Transport monitoring and navigation (Russian market)

The advent of relatively cheap GPS sensors and the rapid proliferation of cellular and satellite communication systems have led to the creation of a wide variety of computerized ground transport control systems that allow real-time dispatchers not only to track the true location of their vehicles on monitor screens. (cars and trucks, dump trucks, buses, etc.), but also monitor the current state of these cars. (fuel level in the gas tank, temperature in the bus cabin or in the cargo compartment of the refrigerator, etc.). At the same time, the servers to which data from the onboard systems flock can be located both in the dispatch rooms themselves and in the clouds (private or public).

Market size

2024: Integrators provided GPS monitoring of more than 650,000 vehicles per year

Escort Group of Companies, a manufacturer of IoT devices for transport and weather monitoring, conducted a study of the telematic device market for 2024. More than a thousand Russian integrators who provide transport monitoring services took part in the survey: they purchase and install tachographs, trackers, sensors and connect devices to IT platforms. Distributors, hardware manufacturers and software developers were also interviewed. Questions related to the volume of implemented devices and connections in 2024. This was announced on May 26, 2025 by the Escort Group of Companies.

Number of vehicles on monitoring

As reported, the integrator market is at least 3,500 players. 60% of integrators are companies that are average by market standards, which have up to 2 thousand units of transport on monitoring. The main part of the players is concentrated in Central Russia (in Moscow and the Moscow region, in Tatarstan), in the south (in the Rostov region), as well as in the Urals (in the Sverdlovsk region).

In the monitoring software market, the main trend of recent years is the departure of foreign companies. The survey showed that among the three leaders among the remaining domestic players are the companies ISSoft, TechnoCom (AvtoGRAF), Omnicomm. They were mentioned by 43%, 19% and 18% of respondents.

Leaders in software among patronymic players

According to domestic software developers, on average, after the departure of foreign players, the number of their connections increased by a multiple. In particular, the number of Fort Telecom subscribers increased by 30%. In total, according to the estimates of the Escort Group of Companies, monitoring in Russia covered about 4.1 million trucks connected to certain platforms. The average cost of connecting in 2024 amounted to 547.5 rubles, over the past 5 years it has grown by 30%. Most often, end customers choose software in the middle price segment.

The driver of the growth of the tracker market in 2024 was the requirements of the law on connecting forest equipment to satellite navigation equipment (ASN). By a wide margin in the number of installations in this segment, according to a study by Escort Group of Companies, Navtelecom is in the lead - 74% of respondents mentioned trackers of its production. Fort Telecom and TechnoCom close the top three with 12% and 10%, respectively.

Manufacturers expect that the requirements of the law can be extended to other categories of transport, which will also become a dynamic factor for the market.

ASN Installation Leaders

File:Aquote1.png
75% of the surveyed integrators in 2024 installed ACN trackers, we believe that by the end of 2025 their number will reach 100%. Even if the requirements of the law are not expanded to other types of transport (for example, for housing and communal services), the market has a resource for retrofitting forest equipment. Judging by our data, 81,000 ASN trackers were delivered in 2024. At the same time, according to open data, 188 thousand pieces of equipment should be provided with all monitoring.

noted Timur Nasyrov, Commercial Director of Escort Group of Companies
File:Aquote2.png

According to Navtelecom, the requirements of the law on the installation of ASN supported the market and did not allow it to fall, because excluding this share, the sales of trackers were lower than a year earlier.

Leaders among tracker manufacturers

Navtelecom is the market leader in conventional trackers (followed by half of the market). In the top three are also CCSoft and Galileosky, they were mentioned by 23 and 13%, respectively. In total, according to the estimates of the Escort Group of Companies, the supply of trackers in 2024 amounted to 645 thousand units. This figure includes ASN, but does not take into account project sales, which are sold directly from manufacturers to end customers, bypassing integrators. In general, according to researchers, the tracker market has doubled in five years.

Another group of questions concerned fuel level sensors - the most popular additional equipment, which is massively equipped with freight transport. Among manufacturers, the surveyed integrators most often mentioned Escort sensors (72% of respondents). Also in the top three are Omnicomm and TechnoCom (13% and 9% of mentions).

