2025: The law on the possibility of fully electronic registration of accidents has been adopted
In early February, the President of the Russian Federation signed Law[1]which amends No. 40-FZ" On Compulsory Civil Liability Insurance of Vehicle Owners. " They allow drivers to issue electronic notifications about an accident not only using the State Public services website, but also the official website of the insurer, its mobile application or the information system of the Russian Union of Auto Insurers (RSA). The law entered into force from the moment of its publication.

If earlier it was possible to use only the State Public services website to submit electronic notifications about an accident, which did not provide either the possibility of registering an insured event or assessing damage, now insurers have the opportunity to provide a comprehensive service using a single application and procedure for preparing electronic documents for all interested parties at once: the Ministry of Internal Affairs, an insurance company and a repair shop.

According to Georgy Gabolaev, founder and general director of Group-A, electronic registration of an accident can become massive if insurance companies manage to fulfill the following conditions:
- Create convenient, intuitive services or develop mobile applications that will help drivers quickly enter accident data, upload photos and sign a notification without unnecessary action;
- Organize user training using pre-prepared videos, infographics and step-by-step instructions on using electronic notification and mobile application;
- Implement bonuses and discounts, for example, by providing discounts on OSAGO or CASCO policies for registration of accidents in digital format;
- Explain the advantages of electronic design, which reduces the risk of refusals in payments due to errors in documents and quick execution at prompts from the site or application;
- Ensure uninterrupted operation of services at any time so that drivers do not encounter technical problems when registering an accident.
This law is socially significant, since it allows you to remove a car from the roadway and start the registration procedure, "says Olga Sorokina. "It takes a little while - a maximum of 15 minutes. At the end of 2024, there were only two insurers that implemented a comprehensive service for fully electronic registration of accidents. In order to use one of them, it is enough to register with "Public services," since they provide trusted identification of citizens. Then you need to install the car insurer application, in which it becomes possible to declare an insurance event. In the event of an accident, the participant presses the appropriate button in the application and performs a simple algorithm of actions. To do this, you will need to photograph the scene and the cars involved in it. The application forms a template for the European protocol, which includes, among other things, authentication through "Public services." Moreover, the drivers of the participating cars can do everything in one application or each in their own. And registration through the PCA can only be organized according to the European protocol.

Over the years, a certain practice has appeared on the design, consideration and payment of transport accidents. Super service launch across Russia
On November 23, 2020, the Europrotocol Online super service became available throughout Russia. You can use it through the mobile application "OSAGO Assistant," integrated with the Unified Portal of Public Services.
With the help of a mobile application, you can issue an accident notification in electronic form. To do this, the mobile application must be installed on the smartphone of one of the participants in the accident.
For registration of an accident, participants must fill out data on one device, choosing the option of registration of an accident with or without photofixation. The form signed by both participants is transferred to the base of the Russian Union of Auto Insurers (RSA), and a notification of the successful completion of the accident is received on the mobile application. After sending a notice to the insurance company, drivers can leave the scene of the accident.
Registration of an incident with photofixation gives the right to receive a payment within 400 thousand rubles, in case of refusal of photofixation - within 100 thousand rubles.
According to the deputy head Ministry of Digital Development of Russia, from Andrey Chernenko 2021, an accident can be issued through the Public services. Auto application, which the department intends to launch "in the near future." It will also be possible to draw up a protocol simultaneously from two devices of both participants in an accident, as well as enter and save data into the application in the absence of communication, and then send them as soon as access to, the Internet deputy minister said (his words are quoted by the press service of the department).
In early September 2020, the executive director of the RSA, Evgeny Ufimtsev, told reporters that not only individuals, for whom this is already available, but also legal entities will be able to connect to the Europrotocol application and issue an electronic notification of an accident.
In addition, according to Ufimtsev, a special module will be launched in December 2020, combining not only the mobile application for OSAGO of the union itself, but also mobile applications developed by commercial insurers. A feature of the module will be the ability for OSAGO insurers to include their own applications for settling losses.[4]
Russian motorists will receive electronic notifications about road accidents
On June 30, 2020, it became known that Russian motorists will receive electronic notifications of an accident. This functionality will be implemented in October, said Igor Yurgens, president of the All-Russian Union of Insurers (RSA), at the Innolns-2020 online forum of insurance innovations.
According to him, by the end of June 2020, notifications of an accident in electronic form are tested in the Moscow Moscow region, St. Petersburg and the Leningrad region.
Yurgens also said that in December 2020, information services will appear in the PCA mobile application, and in June 2021 it is planned to launch an electronic settlement of losses in it. PCA intends to continue to develop the existing applications "DTP. Evroprotokol" and "OSAGO Assistant" in order to enter a seamless mode of interaction with consumers.

He stressed that the improvement of electronic services became possible after the launch into commercial operation of the new automated information system (AIS) of OSAGO, which minimizes the number of errors and better meets the needs of car owners and the traffic police.
Igor Yurgens said that by the end of June 2020, the check for the presence of OSAGO policies through video cameras began in. To Moscow AIS OSAGO allows you to process tens of times more requests, and in the future more. In two days of operation, 37 insurance companies joined the system, he said.

