2023: Outsourcing ambulance

On September 5, 2023, the Department of Public Procurement of the Sverdlovsk Region announced a number of tenders for the provision of services to ensure the activities of emergency medical institutions, namely field teams. The total costs of the project will amount to approximately 2.6 billion rubles.

According to the tender documentation, the contractor provides the customer with specially equipped cars with drivers to provide emergency medical services to the population. Such machines shall be equipped with identification marks, inscriptions, light and sound signals. The tender winner shall ensure timely arrival of vehicles at the specified emergency medical substations.

In addition, the contractor will be responsible for the maintenance of vehicles and their washing (with the exception of treatment with disinfection compositions). It is also necessary to organize the arrival of backup cars in case of the need to replace the main ambulance - within one hour from the moment of a traffic accident, technical malfunction, skidding of the car, etc. The Contractor shall transmit to the customer navigation data, including vehicle identification number, coordinates, speed, mileage and other indicators.

As part of the project, it is planned to outsource the maintenance of cars of ambulance substations in Revda, Kamensk-Uralsk, Asbest, Berezovsky, Syserty, Polevsky and Nizhny Tagil. The services are estimated at 128.9 million rubles for the Berezovskaya Central City Hospital (MBT), 180.5 million rubles for the Sysert Central City Hospital, 191.1 million rubles for the Polevskaya Central City Hospital, 211.3 million rubles for the Revdinsky Ambulance Station (SMP), 238.7 million rubles for the Asbest SMP, 591.1 million rubles for the city SMP Kamensk-Uralsky. The largest tender involves the provision of ambulance transport services in Nizhny Tagil and the Gornouralsky urban district: the amount is about 1 billion rubles. The term of the contracts is from January 1, 2024 to December 31, 2026.[1]
