The Ministry of Labor and Social Protection of the Russian Federation (Ministry of Labor of Russia) is a federal ministry that performs the functions of developing state policy and legal regulation in the field of demography, labor, living standards and incomes, wages, pensions, including non-state pension provision, social insurance, conditions and labor protection and social protection. The court fined the Ministry of Labor of the Russian Federation for leaking these employees, including passport numbers and bank card details

On January 21, 2026 Supreme Court RUSSIAN FEDERATION , he confirmed the legality of the decisions of lower courts against the Ministry of Labor of the Russian Federation in the case of an administrative offense. The department was punished with a fine of 100 thousand rubles for leaking personal data of employees and their families.

As follows from the court documents, through the fault of the Ministry of Labor, about 1.4 thousand records containing passport data and bank card details were made publicly available. The agency tried to challenge the punishment, insisting that the incident occurred through the fault of an external contractor who ensured the protection of information systems.

Ministry of Labor of the Russian Federation fined by the court for leakage of personal data of employees

Representatives of the Ministry of Labor stated that the attack could have come from foreign special services, and the working infrastructure was partially encrypted with malware.

The Supreme Court pointed out that it is the Ministry of Labor that acts as the operator of personal data and is fully responsible for their protection, including control over the actions of contractors. The judges noted that the department did not take the necessary measures to ensure the safety of infrastructure and learned about the leak only after a request from the regulatory authority. A violation of the notification procedure for computer incidents was also recorded.

Denis Bushnev, head of the Stonebridge Legal data protection practice, in a comment to Kommersant FM, called the decision a logical continuation of law enforcement practice: the operator is responsible for all the actions of the processors, and it is impossible to shift responsibility to the contractor. He stressed that the participation of the Ministry of Labor gives resonance to the case, although the amount of the fine turned out to be relatively small.

Elena Shershneva, head of LCH.Legal compliance practice, added that the department did not conduct an audit of the contractor and did not submit acts of inspections. According to her, the decision of the Supreme Court creates a precedent demonstrating the need to build a correct system of interaction with partners and fix the right to verify information processing in contracts.[1][2]
