2023: Chief physician accused of negligence after the death of two patients during a fire

In December 2022, the former chief physician of the Regional Infectious Diseases Clinical Hospital named after A.M. Nichogi in Astrakhan was accused of negligence after the death of two patients during a fire (part 3 of article 293 of the Criminal Code of the Russian Federation - negligence, resulting in the death of two or more persons by negligence). 2021: Death of two people as a result of resuscitation fire

On December 24, 2021, a fire occurred in the intensive care unit of the regional infectious diseases clinical hospital named after A.M. Nichogi. According to preliminary data, the cause of the fire was the closure of the electrical wiring in an isolated box. RIA Novosti, citing a representative of emergency services, reports that an oxygen supply device caught fire.

The Minister of Health of the Astrakhan Region, Alexander Burkin, said that at the time of the fire, there were 185 patients and 42 employees of the medical institution in the building. 18 resuscitation and intensive care patients were promptly evacuated, two injured patients born in 1942 and 1952 were in the box on non-invasive ventilators, it was not possible to save women.

The minister also said that all the necessary checks of the medical and preventive institution were carried out on time. So, in August 2021, an inventory of electrical equipment and the state of electrical wiring was carried out, and a briefing on fire safety measures was carried out with the employees of the ISDC. In October 2021, Energoservice LLC measured the resistance to isolation, no violations were found. It is noted that on the eve of the fire, December 23, 2021, the AstrakhanSpetsmontazh company completed maintenance of the fire alarm. However, all acts as part of the investigation will be re-verified.

As noted by RIA Novosti, the influx of patients in need of artificial ventilation of the lungs led to an increased load on the infrastructure of medical institutions, including oxygen stations. In August 2021, an emergency occurred at a hospital ambulance in Vladikavkaz - due to a breakdown, the supply of the mixture temporarily stopped, nine people died. In November 2021 Murmansk , a gas cylinder exploded in a covid hospital, no one was injured.[1]
