MegaFon PJSC won tenders for the development of the Safe City hardware and software complex in eight municipalities of the Azov-Black Sea coast of the Krasnodar Territory, concluding contracts totaling over ₽1 billion. This became known in May 2025 after the publication of relevant information on the public procurement portal.

According to Kommersant, the Safe Region GKU, subordinate to the regional ministry of civil defense and emergencies, is implementing the second stage of creating the Safe City agro-industrial complex system in the region. At the first stage, the complex was installed in [[Krasnodar] and Sochi, and now its deployment to the coast begins.

The new system will be introduced in Novorossiysk, Gelendzhik, Anapa, Temryuk, Tuapse, Primorsko-Akhtarsky and Yeisk districts, as well as in Goryachy Klyuch. These municipalities are included in the tourist zones of the Krasnodar Territory, which makes them a priority for installing security systems.

Agro-industrial complex "Safe City" integrates into a single network many security systems and threat prevention systems that previously worked separately through the lines of the Ministry of Internal Affairs, the Ministry of Emergency Situations, forest protection, municipalities and other departments. The unified core of the system includes public alerts about emergency situations, a system for monitoring flood situations, monitoring vehicles, facilities and resources.

The complex also includes an emergency call system "112," a network of video surveillance cameras, forest fire detection systems, monitoring of power facilities, satellite monitoring of agricultural facilities and ensuring security in educational institutions.

Initially, eight contracts with an initial price of almost ₽1,2 billion were put up for open tenders. However, as a result of trading, MegaFon proposed to build a system in all eight municipalities for a total of just over ₽1 billion, and the tender commission recognized these proposals as the best.

Some bidders tried to challenge the results of the contests, alleging violations in their conduct. However, the Federal Antimonopoly Service, having considered their complaints, recognized the decisions of the competition commission as legal, and contracts with MegaFon were signed.[1]
