He began his career in public service in 1998 in the Migration Service of St. Petersburg and the Leningrad Region.
In 2000, he moved to the Ministry of Federation, National and Migration Policy of the Russian Federation, a territorial body in St. Petersburg and the Leningrad Region.
From 2001 to 2010, he worked at NPF Berkut - first as a system administrator, then as a project manager, lead project manager, head of department and director of installations and maintenance.

As TAdviser found out on October 21, 2022, Deputy Minister of Digital Development Andrei Chernenko resigned from the Ministry of Digital Development of his own free will. Two of his acquaintances told TAdviser about this. One of them says that the corresponding document signed by the head of government Mikhail Mishustin on dismissal should soon be released.
The deputy minister's areas of responsibility included the creation and provision of the functioning of cloud services of government agencies (Gosoblako, the communication service of civil servants, the personnel system of the civil service and personnel electronic document management, GosEDO, etc.).
It also curated digitalization in the following areas: construction and housing and communal services, real estate and cartography, power, transport, nature and ecology, sports and tourism, etc. Another area of responsibility was the management of government funds and analytics.
