2023: Launch of the SDK module and expand the capabilities of online recording of accidents

The digitalization of the mandatory "auto citizen" in 2022 moved leaps and bounds. One of the important achievements was the launch of an sdk module, which allows you to embed the functions of the OSAGO Assistant application in other applications of companies, and a significant expansion of the possibilities of online recording of accidents. This was announced on January 16, 2023 by the press service of the Information Project "OSAGO: Public Expertise." In particular, now you can issue an accident notification from two devices at the same time, and this is implemented not only in the "Assistant," but also in the applications Public services.Avto, "" AlfaStrakhovanie "and" VSK Strakhovanie. " This function is the ability to create an incident scheme on the smartphone screen; in January 2023, it is already in the OSAGO Assistant.

In particular, when you get into an accident and issue an accident notification through the application, the motorist can indicate on the online scheme the location of the cars of both participants at the time and after the accident, draw direction arrows, road signs and markings. This can be done using the graphic module "Designer of an accident scheme," which will also be available in mobile applications of companies that allow you to design an accident according to Europrotocol.

However, the use of this function is not mandatory for all motorists. If it is more convenient for the driver to draw an accident scheme on a piece of paper by hand, this is still possible. Next, the drawing should be photographed and attached to an electronic accident notification, the mobile application will tell you how to do it correctly.

The correct preparation of the accident scheme is extremely important in order to receive insurance compensation for OSAGO and repair the car. This scheme is obligatory by law as part of an accident notification, it helps insurers to quickly issue an insured event and make monetary or in-kind compensation. With the help of the application, you can also take photos of a picture of an accident and damage, the application will automatically send them to a single database of the Russian Union of Auto Insurers (RSA). If everything is done correctly and the photos are transferred, then the application will reflect a notification of this, as well as the unique number of this set of photos. When issuing a notice of an accident, its registration number will also be received,
explained the head of the working group "Protection of the rights of motorists " of the All-Russian Popular Front (ONF), Peter Shkumatov.

The need to develop and implement the "Accident Scheme Designer" is caused by a significant number of online notifications and photo-fixations of accidents. Thus, 6.5 electronic notifications were sent to the unified PCA database and more than 70 thousand accidents were photographed from the beginning of 2022. Such statistics also indicate that the service of electronic registration of an accident notification and online photo recording is becoming more and more popular among motorists.

According to the RSA, the most famous online registration service "Europrotocol" is used by residents of Moscow and the Moscow region (more than 42% of all issued notifications), and in general, 80% of the surveyed users have used digital services over the past 12 months. Thanks to the digitalization of OSAGO, it has become much easier for many motorists to interact with insurance companies, which also indicates a high customer focus of the segment.

This is also evidenced by the far-reaching plans of insurers for remote settlement of losses. Some insurance companies provide such an opportunity under auto insurance contracts, and from June 15, 2023 it will be available for implementation by all insurers and for OSAGO. By 2025, it is planned to make available electronic settlement of losses in all insurance companies.

2020

Launch of electronic accident notification throughout Russia

Mobile application The "assistant" MTPL began to work throughout the territory. Russia This became known on November 23, 2020. The decision to expand the application to the entire country was made following testing in five regions -,,, and To Moscow Moscow region St. Petersburg Leningrad Region the Republic. Tatarstan

In addition, the following features will appear in the application: · registration of electronic documents about an accident even in the presence of disagreements among drivers (earlier, in the presence of disagreements, drivers had to fill out a joint paper notification about an accident, and the application could be used to photograph the accident); · registration of electronic documents on road accidents involving vehicles belonging to legal entities (previously it was possible to use the application only if both owners of cars involved in road accidents were individuals); · supplement or adjust the driver's license data obtained from the ESIA, including by scanning the barcode of the license.

File:Aquote1.png
It is important that the application, which has already made life easier for thousands of motorists in five pilot regions, will start working throughout Russia. Moreover, it will become available to car owners just when the task of reducing the number of visits to the offices of insurance companies is especially relevant due to the coronavirus epidemic, "said Igor Yurgens, President of the Russian Union of Auto Insurers (RSA).

The mobile application "OSAGO Assistant" allows you to issue an accident notification in electronic form and not draw up this document on paper form. The registration procedure takes about 15 minutes. Part of the data on documents (driver's license, data on the OSAGO policy) for notification will come from the driver's personal account on the State Public services portal and from the AIS OSAGO. Participants will only have to check their correctness and take a photo from the scene, following special prompts, as well as enter other data required to draw up an accident notification.

Introduction of electronic accident notification throughout Russia

On September 3, 2020, the timing of the introduction of electronic notifications about road accidents throughout became known. Russia They were named by the chief executive. RSA Evgeny Ufimtsev

File:Aquote1.png
Electronic notification begins to work throughout the Russian Federation from November 1, 2020. From this date, a mobile application ("OSAGO Assistant" - approx. TAdviser) will also be able to use a legal entity, he said.
File:Aquote2.png

The OSAGO rules have been amended, according to which, from November 1, 2020, among the conditions under which it is allowed for drivers to draw up an electronic accident notification issued without the participation of police officers (in the order of europrotocol), the indications of the absence of disagreements between the participants of an accident regarding the circumstances of harm, the nature and list of visible damage to vehicles, as well as the belonging of vehicles participating in an accident to individuals (Bank of Russia Ordinance No. 5505-U of July 16, 2020) are excluded.