Leaders in Selling Toplar Level Sensors

File:Aquote1.png
The fuel monitoring market is mature and has shown growth in recent years, but has slowed down in the last year or two. At the same time, contrary to the general opinion, the market is influenced not only by the dynamics of sales of new equipment, but also by the activity of re-equipment of used cars. According to our calculations, at least 320 thousand sensors were shipped in 2024, despite the fact that 102 thousand units were sold for new trucks. Another growth driver for the sensor market is the retrofitting of trucks with additional sensors. End customers seek to reduce the cost of using expensive trucks and special vehicles. We expect that after fuel monitoring, the transport will begin to be massively equipped with other informative IoT devices, for example, axle load sensors, tilt sensors, etc.

told Timur Nasyrov
File:Aquote2.png

Despite negative factors and forecasts for 2025, a third of respondents remain optimistic about market dynamics. 35% of respondents believe that in 2025 the market will grow and the same amount - which will remain unchanged.

GC Escort

File:Aquote1.png
The decline in sales of trucks, of course, remains a brake on all segments of the transport monitoring market. All those interviewed by us are waiting for a decrease in the key rate, developers of software and trackers - the continuation of the process of import substitution and the implementation of laws. Nevertheless, we see that integrators remain generally positive. We predict that in 2025 the market will remain on a "plateau," but in 2026 deferred demand will play. We saw about the same in 2023, when the players recovered from post-covid and geopolitical shocks. We also see that the current difficult stage of the market is much stronger and more optimistic than previous crises.

File:Aquote1.png
"An important driver of the transport monitoring market is the position of the state, which seeks to take control of cargo flows, infrastructure management, as well as reduce road deaths. According to our assessment, the growth in the number of connections will primarily be implemented on the basis of the existing commercial fleet. From July 1, 2019, tachographic control of freight and passenger transport comes into force, which can contribute to the growth of new connections by 40%. So far, most tachographs are used to collect data on the driver's working and resting hours, but in the future they can be connected using special devices to an online platform for monitoring vehicles and transmit parameters such as: speed, weight of cargo, temperature conditions, etc. For example, OMNICOMM, together with a leading manufacturer of tachographs, has developed a solution that will simultaneously meet the requirements of the Ministry of Transport and receive data for monitoring transport in real time, "‒ comments Alexander Selivanov, Executive Director of OMNICOMM.

The market is approaching saturation, primarily in the segment of solutions for heavy commercial vehicles. An increasingly common phenomenon in the segment is the presence of several telematic connections at once on one long-haul road train - mandatory PLATON, as well as specialized monitoring and control services for branded telematic services from manufacturers of trucks and semi-trailers.

According to iKS-Consulting estimates, the number of trucks equipped with branded telematics services from the manufacturer in Russia exceeds 25,000 units. Leading in the number of connections are services from Volvo Truck (Dynafleet) and Scania (Fleet Management System). In 2018, it is planned to enter the Russian market of the RIO telematics system from MAN Truck & Bus. Flexible packaging system for the main functionality of proprietary telematics systems, as well as the absence of the need for additional installations of any third-party systems.

About a million heavy trucks have already been registered in the PLATON system, which in the near future may become the basis for the development of a single digital transport complex platform (ECPTK), which will be implemented in stages and will be aimed at reducing costs and unifying transport and logistics solutions on one platform.

The consumer segment of the connected car market is also experiencing rapid development, the concept of a connected passenger car is already becoming a reality. This is largely driven by increasing competition for data access from the connected car. For access to which new market players are beginning to fight - Internet companies, with their multimedia platforms, automakers with connected car modules built into the pipeline, as well as insurance companies and a number of other players who were not previously represented in the transport segment.

Government projects are becoming one of the potential drivers of growth in the connected car market. The ERA GLONASS project, in addition to the most important functionality for ensuring safety and emergency response in case of accidents, is the basis for the development of commercial services based on already connected cars. By the end of April 2018, almost 1.9 million cars have already been connected to the system and about 150 thousand (~ 8% of all connections) are subscribers to a paid road assistance service. At the same time, by the end of 2018, the total number of connected cars will exceed 3.5 million.

