The R&D agreement was concluded between the NCI and the FKU "Central Base of Measuring Equipment of the Ministry of Emergency Situations" in October 2020. In December 2022, an act of acceptance of scientific and technical products was signed for the final fifth stage of the project. But the Ministry of Emergency Situations refused to pay for these works worth 45.5 million rubles, citing an examination initiated by the ministry. According to the NCI, it was carried out in violation of the requirements of the law in terms of procurement organization (44-FZ).
According to the Kommersant newspaper, the Moscow Arbitration Court satisfied the claim of the NCI, obliging the Ministry of Emergency Situations to pay the indicated amount. The decision was supported by the 9th Court of Appeal, but the cassation instance overturned the decision due to the "need for a forensic examination." Meanwhile, the Main Investigation Department of the Investigative Committee of Russia (TFR) within the framework of the Safe City project opened a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale) against "unidentified persons."
