In Russia, the number of ambulance stations has again decreased - to 1876 pcs.
In 2023, the number of ambulance stations (NSR) in Russia decreased by 55 units, amounting to 1876 organizations against 1931 in 2022. This became known in December 2024. The dynamics of the reduction of the ambulance service has been observed for more than two decades, since 2001, when 3212 NSR organizations functioned in the country.
According to data published by Rosstat, the total number of medical organizations in Russia in 2023 remained at 5.2 thousand, and the number of hospitals reached 5177 (against 5167 in 2022). The largest reduction in the number of hospital organizations was noted in the Far Eastern and Siberian federal districts, while in the South, North-West and North Caucasus districts their number increased. The number of outpatient clinics and polyclinics also increased, amounting to 22,719 organizations against 22,146 a year earlier.
In Russia, theAccording to Medvestnik, problems in the ambulance system are especially acute in small towns and rural areas. According to monitoring data from the independent union Action, published in May 2024, many teams are staffed by only one medical professional instead of two, and employees are often forced to work at one and a half rates. These data are confirmed by the results of a survey of 1,100 employees of NSR stations from 74 regions.
The Ministry of Health of Russia recognized the presence of problems in the financial support of the ambulance service. According to the ministry's statement, the actual costs of providing NSRs exceed the calculated standards of the territorial compulsory health insurance program (compulsory medical insurance), and the target wages of health workers involved in the ambulance system are not reached. In this regard, the deputies called on the government to take urgent measures to increase salaries and regulate the burden on employees of the NSR service.
According to the Ministry of Health, the share of doctors among employees of stations and departments of the NSR in 2022 amounted to only 10.6%. For comparison, in 2012, 17,877 doctors worked in the service, and by 2021 their number was reduced to 13,070.[1]
In Russia, the number of doctors at ambulance stations decreased to 49,668 teams
By the beginning of 2023 Russia , there were 49,668 general-profile emergency medical teams. For comparison, in 2020 this figure was 49,855. The corresponding figures are given in the report of the Federal state Statistics Service (), Rosstat published in early January 2024. More. here

All ambulances in Moscow are equipped with cardiographs with the function of remote transmission and decoding of ECG
As it became known on November 12, 2020, all ambulances in Moscow are equipped with cardiographs with the function of remote transmission and decoding of ECG. Visiting doctors receive electrocardiogram results in a few minutes. This helps to speed up the provision of qualified medical care to patients in case of suspected myocardial infarction and previous dangerous conditions.
In a split second, an electrocardiogram is sent to the cardiac console server via a wireless communication channel. It is promptly received by a cardiologist, makes a decryption and sends it to the team. This helps to save time and start medical measures as soon as possible. Digital technologies have allowed us to improve the quality of emergency medical care, "said Anastasia Rakova, Deputy Mayor of Moscow for Social Development. |
According to her, since 2018, Moscow ambulance doctors have made more than 1.5 million remote ECGs. Previously, doctors had to consult a cardiologist by phone, losing valuable time.
According to the chief physician of the Emergency and Emergency Medical Care Station named after A.S. Puchkov Nikolai Plavunov, in complex heart rhythm disorders, the diagnosis can be quite difficult. Often in such situations, the score goes for minutes. Technology comes to the aid of emergency medical workers, thanks to which, for example, the transmission of ECG occurs in seconds. Thus, the ambulance team has more time to assess the patient's condition, diagnose, deliver to the desired hospital, depending on the profile of the disease.
The Moscow mayor's office notes that the capital's ambulance is among the most effective emergency services in the world. The waiting time for the operator's response by calling 103 in Moscow is about four seconds.[3]