Conditions for registration of the European Protocol in Russia from October 1
From October 1, 2019, throughout Russia, rules for registering an accident without the participation of police officers are introduced - europrotocol. The introduction of an electronic notification is designed to speed up the process of interaction between the parties when registering an accident, GLONASS JSC reported on October 4, 2019.
At the same time, it is appropriate to note the need to comply with additional conditions that allow you to issue an accident according to the European protocol. In particular, only two cars must participate in the accident and both drivers must have an OSAGO policy; in case of an accident, damage should be caused only to the above-mentioned cars, and not to the property of third parties; people should not need medical attention.
An important point in the case of registration of documents in case of an accident without the participation of police officers is that the data must be recorded by its participants and transferred to the AIS OSAGO using special technical means of control (TSK), which ensure the prompt receipt of information about an accident generated in an uncorrected form (namely: values of vehicle speed and acceleration before and at the moment of collision, as well as current time and coordinates of vehicle location at the moment of accident).
As explained in GLONASS JSC cars , the systems "" installed in the emergency call devices (UVEOS) ERA-GLONASS function only in terms of making an emergency call and informing emergency services about the coordinates of a road accident. To design a Euro protocol, this data is not enough, so it is impossible to use the SOS button installed on the UVEOS vehicle to design a Euro protocol and transfer data to AIS OSAGO.
Thus, it is necessary to additionally install technical controls in the car, which will allow you to restore all the circumstances of the incident by providing an expanded data package: the track of the car's movement and the profile of accelerations or decelerations during a collision along three axes. Technical means of control (TSC) or UEOC with advanced functionality will record this information in the form of a 10-minute looped track. Further, this data will be supplemented with control information that allows you to check that they are not forged and will be transmitted in an uncorrected form.
Only if the above conditions are met, the user who got into an accident will be able, by pressing the SOS button, to initiate the sending of data recorded in automatic mode about the circumstances preceding the accident. Immediately the transfer of the track, shock load graph and accident coordinates to the ERA-GLONASS system will be activated, then this information will go to the PCA and the insurance company. Having received movement data and impact parameters, the insurance company will understand the extent of possible damage to the car.
The main purpose of the ERA-GLONASS system is to ensure the transfer of information for emergency response to road accidents to reduce the time before providing assistance to people who have had an accident - by automatically determining the moment of an accident and transmitting data to emergency services without the participation of victims. The development of additional services based on the system continued, and GLONASS JSC took a number of steps in the field of regulatory regulation of simplified registration of accidents using the European protocol. In particular:
- 1. By order of the Russian Union of Auto Insurers (RSA), GLONASS JSC has developed national standards that establish requirements for TSC of the circumstances of an accident and expand the functionality of ERA-GLONASS GAIS for simplified registration of an accident under a European protocol without the participation of police officers. These standards were approved by Rosstandart.
- 2. At the suggestion of GLONASS JSC, technical controls were included in the draft unified List of products subject to mandatory certification. This initiative is aimed at preventing actions to mislead consumers regarding the reliability of the information generated and submitted by the TSC.
- 3. GLONASS JSC sent proposals to the Ministry of Industry and Trade of Russia to amend the technical regulations of TR TS 018/2011 to establish requirements for UVEOS in terms of ensuring the possibility of determining, registering and transmitting information about the circumstances of a traffic accident.
Experts of GLONASS JSC, together with automakers, worked out the issue of producing cars with ERA-GLONASS emergency call devices endowed with the functionality of technical controls. It is assumed that soon the most massive models of cars will go on sale already equipped UVEOS with expanded functionality. However, even in this case, the service of registration of an accident under the European protocol with the help of UVEOS will be voluntary for the car owner, for its activation it will be necessary to sign an agreement when buying a car or when applying for an OSAGO policy, stressed in GLONASS JSC. And owners of used cars will be able to install TSK at their own expense and, if necessary, use the functions of the European protocol.
Super service announcement
On July 24, 2019, it became known about the upcoming launch in Russia of an online service for the rapid registration of a European protocol. It should significantly reduce traffic jams that occur on roads after accidents. The concept developed within the framework of the Digital Public Administration project was approved by the presidium of the government commission on digital development, the government press service reports.
In November 2019 year, a pilot launch of the superservice "Registration of the European Protocol Online" will take place, which will allow motorists to issue an accident in 15 minutes. If the participants in the accident have no disagreements, they will be able to independently fill out a notice of an accident and transfer it to insurance companies to receive payments.
The electronic signature will be equal to a similar document with the signatures of the accident participants. If everything went well, an electronic notification of an accident comes to the AIS OSAGO, and an accident identifier comes to drivers' smartphones.
It is proposed to transmit notifications through the portal of public services or through a mobile application developed for this. All the necessary data can be loaded from your personal account, it remains only to add a photo. After that, the results of the consideration of the situation by insurance companies can be viewed there, in the application.
Also, users using public services can find an insurance company to conclude OSAGO and CASCO contracts, and the calculation of the cost of the policy, including online verification of the current value of the bonus-malus coefficient, which increases or reduces the cost of the policy depending on the accident rate in previous periods, will be calculated automatically.
The experiment will last in Moscow and St. Petersburg, as well as in the Moscow and Leningrad regions until October 2020.[6]
