Owners

The open joint-stock company "Main Directorate for the Arrangement of Troops" was created by transforming the FSUE "Main Directorate for the Arrangement of Troops of the Ministry of Defense of the Russian Federation" in accordance with the decree of the President of the Russian Federation and the decree of the Government of the Russian Federation "On the open joint-stock company" Oboronservis "" and is its successor.

The sole founder of the Company is the Russian Federation, on behalf of which the powers of the founder and shareholder of the Company are exercised by the Ministry of Defense of the Russian Federation.

OJSC GUOV includes 11 branches of construction organizations and a representative office in Sevastopol in the Russian Federation.

By order of the Government of the Russian Federation of November 11, 2010 No. 1947-r, OJSC "Main Directorate for the Arrangement of Troops" was determined by the sole contractor in terms of design and construction in 2011-2012 of housing for military personnel on land plots provided for the Ministry of Defense of Russia.

History

2024: Softline decided to bankrupt GUOV

IT-company "Softline" intends to initiate the bankruptcy procedure for the construction enterprise of the Ministry of Defense of Russia - JSC "Main Directorate for the Arrangement of Troops" (GUOV). This became known at the end of August 2024. The company plans to file a corresponding application with the arbitration court, but the specific grounds for appeal have not yet been specified.

According to RBC, GUOV is engaged in the construction and reconstruction of facilities for the needs of the Ministry of Defense, including residential buildings, educational institutions, cultural and sports facilities. The company operates throughout Russia, its construction units are located in all military districts of the country. Control over the Main Directorate for the Arrangement of Troops is carried out through Garrison JSC, owned by the Ministry of Defense.

Softline
filed for bankruptcy of the construction enterprise of the Ministry of Defense

Over the past seven years, the company has filed more than 200 bankruptcy claims, including lawsuits from such large financial institutions as Alfa-Bank and Promsvyazbank. In 2019, Alfa-Bank tried to declare the enterprise bankrupt due to a debt of ₽6,3 billion, but the dispute was settled after the GUOV fulfilled all its obligations. In 2022, Promsvyazbank filed a lawsuit for ₽19 billion, but the case was dismissed by the court in 2023 for unknown reasons.

Previously, Softline already had a business relationship with GUOV. In 2017, the IT company was a contractor for GUOV and was engaged in delivery software Microsoft for the needs of the Ministry of Defense. As of August 2024, Softline is one of the leading players in the Russian IT market, providing a wide range of services in the field of digital transformation, including cloud solutions and. cyber security The company employs more than 7.7 thousand employees, and the number of customers exceeds 100 thousand.[1]
