2013 and 2014, Innopolis's revenue amounted to several hundred thousand rubles).

Thus, the established performance indicators and their regulatory values ​ ​ do not allow assessing the effectiveness of budget investments and the financial condition of Innopolis, decided in the Accounts Chamber. And the clause on possible penalties for failure to comply with performance indicators provided for by the agreement on investing budget funds in Innopolis becomes fictitious, the auditors say.

Forgotten objects

The Accounts Chamber found out that the agreements concluded by the Ministry of Telecom and Mass Communications on investing budget money in Innopolis do not contain information about capital construction projects to which these funds will be directed.
