2021: Problems with recognition of "square" car numbers with traffic cameras

In mid-August 2021, it became known about problems with the recognition of "square" car numbers by traffic cameras. As a result, owners of such cars can avoid fines.

According to the publication "Газета.ру" the general director of the company "Astralab" Sergey Laskin, the registration plates of cars type 1A "square" shape, intended for foreign cars from the American and Japanese markets, may remain invisible to part of the cameras that record traffic violations. The expert cited data that almost 10% of photo-video recording complexes of traffic violations cannot recognize such two-line numbers.

According to Laskin, in case the camera is difficult to identify characters on a regular number, a picture of the intruder car is taken. Then the fine can be issued "in manual mode." Meanwhile, in the situation with "square" numbers, the equipment does not recognize the sign itself and does not take a picture.

Meanwhile, despite the loophole, according to the coordinator of the Blue Buckets community, Pyotr Shkumatov, drivers will not run to change rectangular numbers to square ones in order to avoid fines for traffic violations.

He also said that by August 2021, out of 30 thousand cameras operating on the country's roads, only about 3 thousand, according to the statements of the developers of the "software" for such devices, may not recognize new signs. Given the small number of motorists who received such numbers, the proportion of "invisible violators" will be small.

Among the devices for which the signs remain "invisible," Laskin called Lobachevsky, Copernicus and Ptolemy, produced by Road Monitoring Systems LLC. In addition, the Cordon and CHRIS complexes of Simicon may have problems. According to the Moscow data center, there are no such problems in the capital: cameras successfully recognize the new format.^[1]

2019: "Beautiful" rooms can be bought on the public services portal

On November 19, 2019, it became known that the Ministry of Internal Affairs and the Ministry of Economic Development agreed on the procedure for selling "beautiful" rooms in Russia. They will be issued at approved rates of state duties through the portal of public services.

According to the newspaper Kommersant, several options are planned for choosing a combination of numbers and letters. One of them implies the ability to choose a number from the entire array of available and available registration marks. In this case, you will have to pay a higher, but still moderate duty, which will not exceed 10 thousand rubles.

If the chosen number belongs to the combinations that the departments recognize as "beautiful," its price can rise to 300 thousand - and then if a specific combination is not yet occupied by anyone.

Additionally, 30-day auctions will appear. Those who want to participate in the auction will be given ordinary registration plates for a while, which after the auction can be changed. The rules for bidding by November 2019 have not been approved.

It is noted that the subjects of Russia will be able to introduce an increasing or decreasing coefficient for a specific series or put up "beautiful" numbers for auctions. Thus, the Ministry of Economy plans to receive an additional source of budget replenishment. If the car owner agrees to participate in the auction, he will first be given a regular number, and after the end of the auction he can be replaced with a new one.

As part of the fight against the gray market of state numbers, a second state duty will be introduced. For example, if a buyer purchased a car with a "beautiful" sign, then after completing the transaction he will pay an increased fee. The exception will be the transfer of a car with such a plate by inheritance. It is assumed that the new rules will make shadow resale of numbers unprofitable.^[2]