In addition to government projects, many specialized providers of Connected Car applications and platforms appear on the market, on the basis of which new digital services are being formed.

The Russian IoT market in the transport segment remains highly competitive and at the same time highly fragmented. The main projects that stimulate the development of the IoT segment in transport:

  • Unmanned vehicles projects that are tested by both car manufacturers (KAMAZ) and service providers (for example, Yandex)
  • Car sharing projects, which are implemented jointly with municipalities of Russian cities (more than 10 operators in 3 cities of the Russian Federation)
  • Development of specialized concepts such as Autonet 2.0 that help implement and adapt current regulatory standards (both technical and legal) to the new ecosystem of services

Data Omnicomm-Service

According to the data, the Omnicomm-Service market Russia is recovering: in 2017, it showed an increase of 14%. A large share in the total turnover remains with the five leaders -,,, and Gurtam Omnicomm. TechnoCom SCOUT At the Fort Telecom same time, Gurtam made 43% of new connections in Russia in 2017. To determine this indicator, the total number of new connections was taken into account, as well as the average cost of the subscription fee.

According to Omnicomm, Gurtam's total share in terms of the number of facilities in the transport monitoring market in Russia is 29%. This is 568,000 connections out of 1,950,000 facilities that were connected for 2010-2017.

New cost-cutting tools for fleets

According to a new report "Global Commercial Telematics Market" from the research company Allied Market Research, presented in early July 2017, the global commercial telematics market will reach $49.1 billion by 2020. The average annual growth rate of the market in the period from 2014 to 2020 is expected at the level of 18.4%. By automotive telematics, Allied Market Research analysts mean information and telecommunications products that combine computers and telecommunications services for transferring large amounts of data to vehicles online.

Among the solutions in the field of reducing costs on corporate cars, experts distinguish technologies for analyzing driving style and reconstructing road accidents.

Scoring as a foundation

The driving style analysis technology provides control over the behavior of the driver and the operation of the vehicle based on dozens of parameters obtained from the telematic device. This is a kind of intelligent dispatcher that monitors the driving style of each driver connected to the system and sets an objective (scoring) assessment based on the collected information.

The scoring ball is formed due to such parameters as: speeding, sharp braking, acceleration, turns, changing the direction of movement, changing lanes. Driving style indicators are based on the kinematics of the movement of the car: speed and acceleration over time.

Among the main reasons for the use of such systems on commercial vehicles are the following: control of driving discipline (compliance with the speed limit, etc.); improving the safety of goods, cars and personnel; reduced accident rate; exclusion of careless operation of the vehicle; additional evaluation of personnel and filling of the motivation system.

According to a study conducted by analysts at T-1 Group based on the results of pilot projects to introduce systems for analyzing driving style in commercial transport, the number of accidents and fines for drivers for traffic violations is more than halved.

The following are examples of implementing a solution in a fleet of 1200 vehicles (vehicles):

Fuel savings due to lean handling of vehicles

On the first graph, it is obvious that due to the introduction of a driving style analysis system, the transport company reduced fuel costs per year by 15%, which in the overall standings exceeded 300 thousand rubles. An important role in this case was played by the system of internal corporate stimulation of drivers to operate the car as carefully as possible.

Cost savings for vehicle repair in case of road accidents

The second scheme reflects a reduction in the company's loss by half due to the repair of a car in an accident and its downtime.

Road accident reconstruction

The road accident reconstruction service is a relatively new tool for Russia, but has already established itself as a tool for objective accident assessment. Due to the exact gyroscope and accelerometer, the telematic device determines speed and acceleration. Based on these data, the system determines the degree and force of impact, the place of impact (s), and also reconstructs the accident itself, which suggests the guilt of the road accident participants. Accident analysis takes place in real time, which allows you to quickly contact the driver and indicate the damage received.

A detailed report on each accident makes it possible to individually analyze the facts of violations of the prescribed driving rules by visualizing them on the map.

In general, the road accident reconstruction service allows companies to:

  • differentiate drivers;

  • avoid fraud in insurance matters;

  • classify accidents, the most emergency areas and create less emergency routes for drivers.