The President Russia Vladimir Putin announced the need to additionally allocate 5 billion rubles for the purchase of ambulances. The head states made the corresponding statement at a meeting on the development of the automotive industry, which took place on April 24, 2020.
I consider it necessary to allocate another 5 billion rubles for the purchase of ambulances, thereby increasing the efficiency and availability of medical care, including for residents of small towns and villages, Putin said. |
An increase in ambulance purchases would boost demand and provide support for automakers, he said.
But above all, it is vital today for the whole country, for the regions, for people. I hope that the contracts will be fulfilled efficiently and on time, - said Putin (quoted by TASS Information Agency of Russia). |
The President called for an increase in demand for Russian cars from the state and companies with state participation.
To purchase the equipment necessary for work, but in no case foreign limousines, the Russian leader summed up. |
In April 2020, the Russian government allocated 5.2 billion rubles to the regions for the purchase of ambulances. The money is issued from the reserve fund to prepare hospitals for a possible increase in the number of cases of a new type of coronavirus.
The regions will buy 1,200 ambulances with this money "in order to ensure the readiness of medical organizations to receive patients with a new coronavirus infection," the cabinet said in a statement. The authorities identified Sollers Service Management (formerly Ford Sollers), UAZ and GAZ as the only suppliers of almost 1.3 thousand ambulances[4]

2019: PwC: Moscow ambulance almost the most efficient in the world
On October 17, 2019, the consulting company PricewaterhouseCoopers (PwC) published the results of a study that showed high efficiency of ambulance in Moscow.
The Moscow ambulance in terms of the aggregate of all performance indices is in second place. We have before us only Berlin, after us New York, - Interfax reports with reference to Monisha Arora, director of PwC practice in the public sector in the field of health. |
Ambulance work was assessed according to several criteria: speed, equipment and patient satisfaction. In terms of speed, Moscow is only in sixth place, in terms of equipment - in third, and in terms of satisfaction - in second.
The average time for registering an appeal to a Moscow ambulance was one minute 42 seconds - this is the second most efficient indicator among megacities in the world. From registration to departure of the brigade, on average, only two and a half minutes pass - none of the 15 cities have such results. A Moscow ambulance arrives in an average of 14 and a half minutes.
In terms of the number of brigades per 100 thousand inhabitants, the capital's ambulance is in second place. For this number of people in the city there are 8.2 brigades. London is in first place in this indicator (38.1). In third, fourth and fifth places are Hong Kong, Shanghai and Tokyo with indicators of 5.2, 3.3 and 1.8, respectively.
The ambulance satisfaction index in Moscow was 95%. This index is higher only in Paris, where it amounted to 96%. In third place is New York (94%). Next come Singapore and Berlin with 93% and 90%, respectively.
In total, PwC experts compared the ambulance services of 15 megacities of the world. The list also includes Shanghai, Delhi, Mexico City, London, Seoul, Sao Paulo, Rome, Hong Kong, Tokyo, Johannesburg.[5]
2017: Americans prefer Uber over NSR
At the end of December 2017, Futurism published a study in the field of health economics. It is known that in the United States, calling an ambulance for admission to the hospital in an emergency can cost more than $1000, so many people call a taxi instead of an ambulance through the Uber application.
The study looks at the impact of the new factor on ambulance call rates in 766 cities from 43 states that use Uber. According to the survey results, even according to the minimum calculations in these cities, people are 7% less likely to call an ambulance.
"I believe this is a good trend, since such a function reduces health care costs if used wisely," said David Slusky, associate professor of economics at the University of Kansas. |
According to him, it is imperative that people do not use a taxi as a makeshift ambulance in dangerous and emergency situations. In some cases, it really makes sense to save money, but in other situations, such a strategy may be ineffective or even life-threatening.
For example, you may get to the wrong hospital, "warns the chief physician of the Los Angeles Fire Department, Marc Eckstein. |
Hospitals differ in a set of services, and a patient who has applied to the wrong address will still be sent to the desired hospital by ambulance. But a difference of 30 minutes or more can mean the difference between life and death, Eckstein noted.
David Slusky says unloading ambulances provides a quicker response to serious cases. The researcher believes that informing patients about symptoms requiring an immediate ambulance call, as well as an effective triage method before hospitalization begins, can help modernize emergency care.[6]