Electronic accident notification is introduced throughout Russia

Thus, from the specified date, drivers will be able to issue an electronic notification about an accident and if they have disagreements, as well as regarding vehicles of organizations. To do this, at least one of the drivers must have a mobile application "OSAGO Assistant," integrated with the portal of public services.

If the participants in an accident have disagreements, the maximum amount of insurance compensation in the European protocol is 100 thousand rubles, and data on an accident must be recorded using GLONASS devices or a special mobile application.

According to Ufimtsev, by the beginning of September 2020, a special module is being created that insurance companies will be able to integrate into their mobile applications. The development of the module will be completed by December 1, according to Ufimtsev.

Earlier in 2020, the Russian Union of Auto Insurers formed a special committee that is engaged in the development of the mobile application "OSAGO Assistant." He prepared proposals for legislative changes for the development of electronic settlement.[1]

The application was installed by more than 220 thousand people

As of May 21, 2020 mobile application , "Assistant" MTPL installed 220,828 people, including 120,220 phone users per Android and 100,608 users. iOS This was announced on May 26, 2020 by the press service. Russian Union of Auto Insurers (RSA)

Despite quarantine restrictions and a significant decrease in the number of accidents during this period, car owners continue to install and use the OSAGO Assistant application. So, in one incomplete May, it was installed by 4.8 thousand owners of Android phones and 5.2 thousand owners of iOS phones. During a pandemic, the application is one of the convenient and reliable ways to register an accident within the framework of the "European Protocol" procedure,

You can use the application if an accident happened on the territory of one of the five constituent entities of the Russian Federation: Moscow, Moscow Region, St. Petersburg, Leningrad Region and the Republic of Tatarstan - regardless of the place of residence of the car owner.

It is possible to arrange a road accident through applications, without calling the traffic police, if two cars participated in an accident, and only these cars were harmed. In addition, the owners of the cars must be individuals, and both participants in the accident must have confirmed accounts on the public services portal and they should not have disagreements regarding the circumstances of the incident. The application must be installed on the smartphone of at least one of the participants in the accident. The mobile application for fixing accidents was developed by the Bank of Russia, the RSA and the Ministry of Telecom and Mass Communications.

2019

Development process

The application development process is described in the project questionnaire.

Launch of the OSAGO Assistant into commercial operation in five pilot regions

On November 20, 2019, LANIT announced that, by order of the Russian Union of Auto Insurers (RSA), in cooperation with other companies, it took part in the development and launch into commercial operation of the OSAGO Assistant mobile application, the first Russian service for issuing Europrotocol online. Now car owners can register an accident electronically without calling the traffic police.

"Assistant OSAGO"

With the help of the service, you can arrange an accident in which two vehicles are involved and there are no victims, and there are no disagreements between the participants in the accident. The application user can choose the option of registration of an accident with photo recording (the maximum payment limit is 400,000 rubles) or without it (payments are no more than 100,000 rubles). The service for November 2019 operates in five pilot regions To Moscow-,,, and Moscow area St. Petersburg. Leningrad Region Tatarstan

LANIT implemented the project in cooperation with RT Labs and 65apps by order of the Bank of Russia, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation and the Russian Union of Auto Insurers. LANIT provided refinement of the automated information system of the Russian Union of Auto Insurers (AIS RSA) for the integration of a mobile application with the services of the official Internet portal of public services and information systems of insurance companies. This allows the system to check the user and insurance policy of the car owner, as well as transfer information from the unified identification and authentication system (ESIA) to the mobile application for partial pre-filling of accident notification fields. Then the document formed in the AIS PCA is transferred to insurance companies as a notification for the subsequent registration of the Europrotocol.

To improve the quality of the service, Lanit Expertise (part of the LANIT group) tested a complex of systems: the OSAGO Assistant mobile application, AIS RSA and the Europrotocol online registration service on the Public services portal.

File:Aquote1.png
This is the first service in our country that entered the market as part of the implementation of the National Project "Digital Economy of Russia." This became possible thanks to the close and intensive cooperation of all project participants. We are pleased that our work with the Russian Union of Auto Insurers has grown into such a necessary and demanded service for citizens,
said Leonid Golovaty, Director of Corporate Systems Department, Vice President of LANIT
File:Aquote2.png

File:Aquote1.png
More than 50% of accidents (more than 600 thousand accidents for 9 months of 2019) for November 2019 are issued without calling traffic police officers. We see that the increase in the limit of payments for Europrotocol to 400 thousand rubles, which took place on October 1, 2019, led to the fact that the number of road accidents issued in the mobile application increased several times - from 130 in September to 846 in October. The mobile application has made the accident procedure even more convenient. Thanks to the mobile application, hundreds of thousands of car owners who got into an accident will be able to reduce the time for registration of an accident at times. In addition, using the mobile application "OSAGO Assistant," the car owner can check the validity of his policy in advance, before an accident, through the AIS OSAGO by his series and number,
noted Igor Yurgens, President of the Russian Union of Auto Insurers
File:Aquote2.png

After the results of the implementation of a complex of service systems in pilot regions become known, requirements will be formed for subsystems to improve the quality of the service provided. The launch of the system throughout the country is expected in 2020.