According to preliminary estimates of experts, companies that have implemented various tools for monitoring and stimulating fleet drivers have reduced annual costs for fuel and lubricants by 15-20%, depending on the volume of the fleet and service life, halved the accident rate, and also optimized the use of cars by about 10%. According to the feedback of company leaders, while maintaining such trends, they are ready to spend money on increasing the comfort of drivers on corporate cars, introducing additional "smart" solutions.

2016: Allied Market Research Forecast

According to the Allied Market Research report, the market for LBS services (services based on geolocation) will grow by 2022 to $61.897 million from $11.994 million in 2015 (an annual increase of 26.6%). And if in 2015 cartographic and navigation applications were the favorites in terms of revenue on the market, then, according to forecasts, the market will further develop due to the introduction of innovative technologies and services, on the basis of which new business models will be created. The main drivers of the global development of the navigation industry in the coming years will be the monetization of commercial information, payment and media services, ERA + services and insurance telematics; expanding the capabilities of a smart "connected car" (Connected Car); development of V2X technologies, information exchange "car - car" V2V, "car - infrastructure V2I," "car - man" V2P; mobile and safe cities; development of robomobiles, UAVs, ALSs and robots; creating a single navigation space for the consumer by integrating a variety of technologies: satellite, inertial, indoor navigation; navigation technologies of increased accuracy and guaranteed reliability, as well as the transition to new generation navigation devices.

First of all, it is assumed that the development of technologies and services in a "smart" car will significantly change both the navigation and car markets. In the coming 2-3 years, the penetration of connectivity technologies into the Russian automotive market will be 70-80%. The main growth drivers are large infrastructure projects: Platon, ERA-GLONASS, Safe City, System 112, ERA-GLONASS Accident Emergency Response System, weight and size control system. The invehicleinfotainment segment is rapidly developing - automotive infotainment systems.

Experts are united in one thing: the navigation market is formed in Russia and is successfully developing, the time has come for the mass introduction of commercial services.

2015

Data from the European Space Agency and EricssonConsumerLab

Experts assess the potential of the navigation market as high. According to a report by the European Space Agency, the market for satellite navigation devices and related navigation services in 2015 amounted to 250 billion euros and is growing annually by 7%. The number of devices using navigation chips in 2016 exceeded 5 billion. At the same time, the main share is occupied by geolocation-based services, thanks to the wide penetration of smartphones and mobile applications. In Russia, more than half of mobile SIM cards are installed in smartphones, while navigation applications, according to a 2015 EricssonConsumerLab study, are used by about 20% of smartphone owners on a daily basis and half at least once a week.

Data Omnicomm-Service

The Omnicomm-Service company notes that they expect a further decrease in demand for monitoring systems. However, they immediately explain that the fuel control segment is likely to grow, since the cost of fuel is predicted to increase from 10 to 20%, which will undoubtedly attract new buyers who reduce costs. Of course, tachographs will also be in demand on the market. Demand peaks will occur on April 1, 2015 and autumn, since these dates include expanding the list of controlled vehicles, as well as increasing the level of business activity.

According to Omnicomm, the volume of new connections in the monitoring market transport Russia and the CIS countries in 2015 amounted to 200 thousand units of transport. The volume of facilities in service in the transport monitoring market in this region amounted to 1.8 million units by the end of 2015.

Tachograph Sales Market Shares, 2014

Dmitry Zhuravlev, CEO of Omnicomm-Service: "The monitoring market declined in 2014 amid the lack of state projects and the active promotion of tachographs. Integrators of navigation equipment began to rebuild for the sale of tachographs, some players left the market altogether. Constant changes in legislation in terms of equipping with tachographs during the year led to uneven demand and dumping in this segment, while FBU Rosavtotrans tightened the conditions for obtaining the stigma of the workshop. The resulting confusion in the requirements was explained by all manufacturers of tachographs at thematic conferences and by the end of the year it became clear that out of 900 declared workshops, no more than 200 can actually work, and no more than 50 have the right to do so. The scheme with sublicense activation of tachographs was declared illegal. Some workshops received heavy fines. No one can calculate how many customers now use incorrectly installed tachographs, and the fines introduced in November will put a burden on carriers. "

