Launch on the VK Mini Apps platform

On August 11, 2022 Ministry of Digital Science of Russia , they announced the launch of the "in" service. With Europrotocol online mobile application Public services Auto its help motorists , they can issue a notification without ROAD ACCIDENT calling a police officer and filling out paper forms.

As part of the national program "Digital Economy" in September 2021, the application "Public services Auto" was launched for users throughout the country. Since its launch, it has been downloaded more than 1.6 million times. This technological solution is designed to become a single window that accumulates the most popular services for car owners. The main function of the application was the ability to download the certificate of registration of the vehicle and present it to the inspector in electronic form. In August 2022, users had the opportunity to issue a Europrotocol online. In the future, the application will become even more functional and help drivers save time and energy on receiving the necessary services, emphasized Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko.

To issue an electronic europrotocol, you need to:

• Indicate information about vehicles and OSAGO policies.
• Describe the circumstances of the accident and take a picture of the drawn accident scheme.

This service "Europrotocol online" was created thanks to the joint work of the Ministry of Digital Industry, the Bank of Russia and insurance companies. Another feature of the service is that there is no risk of data errors with Europrotocol online, the form is automatically filled with information from the Public services. To issue an electronic European protocol, both participants in an accident must have confirmed accounts on Public services. In addition, there should be no injuries in an accident, and there should also be no damage to other property, except for vehicles.

How much will be reimbursed:

• up to 400 thousand rubles. - if the participants in the accident made a photo recording of damage and they have no disagreements;
• up to 100 thousand rubles. - if drivers have disagreements, but at the same time photo fixation is issued, as well as if drivers refuse to photo fixation of damage in the absence of disagreements. If there are disagreements and there is no photo recording within the framework of the European Protocol, there will be no insurance compensation. To receive compensation in such cases, you need to call a police officer and file an accident not for a European protocol.

The Public services Auto application began working in 2021. It allows:

• store the STS and present it electronically to the traffic police inspector;
• transfer the electronic STS to another person;
• receive notifications and pay fines online;
• receive an extract from the register of vehicles with information about the car;
• register with the traffic police to register a car or replace a driver's license. It is planned that in the future the functionality of the application will allow you to download and present to the traffic police inspector a driver's license in electronic form.

The Ministry of Digital Industry of Russia and the Ministry of Internal Affairs of Russia agreed on a plan to launch a service for presenting a driver's license in the application "Public services Auto." The Ministry of Digital Science announced this on June 2, 2022.

The plans are to ensure the development of the service by the end of 2022. As of June 2022, the Ministry of Digital Science, together with the Ministry of Internal Affairs, are actively designing the service.

The advantage of the service is that it works offline, that is, all the information downloaded earlier is needed, will be available for presentation through the application without an Internet connection.

When checking a digital ID, police officers will be able to see all related information about the driver and his car when scanning. These are fines, road accidents, police reports and other information. It also sets out data on OSAGO, pledges and registration actions. Thus, the verification of documents is significantly simplified.

It is noted that the digital questionnaire will be considered a document, and a plastic card or image on the screen smartphone will soon be only carriers of information about the document. True, this will require adjustments to the current legislation, which are not yet available. By the beginning of June 2022, joint service design and analysis of regulatory legal acts are underway.

In "Public services Auto" you can already present the STS to the traffic police officer in the form of a QR code. Similar functionality will underlie the presentation of an electronic driver's license. Information about it will be downloaded from the traffic police data store to the mobile application and presented in the form of a QR code.

The ability to appeal fines for traffic violations

On March 14, 2022, the Ministry of Digital Science of Russia announced the expansion of the functionality of the mobile application "Public services Auto." Now users have the opportunity through the application to appeal fines for traffic violations.

3. Choose the fine you want to appeal. If its appeal in electronic form is possible, the corresponding button and information on the timing of the appeal will appear.

4. Choose a reason for appeal.

Only fines for violations recorded by traffic police cameras can be appealed online. The decision to appeal is made within 10 days, the department can request additional documents.

The Public services Auto mobile application simplifies interaction with government agencies and saves motorists' time. It was launched in the fall of 2021, and as of March 2022 it was downloaded by about 1.5 million users, "said Andrei Chernenko, deputy head of the Russian Ministry of Digital Science.

The functionality of the application will expand. It is planned that in the future it will allow you to issue a europrotocol online, download data on insurance and technical inspection, issue a purchase-sale of a car online and present a driver's license in electronic form.

Implementation of the service for transfer of car control to another person

On October 6, 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the emergence of new functions in the Public services.Avto application. Now it allows the motorist to transfer the control of the vehicle to another person.

You can entrust the car control to another person entered into OSAGO, who has a confirmed entry on the public services portal and has installed the "Gosuslugi.Avto" application on his phone. The electronic power of attorney is issued in the form of a QR code, which the driver will be able to show to the traffic police inspector when checking documents.

Russians can transfer car control to another person through public services

Thus, using the application "Public services.Avto," you can present a STS for a car trusted for control. To do this, the car owner in his mobile application must indicate the name, number of the driver's license and the date of birth of the driver to whom he trusts to drive his vehicle, as well as the period for which the control is transferred.

The Ministry of Digital Science emphasizes that the driver who is transferred control of the car must also have his driver's license number entered in his personal account on the public services portal.

Users of "Public services. Avto" also got the opportunity right in the mobile application to view the history of the vehicle and download the extract for the car from the state register of traffic police vehicles. This service can be useful when buying a used car. To obtain data, it is enough to enter the VIN, body number or chassis of the car.

In the application, you can apply for registration of a car, and after the expiration of the driver's license, sign up for its replacement.

The application "Public services. Auto" by the beginning of October 2021 works in testing mode. During this period, traffic police officers have the right to ask car owners to present a "paper" version of the STS.

Announcement of the application

By September 8, 2021, no explanations were received from the Ministry of Digital Industry, the traffic police, the Ministry of Internal Affairs regarding the use of a QR code during road checks. Users, judging by the comments on Google Play and the App Store, where you can download applications, have many questions.

Clause 2.1.1 of the current traffic rules obliges the driver to carry with him and present to the inspector "registration documents" for the car. No amendments were made to the rules due to the launch of the application.

Later, the application will be able to pay car fines, upload data on technical inspection and insurance, issue a Europrotocol in case of an accident, sign up for a replacement driver's license and conclude contracts for the sale and purchase of cars online.

As the official representative of the Ministry of Internal Affairs Irina Volk noted earlier, the issue of presenting a driver's license to the traffic inspector in electronic form will be considered "only if measures are successfully implemented to use an electronic vehicle registration certificate."^[1]
