Experts in the transport industry note that irrelevant information about cameras reduces the effectiveness of the system for monitoring compliance with traffic rules and preventing violations.

The presence of virtual cameras in navigation systems creates additional risks of road accidents due to unreasonable maneuvers of drivers.[1]

The Ministry of Transport of Russia will allocate ₽3 billion for the installation of cameras for fixing violations at railway crossings

Mikhail Blinkin, scientific director of the Institute for Transport Economics at the Higher School of Economics, noted that the amount allocated for Russian Railways is not significant, but railway workers traditionally do not support the imposition of non-core costs on them.

The Association of the OKO, uniting manufacturers and camera operators, supports the initiative of the Ministry of Transport to install fixation complexes immediately after the first incident at the crossing. The project also provides for the possibility of transferring equipment to regional executive authorities or road owners.

The discussion of the draft resolution will last until November 29, 2024. For violations of the rules of travel through railway crossings, a fine of ₽5 thousand is provided.[2]

The fine for such a violation by the end of September 2020 is 500 rubles (Article 12.16. Code of Administrative Offenses of the Russian Federation - "non-compliance with the requirements prescribed by road signs or marking of the roadway entails a warning or imposition of an administrative fine in the amount of five hundred rubles").

However, in those locations where CCTV cameras were installed in pilot mode the day before, it was possible to establish the identities of vandals in more than 90% of cases.

For the offense committed, the attackers face criminal punishment, up to four years in prison, with compensation for damage for damaged equipment.

Earlier, the sign "Automatic control zone" to indicate the locations of mobile and stationary complexes of traffic violations was proposed to be introduced by representatives of the ONF and a number of public organizations. Warning signs could be installed in settlements at a distance of 150-300 meters to photo and video recording devices, and outside the city - for 300-500 meters.

A new information plate has been proposed for sections of roads where the devices determine the average speed of vehicles. Meanwhile, the Ministry of Internal Affairs believes that the wishes of public figures contradict the methodology approved by the Government at the end of 2019. The document developed by the Ministry of Transport and the traffic police states that the complexes should be marked with signs for 50-100 meters in settlements and for 150-300 meters on suburban highways.

In addition, the introduction of zonal signage indicating the beginning and end of the automatic control zone does not comply with the 1968 Vienna Convention on Road Signs.

Rostec and GLONASS assessed the effectiveness of road cameras in the regions of the Russian Federation

The company "," a GLONASS-BDD joint venture of the State Corporation Rostec and JSC "," GLONASS analyzed in 2019 the effectiveness of stationary complexes of photo and video recording of traffic violations. The leaders in the number of cameras that positively affect the road situation were the Moscow Republic of North Ossetia - Alania, Samara and Vologda regions, a number of other regions of the Russian Federation.

The GLONASS-BDD company analyzed data on more than 15 thousand photo and video recording complexes and statistics of accidents with victims on the roads of Russia over the past 5 years. For each camera, its effect on reducing road accidents was calculated for 10 months of 2019. Cameras that positively influenced the statistics of road accidents are recognized as effective.

The leaders among the regions with a large number of cameras (more than 500 units) were the Samara region, where 19% of the complexes had a positive effect on road statistics, as well as the Republic of Tatarstan, where this figure is 10%.

In the top of effective regions with the number of cameras from 200 to 500 - Vologda Oblast (21%), Ryazan Oblast (18%), Chelyabinsk Oblast (17%).

Among the regions with a small number of cameras (from 50 to 200 units), the Republic of North Ossetia - Alania became the leader (38% of the cameras influenced the statistics of traffic violations). In second place is the Krasnoyarsk Territory (35%), in third place is the Sakhalin Region (20%).