In the first week of the work of Europrotocol online, more than 150 road accident notifications were registered. The mobile app has been downloaded more than 20,000 times in the AppStore and PlayMarket.

Starting the application in pilot mode

On November 1, 2019, the Assistant mobile application was launched in test mode, MTPL which allows motorists to register minor accidents without participation. TRAFFIC POLICE A full-fledged launch of the service - throughout the country is scheduled for 2021.

In test mode, the mobile application "OSAGO Assistant" began to work in Moscow, the Moscow Region, St. Petersburg, the Leningrad Region and Tatarstan. These five regions, according to the president of the Russian Union of Auto Insurers Igor Yurgens, were chosen to test the application in accordance with the internal rule of the union determined by its presidium.

File:Aquote1.png
This rule prescribes testing in these five subjects, since they have the largest number of car owners and motorists, as well as the road surface. At the same time, the adversity in these regions does not depend on the power of the machine and other similar factors, but on local traffic jams, which are the largest in the country in these regions. In addition, these regions are most technically ready for such experiments, - said Igor Yurgens.
File:Aquote2.png

Testing of the application, according to him, may be completed in the first quarter of 2020.

File:Aquote1.png
According to its results, the application can be finalized, - said Igor Yurgens.
File:Aquote2.png

He did not say which PCA budget he was ready to allocate for the revision of the application, but noted that the funds intended for this purpose are very limited. Speaking about how the application can be finalized, Deputy Minister of Digital Development Maxim Parshin noted that soon he will have new functionality - for example, an accident designer to display an accident scheme.

Note that the mobile application "OSAGO Assistant" is the first of the superservices, the work on which is supervised by the Ministry of Digital Development. Its development was carried out by the Russian Union of Auto Insurers together with the Bank of Russia. At the same time, the union involved companies such as Lanit, RT Labs and Gigabyte in the development of the application as subcontractors .

The OSAGO Assistant application allows the user to draw up an electronic protocol for a road traffic accident. However, it is possible to draw up a protocol only if the owners of the vehicles are individuals, both participants in the accident have confirmed accounts on the public services portal and they have no disagreements on the circumstances of the incident. At the same time, an accident should have no victims, and its participants should be no more than two cars.

The application "OSAGO Assistant" has been launched, allowing motorists to register minor accidents without the participation of the traffic police

To issue an electronic accident protocol, as noted in the PCA, it is necessary that the mobile application be installed on the smartphone of one of the participants in the accident. All data (driver's license, certificate of registration of a vehicle, and in the future an insurance policy) for issuing a notification comes from driver profiles on the State Public services portal.

File:Aquote1.png
The car owner needs to check whether the synchronized data is correct, as well as upload photos from the scene. At the same time, the user has a choice - to arrange an accident with or without photo recording. If there are pictures from the scene of the accident, you can count on compensation for damage in the amount of up to 400 thousand rubles. Without them, the limit of payments is reduced to 100 thousand rubles, - indicated in the RSA.
File:Aquote2.png

The following was said about how the application is built with the notification form in the union:

File:Aquote1.png
The form signed by the participants is sent to the PCA database, after which the participants are notified of the successful registration of an accident. It is enough for the second driver to confirm or reject the draft notification with changes on the public services portal, authorization takes place on the QR code generated on the screen of the first driver. "
File:Aquote2.png

The union also noted that as such, the user needs to draw an accident scheme on his own - until an additional service is launched in the application.

File:Aquote1.png
The insurer also needs to bring the scheme and application on its own, "the PCA said.
File:Aquote2.png

The entire process of issuing an electronic protocol for a traffic accident, as the union said, takes about 15 minutes.

File:Aquote1.png
Which is much faster than filling out pieces of paper by hand, "the PCA noted.
File:Aquote2.png

In addition to issuing an electronic protocol for a traffic accident, the application gives the user the opportunity to store data about drivers, including their license and insurance policy numbers, and vehicle registration certificates. Information is pulled up into the application from the drivers' personal accounts on the portal public services. The application also allows the user in advance, even before an accident, to check the validity of his policy through AIS OSAGO by his series and number.

As of November, the OSAGO Assistant application is available in the Google Play and App Store directories.[2]

Notes

Commenting on the launch of the OSAGO Assistant application, Igor Yurgens noted that by November 2019, more than 50% of accidents are registered without calling the traffic police.

File:Aquote1.png
Thanks to the mobile application, hundreds of thousands of car owners who got into an accident will be able to significantly reduce the time for registering an accident, "said Igor Yurgens.
File:Aquote2.png

First Deputy Governor of the Bank of Russia Sergei Shvetsov drew attention to the fact that, in addition to the time saved for road accident participants, the mobile application has its own result in a decrease in traffic jams.
