2019
Agreement with the NBMZ Association on the opening of a laboratory for AI in medicine at Skolkovo
On August 29, 2019, the National Medical Knowledge Base announced that it had agreed with the Foundation of the International Medical Cluster to open a joint laboratory "Medical Knowledge" in Skolkovo. MMK became the customer of the Association's meta-project to create a national player in the global technological market in medicine and health care, and the creation of a basic landfill for the development of products and promising technologies is a natural step towards its implementation. According to experts, Russia can become a leader in the use of artificial intelligence in healthcare and by 2023 enter the world market with a meta-project.
The laboratory plans to analyze the world practice of medical decision support systems (SPPVR), attract the best solutions for use in the Competence Transfer System of the National Medical Knowledge Base Association (NBMZ STK) and at MMK sites in the Skolkovo Innovation Center. From September 2019, regular reviews will begin to search for competencies presented by specialized specialists and teams that are interesting for development as part of a meta-project or as separate technologies/services and startups in the field of SPVR. Thus, the joint laboratory will become a test base and assembly center for all such projects from the Russian Federation and the world.
It is also planned to develop the concept of a "Digital (virtual) clinic," including as a test bench for medical software. An important area will be the creation of a "regulatory sandbox" on the basis of MMK medical organizations to develop the regulatory framework for the use of advanced, rapidly developing software. NBMZ experts are seeking to simplify and adapt legislation in the field of regulating the market for medical devices. The problem is relevant on a global scale, for example, in the United States. The FDA is also working on separate regulatory procedures in relation to software medical devices created with AI. The Association has prepared and sent to Roszdravnadzor a set of proposals to simplify registration procedures, including based on international experience.
Artificial intelligence plays a very important role in medicine: research results show that AI technologies significantly increase the accuracy of diagnoses. Moreover, artificial intelligence allows you to identify the disease in the early stages, which makes treatment as effective and less expensive as possible. Timely correct diagnosis is especially important when it comes to oncology, which ranks second among the main causes of death in the world. The results of the National Medical Knowledge Base are impressive, and we look forward to fruitful cooperation. In our joint laboratory based on MMK, we will develop and test solutions based on artificial intelligence. They will be associated with such areas as automation of medical decision-making, improving the accuracy of diagnoses, etc. |
Creating a joint laboratory with MMK is extremely important for our Association. On its basis, we will deploy work on the scientific and practical analysis of the capabilities of artificial intelligence systems in medicine. The status of an international medical cluster, on the one hand, allows you to quickly test advanced foreign solutions, and on the other hand, to involve leading foreign specialists working in MMK in evaluating the best domestic developments. And in the creation of a "regulatory sandbox" it is important for us to "synergy" of representatives of our Association who understand what regulatory barriers interfere with the development and testing of AI, and representatives of MMKs who have extensive experience in creating and coordinating the "special status" of the use of modern technologies. |
Agreement with the "National Medical Knowledge Base"

The corresponding agreement on cooperation and participation in a meta-project to create a national player in the global technological market in medicine and health care was signed in June 2019 as part of the St. Petersburg International Economic Forum 2019.
