Biography

Born March 23, 1958 in Ukhta, Komi Autonomous Soviet Socialist Republic.

Education

2023: Dismissal from the post of deputy head of the Ministry of Emergency Situations

At the end of March 2023, President RFVladimir Putin signed a decree relieving Alexander Chupriyan from the post of First Deputy Head of the Ministry of Emergency Situations. The reason for the resignation is not called. According to TASS, this decision is due to the fact that Chupriyan's contract has come to an end. The last time the contract was extended in 2018 - then the official turned 60 years old, which is the age limit for working in the federal fire service.

Alexander Chupriyan previously coordinated the construction and development of the Safe City hardware and software complex.

The upcoming resignation of Chupriyan in February 2023 was written by RBC, citing its sources. According to them, one of the reasons for Chupriyan's departure was the reform of the Centrospas detachment, begun by the former head of the Ministry of Emergency Situations Yevgeny Zinichev (he died in March 2021 during an exercise in Norilsk, he tried to save a man). The reform implied the transformation of the detachment into a structure that, in addition to the state task, could provide commercial services. In an interview with RBC in December 2021, Chupriyan called the reform of Centrospas "a undermining of the spirit of rescuers."

Heading the Ministry of Emergency Situations, Chupriyan canceled the decree on the liquidation of the detachment. However, in February 2023, RBC sources reported that the department decided to continue the reform. According to RBC, the main candidate for the post of first deputy of the Ministry of Emergency Situations is the minister's adviser Daniil Martynov. In the 2000s, he served in the FSB Special Forces Center - the Alpha Group and took part in anti-terrorist operations in Chechnya. In 2012, he was responsible for the security of the head of the republic, Ramzan Kadyrov, and in 2013 he was appointed his assistant in the power bloc. 2008 - took part in the award ceremony of the participants of the International Salon "Integrated Security 2008"[2]

August 15-22, 2012 - took part in the opening ceremony of the I International competition "School of Security" in the city district of Zvenigorod[3].
