Innopolis is a city, an IT university and a special economic zone.

The construction of the city began in 2012. One of the first facilities was planned a technopark (up to 1200 projects will fit in it in the future).

According to the initial plans of officials (2012), at least 150 thousand people will live in the city.

Financing

The Innopolis science city near Kazan began to be built on the initiative of Nikolai Nikiforov, when he was still the head of the Ministry of Informatization and Communications of Tatarstan.

About $800 million was spent on the creation of the science city, Deputy Prime Minister of Tatarstan, Minister of Informatization and Communications of the Republic Roman Shaikhutdinov said at the conference "Information Technologies in the Military-Industrial Complex" on May 26, 2015. In addition, according to him, the Ministry of Telecom and Mass Communications allocated 4.7 billion rubles for the construction of Innopolis University and the development of its infrastructure from its budget.

Another 1.8 billion rubles. was allocated for the construction of urban housing infrastructure within the framework of public-private partnership.

Finally, private funds from developers and sponsors participate in the development of the city. Thus, in 2013-2014. the amount of private receipts to Innopolis University amounted to 840.6 million rubles.

Construction status

As of December 2018, there are 4 thousand people in the city every day, 1006 apartments in eighteen apartment buildings have been settled, two houses were commissioned in 2018. In kindergarten, school, lyceum 692 children study - this is 60 more than a year ago.

As of September 2016, Innopolis has two streets - Universitetskaya and Sportivnaya - and only a few buildings: apartment buildings, a university, four dormitory buildings, a technopark - a building for future residents of a special economic zone, a kindergarten, not yet an open hospital and a sports complex.

There is also a school in the city, temporarily located on the ground floor of the university, a small medical department with three employees (one of them is a translator), a pharmacy with basic drugs that takes orders for missing drugs, a small grocery store.

Rental housing

As of September 2016, residents are waiting for apartments in high-rise buildings or townhouses in Innopolis. Housing is rented here, prices are not lower than in Kazan - about 20 thousand rubles a month. It is not yet possible to buy an apartment: the mayor's office fears speculation, although they say that in the future there will be such an opportunity.

Companies and Resident Companies

As of December 2018, 170 companies operated in the city. 86 of them are residents and partners of the special economic zone with a total declared investment of 5.94 billion rubles - an increase in 2018 amounted to 3.7 billion rubles. The revenue of residents and partners amounted to 4.62 billion rubles, about 3 billion of them were earned in 2018. 2033 jobs have been created. In total, the companies transferred taxes in the amount of 739 million rubles, 536 of them in 2018.

As of March 2019, the Innopolis special economic zone is 76 residents and 9 partners with a total investment of almost 7 billion rubles and more than 2,300 employees. On the "wall of companies" in the technopark named after Popov, you can see the logos of such international and Russian players as Acronis, MTS, Schneider Electric, Yandex, Sberbank. Earlier in 2016, the Ministry of Economic Development approved four resident companies operating in the territory of the special economic zone:

2021

6 Venture Fund Agreement

6 venture capital funds entered the SEZ "Innopolis" and signed partnership agreements. This became known in December 2021.

Nikiforov, together with partners, have already invested their small funds, but, according to him, there is also a group of like-minded people who believe that here and now it is possible to implement an infrastructure point of growth, which at least will not turn out to be a loss of investment, but at most will pay for them.

Ideally, I would like to build an infrastructure and, if possible, not sell it, but lease it, receive income from it, the former minister explained, because the rental model is more suitable for the world of modern IT specialists than the classic model of real estate ownership.

Nikolai Nikiforov did not want to name investor partners: "I think that if at some stage they want to identify themselves, they will do so." He added that so far this is mainly a team around him - "there are Tatarstan residents, many Muscovites, including famous people."

Earlier, Business Online reported that Nikolai Nikiforov personally became a co-owner of Z-City Techno, a company that undertook to attract 70 billion rubles for the development of Innopolis, and his partners were designer Azat Tukhvatullin, whom the portal calls an old friend of the Nikiforov family, and Finiko trader Edward Sabirov.

According to Nikiforov, some projects together with graduates of Innopolis University were created from scratch, various ideas were jointly worked out. This, for example, is a center for organizing the movement of unmanned vehicles and a project of robotic systems for the construction of buildings. And there are companies where Nikiforov entered as an investor: cloud gaming, a marketplace for metal and other materials, an ecosystem for motorists, Aeropraktika, and satellite space communications systems. Basically, these are venture capital, startups, each company is 10 people on average.