2013: Data from Berg Insight and Omnicomm

Expectations of Berg Insight in the field of Russian transport telematics have decreased. In particular, the agency predicts a slowdown in the average annual growth rate of vehicles equipped with monitoring systems in Russia and the CIS to 15.7%. However, the forecast for the long-term capacity of the Russian transport telematics market remained almost unchanged. The 2013 estimate of 6.1 million equipped vehicles by 2017 decreased to 5.9 million by 2018 and this means that despite the zero market growth rate during 2013, Berg Insight expects the market to continue to grow quite dynamically in the next 3-4 years.

Research by the Omnicomm Analytical Center, included in the Berg Insight report, indicates that in 2013 the Russian transport telematics market in quantitative terms increased by 400,000 equipped vehicles, while the growth rate compared to 2012 was zero. In total, in Russia, according to the Omnicomm Analytical Center, at the end of 2013, at least 1.5 million units of transport and special equipment were equipped with transport telematics systems.

The analytical center of Omnicomm published in February 2014 the results of a study of the Russian market for transport monitoring systems in 2013. The study was attended by 1370 companies - manufacturers, distributors and integrators of transport telematics systems from Russia and the CIS countries.

The study showed that in 2013, the Russian market for transport telematics in quantitative terms increased by 400,000 equipped vehicles, while the growth rate compared to 2012 was zero. The slowdown in market growth was also confirmed by the participants of the Sharks M2M Business conference held at the end of January 2014. In total, according to the Omnicomm Analytical Center in Russia, at least 1.5 million units of transport and special equipment were equipped with transport telematics systems at the end of 2013.

The market leaders among manufacturers of transport monitoring systems in 2013 were the companies

In the segment of fuel consumption control systems, including, in addition to the navigation and telematics terminal, specialized fuel level sensors, the company became the leaders

The total growth of this segment in 2013 amounted to 220,000 equipment, and the growth rate compared to last year decreased to 10%.

At the same time, the study showed that the majority of participants in the transport telematics market, despite the results of 2013, expect growth this year. The driver of growth should be, first of all, the action of Order No. 236 of the Ministry of Transport of the Russian Federation on equipping vehicles with tachographs of a new model, which can perform the main functions of monitoring transport and controlling fuel consumption.

Forecast of NP GLONASS for 2010-2012

The market for navigation systems in Russia will grow almost 10 times in 3 years. According to the forecast of experts (2011), by 2015 the turnover of funds will reach 100 billion rubles. Record market growth will provide a state order. In 2012 alone, thousands of vehicles of the Ministry of Emergencies, the Ministry of Internal Affairs, the Russian Post and other departmental structures will be equipped with GLONASS navigation equipment. The largest projects, such as ERA-GLONASS, will scale the market and provide demand for tens of millions of GLONASS-enabled chipsets. Expansion into foreign markets will begin with the CIS countries and India, to which it is planned to supply professional high-tech systems - transport management complexes, control systems for the state of structures, etc.

According to the head of NP GLONASS Alexander Gurko (April 2013), the volume of the Russian navigation market by 2020 will increase 20 times compared to 2012 and will amount to 300 billion rubles. The main drivers of its growth will be the ERA-GLONASS system, the implementation of large projects, GLONASS implementation programs in the regions and the launch of insurance telematics services on the market.

2011: Data from NIS GLONASS

The largest players in the navigation market in Russia are Navigation Information Systems (NIS), which received the status of a federal operator in the field of satellite navigation, and M2M Telematics.

Another notable player is Russian Navigation Technologies. The company, according to its own estimates, occupies 24% of the Russian market for vehicle monitoring systems, entering the "big three" suppliers together with M2M Telematics and Navigator Technology (developer of the "Unified National Dispatch System").

It is interesting to note that GPSGLONASS there are no generally accepted standards for on-board equipment for/-land transport control systems yet. Neither here, nor abroad. There is also no typical software support for such systems. All this leads to the zoo of relevant decisions. Which sooner or later will be eliminated.