Tatarstan transferred 100% of the shares of SEZ "Innopolis" and "Alabuga" for 32 billion rubles

In January 2018, Special Economic Zones JSC transferred to Tatarstan a 100% stake in the Innopolis and Alabuga SEZs. These portals are not currently working. The owner of the site in all cases is designated as Nikolay Nikiforov. The nn@tatar.ru also, for example, recorded the portal nnikiforov.moscow, which leads to the page of the Minister "VKontakte." One of the sites - innopolis.su - was first recorded on Nikiforov's mail on the domain of Tatar.ru state authorities, and then transferred to his personal e-mail on Yandex.

Nikiforov confirmed to RBC magazine that it was he who registered the domains. "Even before the transition to the civil service, I had to buy them from cybersquatters. Since then, there has been a habit: if one of my colleagues discusses a project, I often immediately register their addresses, and then I just hand them over, "he said

2015: Fictitious indicators will help Innopolis not return money to the budget

Having invested 4.7 billion rubles in Innopolis, the Ministry of Telecom and Mass Communications insured itself and established underestimated performance criteria for it, if Innopolis did not reach it, it would have to return a quarter of the budget funds. In 2012-2013, the federal budget allocated a total of 4.7 billion rubles for the construction of Innopolis, including 1.7 billion rubles. in 2012 and another 3 billion rubles. in 2013.

The investments were realized by the Russian Federation's buyback of two additional issues of OJSC Innopolis shares - in 2012 and 2013. As a result, at the end of 2014, the state's share in Innopolis was 97.5%.

Innopolis is a new town built in the Verkhneuslonsky district of Tatarstan. The construction of the city was completed in the summer of 2015. The city has an IT university and a special economic zone of a technical and innovative type.

The agreements concluded by the Ministry of Telecom and Mass Communications on the redemption of Innopolis shares contain indicators of the effectiveness of the use of budget funds, which the object must annually report to the Ministry of Communications and the Federal Property Management Agency.

If 50% of the efficiency indicators are not reached, from those specified in the contract, Innopolis must return 25% of the budget investments provided to it to the federal budget.

There are three performance indicators:

• capital growth (non-reduction) indicator is defined as the ratio of the amount of authorized capital and additional capital for the reporting period to the amount of similar indicators for the period preceding the reporting period. The normative value of this indicator must be greater than or equal to "1."
• The second indicator is defined as the ratio of the amount of short-term and long-term borrowed funds to the amount of authorized capital at the reporting date. Its normative value is less than or equal to "3."
• the third indicator determines the economic efficiency of Innopolis. It is calculated as revenue for the reporting period to the size of the authorized capital, the regulatory value is more than "0."

As of November 20, 2015, Innopolis exceeded all regulatory values ​ ​ of performance indicators set for it.

The first indicator in 2013 reached 17825 (this is due to the start of financing Innopolis from the federal budget and the corresponding issue of securities), in 2014 - 2.72.

The second indicator is at zero level since Innopolis does not have borrowed finances.

The values ​ ​ of the third indicator for 2013 and 2014 are less than one ten thousandth.

On fictitious key figures

The validity of the indicated performance criteria was questioned by the Accounts Chamber - the established regulatory value of the second indicator allows Innopolis to attract borrowed funds in the amount of up to 14.2 billion rubles, which is several times higher than the amount of investments made in it.

Accordingly, this criterion is unlikely to serve as an assessment of Innopolis's ability to attract borrowed funds.

The third indicator, with the established standard value, will always be fulfilled if the object has any positive revenue (for 2013 and 2014, Innopolis's revenue amounted to several hundred thousand rubles).

Thus, the established performance indicators and their regulatory values ​ ​ do not allow assessing the effectiveness of budget investments and the financial condition of Innopolis, decided in the Accounts Chamber. And the clause on possible penalties for failure to comply with performance indicators provided for by the agreement on investing budget funds in Innopolis becomes fictitious, the auditors say.

Forgotten objects

The Accounts Chamber found out that the agreements concluded by the Ministry of Telecom and Mass Communications on investing budget money in Innopolis do not contain information about capital construction projects to which these funds will be directed. In accordance with the Government's resolutions on the provision of budgetary investments, the contracts should indicate the names of the facilities, their maximum cost, capacity and commissioning period.

As a result, Innopolis has no obligation to report to the federal authorities on the progress of the construction of capital facilities for which federal funds were received.

The Ministry of Communications has not yet commented on the results of the audit of the Accounts Chamber.
